identifying deteriorating conditions leading to demolition by neglect and addressing issues in
accordance with existing code enforcement processes. He also referred to Strateg y B.26
pertaining to incorporating a Rental Inspection Program into the City Code. Mr. Wheat is
concerned that these strategies gets into the right of property ownership and into legal issues on
constitutional rights. He explained that the City of Marshall tried to bring this forth recently and it
was defeated. Mr. Wheat stated that he has concerns with these strategies included in the plan.
Ms. Nanoski stated that she has heard comments from the public on housing quality,
specifically what housing quality means to them and how does that affects the long term health
of our neighborhoods and of our historic culture, especially for Capitol Avenue. She explained
that these strategies are different avenues that may help us solve those problems.
