Riekena offered Ordinance No. 138 of which the following is a copy: Insert ordinance It was moved by councilman Herman Eckkhoff and seconded by councilman William Schmidt that said ordinance be placed upon it's first reading. Upon roll call councilmen voted said motion.as follows: John E. Riekena voted aye William Schmidt voted aye Herman Eckhoff voted aye All councilmen present having voted aye, Mayor Groninga declared said motion carried, and said ordinance No. 138 was placed upon it's first reading and was read the first time. Thereupon it was moved by councilman John E. Riekena and seconded by councilman Herman Eckhoff that the laws and rules providing that ordinances shall be fully and distinctly read on three different days be suspended and be dispensed with and that ordinance No. 138 be placed upon it's last reading. Upon roll call councilmen voted as follows: John E. Riekena voted aye William Schmidt voted aye Herman Eckhoff voted aye All members of the council present having voted ave, Mayor Groninga thereupon declared the motion carried and ordinance No. 138 was then placed upon it's last reading and was read the last time. Thereupon it was moved by councilman Herman Eckhoff and seconded by councilman William Schmidt that ordinance No. 138 be placed upon it's final passage and passed. Upon roll call councilmen voted as follows: John E.
