The motion passed unanimously. Communication Received Ms. Stratman stated that no communications have been received. New Business A. Historic Preservation Plan Resolution Ms. Nanoski discussed the purpose and function, timeline, community engagement, Vision Statement, Goals and Strategies of the Historic Preservation Plan. Mr. Wheat referred to Strategy B.24 pertaining to the role of the Property/Code Inspectors identifying deteriorating conditions leading to demolition by neglect and addressing issues in accordance with existing code enforcement processes. He also referred to Strateg y B.26 pertaining to incorporating a Rental Inspection Program into the City Code. Mr. Wheat is concerned that these strategies gets into the right of property ownership and into legal issues on constitutional rights. He explained that the City of Marshall tried to bring this forth recently and it was defeated. Mr. Wheat stated that he has concerns with these strategies included in the plan. Ms. Nanoski stated that she has heard comments from the public on housing quality, specifically what housing quality means to them and how does that affects the long term health of our neighborhoods and of our historic culture, especially for Capitol Avenue. She explained that these strategies are different avenues that may help us solve those problems. Mr. Wheat moved to strike Strategy B.24 and Strategy B.26 from the Historic Preservation Plan. The motion died for a lack of a second. 2 Minutes/Historic Preservation Commission Page 2 October 22, 2019 Ms. Deetz suggested that the Historic Preservation Commission should support the Historic Preservation Plan to be incorporated into the Comprehensive Plan. She suggested adding this to the resolution. Ms. Deetz moved and Ms. Jones seconded to modify the resolution by adding a Whereas that reads: Whereas, the City of Jefferson is developing a new Comprehensive Plan to be completed in 2020. The Historic Preservation Plan shall be incorporated as presented in the City’s Comprehensive Plan. The motion passed unanimously. Ms. Lucero moved and Mr. Record seconded to approve the Jefferson City Historic Preservation Plan by Resolution 2019-2 as amended. The motion passed unanimously. Dates to Remember A.
