DeGray, P.E., PTOE, Project Manager RE: Parking Evaluation Home Depot- Van Rental 615 Arsenal Street Watertown, Massachusetts Greenman Pedersen, Inc. (GPI) has prepared this Parking Evaluation to detail the impacts of designating a limited number of parking spaces within the existing Home Depot parking area located at 615 Arsenal Street in Watertown, Massachusetts for additional van rental through the Home Depot Tool Rental Center. As part of this effort, GPI has quantified the parking supply and observed accumulation at the Home Depot store and examined the potential impacts associated with formally designating 16 existing parking spaces for use by Home Depot for the parking of their rental vehicles. While the Home Depot store is part of the overall Arsenal Mall development, this assessment focuses on the primary parking field utilized by Home Depot customers'. The following memorandum summarizes our findings. PARKING INVENTORY As part of this evaluation, GPI conducted an inventory of the site's current parking supply. This inventory, conducted on June 27, 2013, confirms the parking supply for the site remains as 678 parking spaces (5 un-striped) within the Home Depot parking lot. The Watertown Zoning Board of Appeals had previously granted a Special Permit allowing for up to 92 of the striped spaces in the Home Depot parking lot to be used for an outdoor seasonal sales area. 88 spaces have since been designated for this use. Following that approval, the resulting official 590-space parking supply is 70 spaces above the 520 spaces required by the Watertown Zoning Bylaws. 1 As defined in the Zoning Board of Appeals narrative for the Home Depot Seasonal Sales Area Special Permit (ZBA-2012-19-SP) TM-Horne_Depot_Watertown_2013-07-Ol.docx Page 1 PARKING EVALUATION Home Depot Van Rental—Watertown,Massachusetts The Proponent is seeking to provide 16 dedicated spaces within the remaining 590 space parking area for the parking of rental vans. Once this project has been completed, there will be a minimum of 574 parking spaces available for customer use. As discussed in detail later in this memorandum, while 574-spaces will be provided during March through September, there will be 662-space supply available throughout the rest of the year. OBSERVED PARKING DEMAND GPI conducted a parking accumulation study at the site on a typical weekday and Saturday in June 2013. Based on standard Institute of Transportation Engineers' (ITE) data the peak times for home-improvement superstores generally occur between 12 noon and 4 PM on a typical weekday and Saturday. Accordingly, GPI recorded the number of parked vehicles for each space throughout the parking lot in half-hour intervals between 12 PM and 4 PM on Thursday, June 27, 2013 and Saturday June 29, 2013. The results of the parking accumulation study for the weekday and Saturday peak periods are summarized in Fizures 1 and 2, respectively. As shown in Figure 1, the parking demand at the site peaked with 266 occupied spaces at 1:30 PM on the Thursday studied and steadily decreased throughout the afternoon. As shown in Figure 2, the observed Saturday parking demand was higher than that of the weekday with a peak of 399 parked vehicles at 1:30 PM. Parking activity remained relatively stable in the early afternoon hours before decreasing towards the end of the afternoon. As noted earlier, the overall parking supply will be reduced to a minimum of 574 spaces from March through September, with 662 spaces being provided for the remaining five months of the year. Even with that reduction, the parking lot still will be no more than 70-percent occupied under peak conditions. While no exact figure exists, it is standard engineering practice to consider parking lots near 85% occupancy as being near their functional capacity. With that level of activity there would be few available spaces for drivers to the point where they would have to search for an inordinate amount of time or circulate excessively to find available parking. Based on this standard there will be more than adequate parking available at the Home Depot site during peak conditions. Therefore, the addition of the rental vans should not adversely affect parking conditions on the site. By locating the van spaces at the far southerly end of the site the more desirable spaces closest to the main store entrance still will be available for customer use. Of the 16 parking spaces currently available in the two rows where the vans would be parked, the peak demand was only 4 spaces or fewer during both days studied. Only 1 vehicle was observed utilizing these spaces during the Thursday June 27, 2013 study for one half-hour interval. PROPOSED PARKING SUPPLY The parking accumulation study summarized above demonstrates that the continued use of some spaces for purposes besides parking should not adversely affect the operation of the site. Table 1 provides a detailed summary of the proposed parking supply in terms of customer spaces, as well as spaces to be used for other purposes. In addition to the 16 spaces being designated for van rental use the Proponent will be reorganizing the number and location of spaces being used for seasonal sales, outdoor display and cart corrals. The Proponent is requesting to continue to maintain 5 spaces to be used for cart corrals and "load and go" spaces. The site plan accompanying this application shows the exact spaces to be used by the rental vans, along with those spaces that are to be used for seasonal sales, outdoor display and cart corrals. CONCLUSION The proposed project involves designating 16 existing parking spaces within the Home Depot parking lot at 615 Arsenal Street in Watertown, Massachusetts for parking of rental vans. Following this change, a minimum of 574 parking spaces will be available for customer use from March through September, with 662 spaces being available for the remainder of the year. GPI's parking accumulation counts revealed peak parking demands of 266 and 399 vehicles on a typical weekday and Saturday, respectively. This represents no more than 70-percent of the proposed minimum parking supply being occupied under peak conditions. With the proposed parking supply there still will be ample parking available for Home Depot customers while also allowing for seasonal sales, outdoor display and cart corrals. Based on this analysis, the Home Depot parking lot will readily be able to accommodate both the peak customer demand as well as the other amenities noted above.
