A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ESTABLISHING AN EXPENSE ALLOWANCE POLICY FOR MEETING AND/
OR CONFERENCE ATTENDANCE BY CITY OFFICERS OR EMPLOYEES.
, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the City Council of the City of Lynwood
does declare the following policy with regard to expense allowance
for`meeting and/or conference attendance by City officials and employees:
1. The cost of accomodations shall be reimbursed or paid
directly by the City (a) if the conference and/or meeting
is outside a 25-mile radius of the City of Lynwood and (b) if
the conference is more than one day. The policy requires
accomodations in keeping with availability, convenience and
propriety, will be obtained by the attending officer or employee.
2. Transportation to and from the conference or meeting
shall be reimbursed or paid directly.by the City, based upon
the following considerations:
a) The officer or employee making travel arrangements
shall secure the mode of transportation in keeping with
considerations of availability, convenience, and propriety;
b) When air travel is appropriate, coach class shall
be utilized whenever possible;
' c) City vehicles shall be used when available and
appropriate;
d) Private automobile shall be used when appropriate.
Reimbursement for such use shall be based on the rate
of reimbursement established in the memorandum of
understanding with the Lynwood City Employees Association.
City officers and employees who are receiving auto
allowance will not be reimbursed for the use of their
private automobile.
3. Al1 registration fees shall be reimbursed or paid directly
by the City.
4. All other meeting and/or conference costs shall be
reimbursed or paid directly by the City based upon the following
considerations:
a) For all conferences or meetings attended within a
75-mile radius of the City of Lynwood, the City officer
or employee will be reimbursed for actual expenses incurred.
b) For all conferences or meetings attended outside a
25-mile radius of the City of Lynwood, a per diem allowance
, of $50 will be paid, upon return, for only those days
attending, or in transit to or from an approved conference.
(The per diem allowance is intended to cover the cost of
meals and all other miscellaneous costs such as telephone
calls, taxi, shuttle bus, etc.)
5. Attendance at any conference or meeting which will
exceed one day in length, by City officers or employees,
except members of the City Council, shall be subject to the
prior approval of the City Manager, provided that adequate
funds have been budgeted.
6. A receipt must be provided in all cases where the City
reimburses the City official or employee for expenses
incurred (except for mileage reimbursement which requires
odometer readings.)

It is the policy of the City of Lynwood to establish $500 as a purchasing limit
for the mayor and council, above which level concurrence by council must be
obtained if any member of the council objects to the purchase.
PROCEDURE
I. For any purchase made by the mayor or a councilperson there~must be a purchase
requisition and a purchase order.
II. Any purchase above $500 will require that notice be given to each council
member and if no objections are made within five (5) days the,purchase order
will be processed an objection will require approval by council.
III. All purchasing procedures will abide by the dictates of ~he municipal code.
