A RESOLUTION OF THE CITY OF LYNWOOD
APPROVING AN AMENDMENT TO THE JOINT EXERCISE OF
POWERS AGREEMENT BETWEEN THE CITIES OF DOWNEY,
NORWALK~ PICO RIVERA, BELL GARDENS, LYNWOOD,
MONTEBELLO AND PARAMOUNT TO ADMIT THE CITY OF
SOUTH EL MONTE AND AMEND THE JOINT POWERS
AGREEMENT
'
WHEREAS, the Cities of Downey, Norwalk, Pico Rivera, Bell
Gardens, Lynwood, Montebello and Paramount have established the
Joint Powers Southeast Area Animal Control Authority (hereinafter
'Authority"); and
wHEREAS, the Authority has provided quality animal control
service including license canvassing campaigns, neighborhood patrol
services, emergency veterinary care and kennel services for animals
in a cost effective manner to all cities participatin, in the
program; and
WHEREAS, the City of South E1 Monte has expressed its desire
and intent to participate in the services provided by the Authority
and to become a member of the Joint Powers Southeast Area Animal
Control Authority; and
WHEREAS, the City of South E1 Monte has reviewed the content
of the Joint Powers Agreement and is fully aware of all the condi-
tions therein; and
WHEREAS, in July, 1984 four members were admitted to the Joint
~ Powers Authority at which time they were not required to buy into
or pay for reimbursement to the then existing Authority member
cities for any previous expenses incurred for facility development;
and
WHEREAS, it is necessary to amend the Joint Powers Agreement
to provide for the admittance of the City of South E1 Monte; and
NOW THEREFORE the City Council of the City of Lynwood
does find, determine and declare as follows:
SECTION 1. The City of Lynwood does approve
of an Amendment to the Joint Powers Agreement admitting the City of
South E1 Monte to full membership in the Authority effective July
1, 1987.

AMENDMENT TO JOINT POWERS AGREEMENT
' This amendment to the Joint Powers Agceement is
for identification this 2nd day of April, 1987 and is entered
by and between the cities of Norwalk, Pico Rivera, Downey,
Gardens, Lynwood, Montebello, Paramount and South E1 Monte.

of new member cities upon approval of the Board of Commissioners of
SEAACA and approval by the Member cities.
D. The City of South E1 Monte has made application for
membership in SEAACA and such request has been approved by the Board
of Commissioners on March 19, 1987.
E. The Joint Powers Agreement is amended to incorporate
the City of South E1 Monte as a member cities effective July 1,
1987.
F. The value of SEAACA's property and improvements as
of February, 1987 is $1,333,573, to be adjusted according to the
Consumer Price Index for the remainder of Fiscal Year 1986-87.

NOW THEREFORE, in consideration of performance of the
covenants and conditions herein contained the parties agree as
follows:
1. The City of South E1 Monte is admitted to full
membership in the Southeast Area Animal Control Authority effective
July 1, 1987, and the Joint Powers Agreement is so amended.
2. In all other respects the Joint Powers Agreement, as
amended, remains unchanged.
This Amendment to Agreement has been approved by the
member cities on the dates indicated below.
