A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AMENDING THE CLASSIFICATION PLAN AND THE HOURLY SALARY
SCHEDULE TO INCLUDE THE POSITION OF FIREFIGHTER'TRAINEE
'
WHEREAS, the City Council of the City of Lynwood has
identified a need to establish a Firefighter Trainee Program;
and
WHEREAS, the position of Firefighter Trainee is needed
to implement the proqram; and
WHEREAS, the required job analysis has been completed
and the classification statements prepared on that basis.
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby find, proclaim, order and resolve as follows:
Section 1. Amend the Employee Classification and Position Plan
to include the classification of Firefighter Trainee.
Section 2. Amend the hourly salary schedule to include the
title of Firefighter Trainee at $ 3.35 per hour for a Trainee
prior to completion of the Fire Academy and $ 4.55 per hour
for a Trainee after completion of the Fire Academy.
Section 3. This resolution shall go into effect
upon its adoption.

FIREFIGHTER TRAINEE
DEFINITION
Under the close supervision of a Fire Captain or other Command Officer,
to perform the full range of fire suppression, prevention, rescue and emer-
gency medical service work in a training, learning and assisting capacity:
to assist in the maintenance and repair of fire fighting and station
apparatus and equipment; to participate in fire drills and study fire
fighting techniques; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
Candidates selected for participation in the Firefighting Training
program must 1) possess a High Cshool graduation diploma or its equivalent,
2) possess a valid California driver's license and a satisfactory driving
record, 3) reside within a 20-minute emergency response time of the City of
Lynwood, and 4) pass a pre-employment medical examination. Successful
candidates will be required to also pass a background investigation of personal
and academic qualifications, to pass a Firefighter physical agility test
and oral examination and to demonstrate the potential ability to complete
both an extensive Department training program and the Rio Hondo Fire Science
Academy. Candidates must be eighteen (18) years of age prior to accepting
full time employment as a Firefighter with the City of Lynwood.
Participation in the Firefighter Training Program will be limited to a
two-year period commencing with the trainee's successful completion of
the Rio Hondo Fire Science Academy.
, EXAMPLES OF DUTIES
In a training, learning and assisting capacity, performs all of the
normally assigned duties of Firefighter in the City of Lynwood; responds
to fire, emergency rescue, first aid alarm and public service calls;
lays hose lines; assists in holding nozzles to direct stream of water on
fire; raises, lowers and climbs ladders; assists in conducting salvage
and cleanup operations; operates resuscitator and other rescue equipment;
administers first aid; provides assistance and participates as a member
of an emergency medical crew; assists in the repair, cleaning, maintenance
and testing of fire equipment and apparatus; assists in the maintenance
of clean and orderly condition in and about the fire house; studies and
participates in training sessions on Fire Department rules and regulations,
first aid, fire hazards, fire fighting techniques and equipment and City
geography and hydrant locations; participates in fire drills, exercises
and periodic tests; studies technical materials, journals and publications;
checks, paints and otherwise maintains various fire fighting and fire
prevention equipment; participates in fire prevention activities; protects
property from water and smoke by operating appropriate equipment; maintains
records and prepares reports; as assigned, drives a variety of departmental
equipment; answers general questions from the public; may be required to
respond to fire and emergency medical calls during nonduty hours.
SPECIAL REQUIREMENTS
Possession of a valid California driver's license issued by the
State Department of Motor vehicles.
DESIRABLE QUALIFICATIONS
Knowledge of:
The geography of the local area including street names and numbering
systems and major landmarks and buildings.
and
Ability to:
Learn procedures, principles and policies relating to
fire suppression activities;
Learn technical fire fighting principles and techniques and
principles of hydraulics as applies to fire suppression;
Learn the location of hydrants, mains and major fire hazards;
Learn to drive fire trucks and equipment with care and safety
in accordance with traffic laws and ordinances;
Learn and maintain proficiency in basic first aid practices
and techniques;
Learn to operate a variety of hand and small powered equipment;
Conduct physically strenuous tasks under emergency conditions
involving fires, emergency medical services and controlling
hazardous materials and situations;
Function effectively as a team member;
Maintain an appropriate California driver's license and a
satisfactory driving record;
Demonstrate the potential to maintain program eligibility and
to satisfactorily complete Department and Academy training
programs;
Keep simple records and prepare reports;
Understand and carry out oral and written directions;
Maintain cooperative working relationships;
' Read and write at the level required for successful job performance.
and
Training and Experience: Any combination of training, education
and experience which would provide the required knowledges and
abilities is qualifying.
Education: Possession of a High School graduation diploma or its
equivalent.
