A RESOLUTION OF THS CITY COUNCIL OF THE CITY OF
LYNWOOD APPROVING THE ENGINBER'S REPORT ON THE
LANDSCAPE MAINTENANCE DiSTRICT, DECLARING ITS
INTHNTION TO ORDER THE LEVYING OF ANN~AL
' ASSESSMfiNTS WITHIN SAID CITY PURSUANT TO THE
"LANDSCAPING AND LIGHTING ACT OF 1972", AS
AMENDED, (COMMfiNCING WITH STREETS AND HIGHWAYS
CODfi, SSCTION 22500 ET SEQ.,): DESCRIBING THE
DISTRICT TO BE BENEFITED AND TO BE ASSESSED TO
YAY THE COSTS AND ~XPSNSES THERfiOF: FIXING THE
TIME AND PLACE FOR HEARING PROTESTS AND
OBJECTIONS TO THE LEVY OF ASSESSMENTS FOR THE
FISCAL YEAR 1987-8$; AND FIXING THE TIME AND
PLACE OF THE REGULAR MF.RTING TO HEAR PROTESTS
AND OBJfiCTIONS TO THE ASSESSMENT OF THE ANNUAL
INSTALLMENT.

WHEREAS, the Director of Public Works/City Engineer of the City of
Lynwood did, on the 19th day of May, 1987, file with the City Clerk,
as ordered by Resolution No. 86-40 of the City Council of the City
of Lynwood, adopted April 7, 1987, a report relating to the service
necessary to maintain and improve ail parks and landscaped areas
within public right-of-wa y and City-o wned properties in the City of
Lynwood, said written rep ort being in compliance with Chapter 1,
Section 22500 et seq., of the Streets and Highways Code of the State
of California.

SECT70N 1_ Said report by the Director of Public Works/
City Engineer is hereby approved and adopted as filed.
SECTION 2_ That the public interest and safety require
and it is the intention of the City Council of the City of Lynwood
to levy and collect assessments for furnishing the service necessary
to maintain and improve all publ:ic landscaped areas comprising 29.5
acres of parkland, the Civic Center Complex, six baseball diamonds,
two fire stations, six water wells, 3 street islands, 0.38 acres of
median islands and approximately 6,000 parkway trees in the City of
Lynwood within the district described in Section 3 hereof and to be
known as "Landsrape Maintenance District of the City of Lynwood."
Refe~-ence is hereby made to Diagram No. 1978-L and Specifications
No. 1978-L on file in the Office of the City Clerk of said City and
Plan No. 1978-I, to he on file with the Director of Public Works/City
Engineer.
SECTION 3_ That the exterior boundary of the district to
be benefited therefrom and to be assesse d to pay the cos ts and
expenses thereof to be kno wn as said ass essment district is

of Lynwood. Reference is hereby made to the Engineer's Report on
file with the City Clerk. All publicly owned properties are
assessment exempt.
SECTION 4. That the said contemplated improvement shall
be had and taken under the provisions of Division 15, Part 2 0£ the
Streets and Highways Code, r_ited as the "Landscaping and Lighting
Act of 1972, as amended".
SECTION 5. Notice is hereby given that June 2, 1987, at
the hour of 7:30 p.m., in the Council Chambers of City Hall, 11330
Bullis Road, Lynwood, California, is the date, hour and place fixed
for the hearing of protests and objections b,y the City Council.. Any
and all persons having any protest or objection to said p[•oposed
maintenance, the extent of said assessment, dist.rict, or the levy of
the proposed assessment may appear before the City Counr_il at said
hearing and show cause why said maintenance should not be carried
out and the proposed assessment and diagram confirmed, all in
accordance with said Resolution of Intent and Report. Prior to the
conclusion of the hearing „ any interested person may file a written
protest wit.h the City Clerk, nr, having previously filed a protest,
may file a written withdrawal of protest. A written protest shall
state al1 grounds of objections. A protest. by a property owner
shall contain a description sufficient to identify the property
owned by him. All interested persons shall be afforded the
opportunity to hear and be heard. The City Council shall ronsider
all oral statements and written protests or r_ommunications made or
filed by any interested person.
SECTION 6. Notice :is further given that beginning in
June, 1988, pursuant to Streets and Highways Code, Section 22565,
the regular meeting to consider the annuai instaliment shall be held
on the date, hour and place of the first regular meeting in June as
specified in any ordinance or resolution or order of the City Council
fixing the time and place of its regular meeting.
SECTION 7. The City Clerk is hereby directed to rause
notice of Y.he passage of this Resolution to be given at the time and
place in the form and manner provided by law.
SECTION 8. This resolution shall take effect immediately
upon its adoption.
