COUNCIL “PRE-MEETING” WORK SESSION, NOVEMBER 4, 2019
CALL TO ORDER
Mayor Carrie Tergin called the November 4, 2019 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Prather, Schreiber,
Ward, and Wiseman
Absent: Mihalevich
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Graham will lead the prayer.
Miscellaneous
- Mayor Tergin will present the GIS Day Proclamation to Staff.
- Mayor Tergin will present a proclamation and welcome Leaders of Azerbaijan.
Public Hearings
- Eric Barron, Planning Manger will present bill 2019-058.
Consent Agenda
- There were no questions or discussion regarding the Consent Agenda items.
Bills Introduced
- Matt Morasch, Director of Public Works will present bills 2019 -064, 2019-065,
and 2019-066. Councilman Hensley requested a copy of real estate appraisal
value in relation to 2019-064.
- Ryan Moehlman, City Counselor will present bills 2019-067, 2019-071 and
2019-072.
- Mr. Barron will present bill 2019-068. Councilman Graham, sponsor of the bill,
intends to place the bill on the informal calenda r as he will be out of town at
the time of the next City Council meeting; however, the public hearing will
remain scheduled for the City Council meeting.

- Todd Spalding, Director of Parks and Recreation will present bills 2019 -069
and 2019-070.
Bills Pending
- Margie Mueller, Director of Finance and I.T. will present bill 2019-061.
- Mr. Morasch will present bills 2019-062 and 2019-063.
Resolutions
- Mr. Morasch will present RS2019-14.
