.~. RESOLUTIOS OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD ADOPTING A PROGRAM OF
VOLUN'PARY' WATER CONSERVATION TO REDUCE
WATER CONSUMPTION BY TEN PERCENT
WHEREAS, the City of Lynwood is a water district
empowered to proci.de water service within district boundaries; and
WHEREAS, because of inadequate rainfall, the State
Department of Water Resources declared 1987 to be a dry year,
and 1988 a critically dry year, and only the existence of crater
storage has prevented the declaration of a drought year, which
may nevertheless be subsequently declared if stored water falls
below a critical level; and
WHEREAS, precipitation for the current water year has
been substantially below normal, particularly in the watersheds
of the imported water supplies serving Southern California, and
many communities in the State will suffer water shortages; and
Lc'HEREAS, the Governor of the State of California has
asked all Californians to conserve water on a voluntary basis; and
WHEREAS, the Metropolitan Water District of Southern
California (Metropolitan), in recognition of the critical water
conditions esst;ing i^ the State, is considering curtailment of
agricultural water deliveries in 1989; and
1 WHEREAS, in recognition of the critical water conditions
existing in the State, Metropolitan's Board of Directors
approved Resolution 8195 on the California Drought on play 9,
1988; and
WHEREAS, the Resolution requests every water supplier in
Metropolitan's service area to alert its customers to the
necessity and means of saving water and to carefully monitor
water uses to prevent. waste; and
WHEREAS, the Resolution further requests every water
supplier in Metropolitan's service area to develop and implement
specific water conservation measures with a goal of reducing
water uses by 10 percent; and
WHEREAS, the City of Lynwood is a water supplier in
Metropolitan's service area; and
WHEREAS, the City- of Lynwood has the power and authority
to adopt water conservation measures within its distrie,t's
boundaries.
NOW, THEREFORE, BE IT RESOLVED, that the Director of
Public Works is authorized to implement a voluntary dx-ought
conservation program, with a goal of reducing water use by 10
percent, to reduce the risk and severity of water shortages
should the drought continue in 1989; and
BE IT FURTHER RESOLVED, the City of Lynwood will:
a. Audit its landscape irrigation systems to maximize
irrigation efficiency; adjust sprinklers and
irrigation systems to avoid overspray, runoff and c,*aste;
b. tint irrigate its landscape during the hot hours of
t.l~e day and/or during the morning and evening peak
hours, and avoid watering on windy days;
c. Shut off decorative fountains unless a water
recycling system is used;

surfaces, except for health or sanitary reasons;

f. Check faucets, toilets, and pipes, both indoor and
outdoor, for leaks and repair them immediately.
HE IT FURTHER RESOLVED, the City of Lynwood urges _ts
customers to:
a. Adjust sprinklers and irrigation systems to a~'oid
overspray, runoff and waste;
b. Avoid watering in the hot part of the day and/ur
during morning and evening peak hours, and avoid
watering on windy days;
c. Install new landscaping, low-water-usir:g trees and
plants and efficient irrigation systems;
d. Shut off decorative fountains unless a water
recycling system is used;
e. '.vot hose down drivecaay-s, sidewalks and other paved
surfaces, except for health or sanitary reasons;
f. Install pool and spa covers to minimize, t:ater loss
due to evaporation;
g. 'vot allow the hose to run while washing the car,
and t.o use a bucket or a hose with an automatic
cutoff valve;
h. Retrofit indoor plumbing fixtures c>ith lot.- floc:
device+s;
i. Check faucets, toilets, and pipes, both inducer and
outdoor, for leaks and repair immediately.
P,E IT FLRTHF.R RESOLVED, that the City of Lynwood finds
that, a phased program beginning with voluntary measures to reduce
consumption will best achieve the goal of conserving the water
supply with rnrt causing unnecessary adverse economic consequence's; ar,d•
BE IT PCRTHER RESOLVED, that the City of Lynwt.ud c.ill
