RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
CERTIFYING THAT THE FINAL ENVIRONMENTAL IMPACT REPORT
FOR THE PROPOSED AMENDMENT N0. 6 TO THE
REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT AREA "A"
HAS BEEN PREPARED IN COMPLIANCE WITH THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT AND STATE AND LOCAL
GUIDELINES; CERTIFYING THAT THE CITY COUNCIL HAS
REVIEWED AND CONSIDERED THE INFORMATION CONTAINED IN
' SAID FINAL ENVIRONMENTAL IMPACT REPORT WITH RESPECT
TO THE PROPOSED AMENDMENT; MAKING CERTAIN FINDINGS
REGARDING THE ENVIRONMENTAL IMPACT OF THE PROPOSED
AMENDMENT; AND ADOPTING A STATEMENT OF OVERRIDING
CONSIDERATIONS
WHEREAS, the Lynwood Redevelopment Agency (the "Agency")
is engaged in activities necessary to carry out and implement
the Redevelopment Plan for Redevelopment Project Area "A",
adopted by the City Council of the City of Lynwood on July 3,
1973 by Ordinance No. 945, and amended on December 27, 1973 by
Ordinance No. 960, on August 19, 1975 by Ordinance No. 990, on
June 1, 1976 by Ordinance No. 1000, on December 7, 1976 by
Ordinance No. 1010 and on December 16, 1980 by Ordinance No.
1111 (the "Existing Project Area"); and
WHEREAS, the City Council proposes to adopt Amendment No.
6 to the Redevelopment Plan for Project Area "A" (the "Plan
Amendment"), which Amendment adds certain land areas to the
Existing Project Area (the "Project Area"); and

to the redevelopment of the Project Area in implementing the
Plan Amendment; and
WHEREAS, a Draft Environmental Impact Report (the "Draft
EIR") was prepared and circulated pursuant to the California
Environmental Quality Act ("CEQA"), and State and Agency
guidelines, rules, regulations and procedures adopted pursuant
thereto; and
WHEREAS, a noticed public hearing was held by the Agency
on June 1, 1988, at which time all interested persons were
given an opportunity to be heard; and
WHEREAS, during the environmental assessment process, the
Agency has provided the opportunity for citizens, professional
disciplines and public agencies to critically evaluate the
environmental documents and the environmental impacts of the
proposed Plan Amendment through public hearing, meetings and
consultations with public and private. persons, agencies and
organizations; and
WHEREAS, a Final Environmental Impact Report (the "Final
EIR") relating to the redevelopment of the Project Area has
been prepared pursuant to said statute, guidelines, rules,
regulations and procedures; and
WHEREAS, the City Council has reviewed and considered the
information contained in the Final EIR with respect to the
redevelopment of the Project Area pursuant to the Plan
Amendment;
NOW, THREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LYNWOOD, CALIFORNIA AS FOLLOWS:
1. The City Council hereby certifies that the Final
Environmental Impact Report has been prepared and

2. The City Council further certifies that the

proposed Plan Amendment set forth in the Final EIR, including

result from redevelopment of the Project Area.
c. As to the potential cumulative significant
environmental impacts relating to traffic and circulation and
noise identified in the Final EIR and in the Statement
(Attachment "A"), which cannot be entirely mitigated or avoided
if the Plan Amendment is implemented, the City Council hereby
finds and determines that further changes, alterations and
measures necessary to further mitigate or avoid said
significant environmental impacts areenciesW ands arepreasonably

4. The City Council hereby finds and determines that all

feasibly be avoided have been eliminated or substantially

the proposed Plan Amendment are overriden by the benefits of
