The Special Meeting of the Mayor and Council of the Borough of
Carteret was held on Tuesday, February 27, 1996, 6:50 P.M., Council
Offices, Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call, th,~ following were noted present:
Councilmember Deborah Bialowarczuk
" " James Failace
" " James O'Brien
" " Sam Semenza
Noted absent were Councilmen Jack Fazekas and William Feingold.
Also noted present was Borough Attorney Robert A. Hedesh.
The Clerk stated that on F ebmary 23, 1996, in compliance with the
Open Public Meetings Act, a notice of tonight's meeting was sent to
The Home News and Tribune, The Star Ledger and posted on the
bulletin board
The Clerk stated that the purpose of the meeting was for a PBA
Grievance, a Disciplinary Hearing and Afscme negotiations.
RESOLUTION #96-65 was introduced and referred to the Council
for action.
Upon MMS&C, by Councilmembers Semenza and Bialowarczuk
RESOLUTION #96-65
"RESOLUTION TO GO INTO CLOSED SESSION"
was adopted. Upon individual roll call vote, Councilmembers
Bialowarczuk, Failace, O'Brien and Semenza vote in the affirmative.
Councilmen Fazekas and Feingold were noted absent.
At approximately 6:52 PM., the meeting adjourned to closed session.

Semenza and Bialowarczuk and unanimous affirmative vote of the five
(5) members present, the meeting was opened to the public.
OPEN SESSION
ADJOURNED
There being no further business or discussion, the meeting was
adjourned at approximately 7:35 P.M., upon MMS&C, by
Councilmembers Semenza and Bialowarczuk and unanimous
affirmative vote of the five (5) members present.
