HomeMy Public PortalAbout88-182 (10-18-88)RESOLUTION NO. 88-182 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD FINDING THE NECESSITY OF A POLICY OF ENCOURAGING THE EMPIAYMENT OF LOCAL YOUTH AND DIRECTING THE CITY MANAGER TO DEVELOP AND IMPLEI~NT A PROGRAM TO ENCOURAGE THE EtiPIAYMENT OF LOCAL YOUTH. WHEREAS, the City of Lynwood enters into ccntracts in amounts in excess of $5,000,000.00 in its public works programs alone; and WHEREAS, the number of unemployed inner-City youth continues to increase; and WHEREAS, existing youth employment program resources are insufficient to reduce unemployment rates for youths and WHEREAS, structural unemployment problems based on lack of skills, job opportunities and education deficiencies must be addressed through innovative programs; and WHEREAS, many young people face a life of inadequate income, failure, and loss of respect because of the inability of the economy to absorb them into the work force; and WHEREAS, the City of Lynwood faces an enormous loss in human potential and productive capacity as well as accelerating social costs related to crime, poverty and the attendant problems resulting from unemployment; and WHEREAS, the City o! Lynwood believes it to be in the public interest to encourage the employment of local youth through City efforts; and WHEREAS, the City finds and declares that many ,persons, including youths, are unable to take their plate in the mainstream of our economy because they lack the preparation, training and oppoztunity necessary to obtain and retain productive private sector jobs. In order for youth to obtain and retain private sector employment, it is essential that government and the private sector enlist in a cooperative partnership to provide youth with appropriate job opportunities to the extent that there are a reasonable number of jobs available in the community; and WHEREAS, the City further recognizes that existing state and federal programs addressing the employment needs of youth must be supported by local programs. A successful program for the City of Lynwood will require a comprehensive, uhffied set of services designed and administered at the local level and organized to address local conditions. It will also require that such a program be an integral part of the City's overall business and economic development and employability improvement strategies. ' NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES RESOLVE AS FOLLOWS: 1. It is hereby declared to be the intent of the City of Lynwood to establish a policy of encouraging the employment of local youth. 2. To be successful, such training must be designed and administered in close cooperation with local private sector employers, labor unions, vocational educators, recipient organizations, legal service organizations for the poor, and other otficials, and in accordance with the economic conditions and employment needs of the City of Lynwood. 3. The City Manager is hereby directed to develop and implement a program to encourage the employment of local youth. 4. The City Manager may delegate the responsibility placed upon him by this Resolution to such subordinate officers and employees as he in his discretion deems appropriate.
