DeGray, P.E., PTOE, Project Manager RE: Traffic Impact Assessment Home Depot-Van Rental 615 Arsenal Street Watertown, Massachusetts Greenman Pedersen, Inc. (GPI) has conducted a traffic assessment to evaluate the potential impacts associated with providing van rental services through the Home Depot Tool Rental Center at 615 Arsenal Street in Watertown, Massachusetts (Project). The Project includes designating 16 existing parking spaces for use by Home Depot for the parking of rental vans. This evaluation includes a trip generation assessment as well as a capacity analysis of the Arsenal Street at Arlington Street/Coolidge Street/Arsenal Mall Driveway intersection. Based on standard Institute of Transportation Engineers' (ITE) data the peak times for home- improvement superstores generally occur between 12 noon and 4 PM on a typical weekday and Saturday. Accordingly, GPI has collected new peak hour traffic volumes at the study area intersection on Saturday, July 13, 2013 between 11 AM and 2 PM and on Tuesday July 16, 2013 between 4 PM and 6 PM. While these periods do not explicitly align with the peak times of the Home Depot, for the purposes of providing a conservative estimate of traffic impacts it is assumed that the peak hour traffic generated by the van rental service aligns with the peak hour of adjacent street traffic. All traffic count information is provided as an attachment to this document. This memorandum supplements GPI's July 1, 2013 parking evaluation memorandum which examined the potential parking impacts associated with designating 16 existing parking spaces for use by this new service. TM-Horne_Depot_Watertown_2013-07-19 Page 1 TRAFFIC ASSESSMENT Home Depot Van Rental—Watertown,Massachusetts TRIP GENERATION To provide a conservative trip generation estimate for the proposed van rental service it is assumed that each of the maximum of 8 proposed rental vehicles to be provided on site at the beginning of any given day are to be rented and returned during the same day. It is further assumed that each rentee is driven to the site by another party, who then drops off the rentee and leaves the site. This party then returns in a separate vehicle upon returning the rental van to drive the rentee off site at the end of the day. A summary of the trips associated with this activity is below: • 1 vehicle with 2 parties (rentee plus other) enter the site to initiate van rental— 1 trip • The rental van plus original vehicle exit the site upon initiating rental—2 trips • The rental van, plus an additional vehicle return to site to return rental vehicle—2 trips • 1 vehicle exits the site (with rentee plus other)upon returning rental vehicle— 1 trip • Sub- Total= 6 tips/rental vehicle • Assume all 8 rental vehicles are rented and returned in one day= 48 trips To provide an additional layer of conservatism it is further assumed that an additional 2 van rentals are returned to the site over the course of the day in a manner similar to that described above. To ensure that a maximum 8 vehicles are maintained on the site at any given time these 2 vans would then be transported off-site to another home depot site in need of vehicles. • The rental van, plus an additional vehicle return to site to return rental vehicle—2 trips • 1 vehicle exits the site (with rentee plus other)upon returning rental vehicle— 1 trip • The rental van plus additional vehicle exit the site to remove van from site—2 trips • 1 vehicle returns to the site upon reallocating van to different site— 1 trip • Sub-Total= 6 trips/rental vehicle • Assume 2 vans to be returned and reallocated to different site= 12 trips • Grand Total=60 trips/day Therefore, for the purposes of this traffic assessment it was assumed that the proposed van rental service would generate 60 trips per day, 30 in and 30 out. Assuming that all rental pick-ups and the rental drop-offs occur within two 3-hour windows (say 7 AM to 10 AM and 4 PM to 7 PM), this will generate 10 trips per hour (5 in and 5 out), or one additional trip every six minutes. It should be noted that while these trips were assumed to occur during peak traffic periods for the TM-Home_Depot_Watertown_2013-07-19 Page 2 TRAFFIC ASSESSMENT Home Depot Van Rental—Watertown,Massachusetts purposes of the traffic assessment, it has been noted from past experience that the majority of this activity occurs off-peak to avoid traffic congestion. A Trip Generation summary is provided as Table 1. The capacity analysis methodology is based on the concepts and procedures in the Highway Capacity Manual (HCM).1 The concept of level of service (LOS) is defined as a qualitative measure describing operational conditions within a traffic stream and their perception by motorists and/or passengers. A level-of-service definition provides an index to quality of traffic flow in terms of such factors as speed, travel time, freedom to maneuver, traf- fic interruptions, comfort, convenience, and safety. Six levels of service are defined for each type of facility. They are given letter designations from A to F, with LOS A representing the best operating conditions and LOS F the worst. Since the level of service of a traffic facility is a function of the traffic flows placed upon it, such a facility may operate at a wide range of levels of service, depending on the time of day, day of week, or period of year. A description of the operating condition under each level of service is provided below: • LOS A describes conditions with little to no delay to motorists. • LOS B represents a desirable level with relatively low delay to motorists. 1 Highway Capacity Manual 2010,Transportation Research Board;Washington,D.C.;2010. TM-Home_Depot_Watertown_2013-07-19 Page 3 TRAFFIC ASSESSMENT Home Depot Van Rental—Watertown,Massachusetts • LOS C describes conditions with average delays to motorists. • LOS D describes operations where the influence of congestion becomes more noticeable. Delays are still within an acceptable range. • LOS E represents operating conditions with high delay values. This level is considered by many agencies to be the limit of acceptable delay. • LOS F is considered to be unacceptable to most drivers with high delay values that often occur, when arrival flow rates exceed the capacity of the intersection. Signalized Intersections Levels of service for signalized intersections are calculated using the operational analysis meth- odology of the HCM. The methodology for signalized intersections assesses the effects of signal type, timing, phasing, and progression; vehicle mix; and geometrics on average control delay. Control delay includes initial deceleration delay, queue move-up time, stopped delay, and final acceleration delay. Table 2 summarizes the relationship between level of service and average control delay. For signalized intersections, this delay criterion may be applied in assigning level-of-service des- ignations to individual lane groups, to individual intersection approaches, or to the entire inter- section TM-Home_Depot_Watertown_2013-07-19 Page 4 TRAFFIC ASSESSMENT Home Depot Van Rental—Watertown,Massachusetts CAPACITY ANALYSIS RESULTS A capacity analysis of the Arsenal Street at Arlington Street/Coolidge Street/Arsenal Mall (Home Depot) Driveway intersection was completed for the existing and proposed traffic- volume conditions. The proposed operation condition assumes existing intersection control and existing traffic with the added vehicle trips associated with the van rental service as described in the Trip Generation section of this report. The analysis results for both conditions are summarized in Table 3 for the study intersection and are discussed below. The tables summarize the volume to capacity(v/c) ratio, the average delay, the level of service (LOS), and the vehicle queue length. All analysis worksheets are provided in the Appendix. 'Level of service. d Average/95 h percentile queue in feet As can be seen in Table 3 above, the signalized intersection of Arsenal Street at Arlington Street/Coolidge Street/Arsenal Mall Driveway currently operates at an overall LOS D during the weekday PM and Saturday midday peak hours. With the proposed trips associated with the van rental service, intersection operations are expected to remain relatively unchanged at the same overall LOS D during the weekday PM and Saturday midday peak hours. TM-Home_Depot_Watertown_2013-07-19 Page 6 TRAFFIC ASSESSMENT Home Depot Van Rental—Watertown,Massachusetts CONCLUSION The proposed project involves incorporating van rental service through the Home Depot Tool Rental Center at 615 Arsenal Street in Watertown, Massachusetts. It is conservatively estimated that this service would generate up to 60 daily vehicle trips. While it is anticipated that the majority of these trips would occur during non peak hour traffic conditions to avoid congestion, to be conservative it was assumed that peak periods associated with the van rental service coincides with peak traffic conditions. Nevertheless, the weekday PM and Saturday midday peak period capacity analyses indicate that any impact from the additional 10 peak hour trips associated with the van rental service through the Arsenal Street at Arlington Street/Coolidge Street/Arsenal Mall Driveway intersection would be negligible, with no change to level of service anticipated. It is therefore concluded that this intersection could accommodate the traffic associated with the proposed van rental service without any further modifications.
