A GENERAL ORDINANCE AMENDING AND RESTATING
SECTION 150.18(a)(3) OF THE CITY OF RICHMOND CODE
WHEREAS, Chapter 150 of Richmond Code is entitled Building Code; and
WHEREAS, Section 150.18 of Richmond Code establishes exterior maintenance standards for properties located within the City of Richmond; and
WHEREAS, said section requires that surfaces be maintained free of peeling paint when such peeling consists of thirty-three and one third percent of the surface area; and
WHEREAS, it is difficult if not impossible to ascertain exactly when thirty-three and one third percent of the surface area of a building consists of peeling paint; and
WHEREAS, it is desirable to eliminate this reference.
NOW, THEREFORE, be it ordained by the City Council of the City of Richmond, Indiana,
that Section 150.18(a)(3) of Richmond Code is hereby amended to read as follows except that portions that appear in bold shall appear in normal print and portions that are stricken shall
not appear (bold portions represent new additions to Code and stricken portions represent deletions; these are included to facilitate understanding of the changes being made):
(3) All surfaces shall be maintained free of significant broken glass, loose shingles, crumbling stone or brick, peeling paint, when such peeling consists of at least thirty-three and
one third percent (33 1/3%) of the surface area, or other cumulative conditions reflective of deterioration or inadequate maintenance, and not show evidence of weathering, discoloration,
ripping, tearing, or other holes or breaks to the end that the property itself may be preserved safely and fire haza5ds eliminated adjoining properties and the neighborhood protected
from blighting influence. (Ord. _____ - 2001)
