Sica, 7:30 P.M., Municipal court/Police Facility, 230 Roosevelt Avenue, carteret, New Jersey on Tuesday, April 2, 1996. upon individual roll call vote, the following were noted present: Mayor councilmember " " " " Peter J. sica Deborah L. Bialowarczuk James Failace william Feingold James O'Brien Sam R. Semenza Noted absent was councilmember Jack Fazekas. Also noted present was Borough Attorney Robert A. Hedesh. The meeting was opened with a minute of silent prayer and the pledge of allegiance led by Mayor Peter J. sica. The Clerk stated that on March 27, 1996, in full compliance with the open Public Meetings Act, a notice of tonight's meeting was sent to The Home News & Tribune, The Star Ledger and posted on the Bulletin Board. upon MMS&C, by councilmembers Semenza and o'Brien and unanimous affirmative vote of the full five members present, the minutes of March 7, 1996 were approved as transcribed and engrossed by the Clerk. Mayor Sica presented certificate's to the following for their contribution to the community as part of the Carteret Interact Club, "Snow Shoveling programs". They shovel the walks for those who cannot shovel and noted they really did a service this year. ORDINANCE #96-10 CAP IT At IMPROVEMENT ORDINANCE - RECREATION FACILITY FIRST READING ORDINANCE #96-10 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for public Hearing to be held April 18, 1996, upon MMS&C, by councilmembers Semenza and Bialowarczuk. Upon individual roll call vote, councilmembers Bialowarczuk, Fazekas, Feingold, O'Brien and Semenza voted in the affirmative for the adoption. councilmember Failace was noted Absent. April 8, 1996 ARRIL 2, 1996 ,~:' COUNC I U1EMB ER FAILACE - NOTED PRESENT ORDINANCE #96-9 CAPITAL IMPROVEMENT ORDINANCE - MUNICIPAL VEHICLES At approximately 7:48 P.M., councilmember Failace was noted present. The Clerk stated that Ordinance #96-9 was introduced and passed upon First Reading at a Regular Meeting of the Borough council of the Borough of Carteret held on March 21, 1996. PUBLI C HEARING Upon MMS&C, by Councilmembers Semenza and o'Brien and unanimous affirmative vote of the full membership present, the Mayor declared the Public Hearing to be open: Pat Tozzi asked if the money is coming from the taxpayers. Mayor Sica said sure. Mr. Tozzi asked why we can't use the Urban Enterprise Zone money. Mayor Sica said that we can only use a portion of the Urban Enterprise Zone money for anything. We have not used any yet. We're going to first use it to do the design phase of the second phase of the Industrial Road and the second program we're setting up is $lOO,OOO.oo in a revolving fund, a small business loan. We could probably get $lO,OOO.oo or $15,000.00 towards this. Mr. Tozzi purchase funds. said that this is an authorized from Urban Enterprise Zone Mayor Sica said that it could be, a portion of it only, not the whole thing. Mr. Tozzi said that he sees it in listings of other communities. II. The Mayor explained that in other communities, if there is something they want to buy for $100,000.00 and 30% of their area is in the Urban Enterprise Zone zone, then they're allowed 30% of the $100,000.00 or $30,000.00. -~""""",- He said that we could probably get some of the money for the pickup truck and the suburban, but not all of it. We are aSking to take 50% of our money out of there already to do these other two proj ects, which are equally as important. He said that the problem he has with trucks is that they wear out in three or four years and then you don't have the funds to do anything. If we pay for it on our own and use the Urban Enterprise Zone money for capital projects that benefits the community, like $100,000.00 of revolving credit for small businesses, we can take that money and loan it to small businesses in Carteret and get interest on it. If we do that for five years, at the end of the fifth year, we're going to have approximately $700,000.00 out there that we're going to be collecting interest on and turning over every year to keep improving businesses. Mr. Tozzi noted that at the same time he would like to see the money utilized for taxpayers money instead of going into capital improvements. Mayor Sica said that it is the same thing. It's just which program do we do right away? We can't do them all at one time. Wé"re looking at computerizing the city. There are more things we want to do with Urban Enterprise Zone money that are more important than a truck. Mayor Sica added that we will get a lot more from an expenditure on the second phase of the Industrial Road than a pick-up truck. Then we'll have new businesses that want to come in because there will be a second way in and out of Carteret. We'll be improving the quality of life another one-third of the town by getting the trucks off of the lower section of Roosevelt Avenue and improving the bridge structure in West Carteret to move the traffic out of there. Those things will also benefit the quality of life. Taxes are taxes and whether it comes out of this pocket or that pocket, it's going to come. Mr. Tozzi noted that the reason we got the Urban Enterprise Zone was for the improvements and so forth and the savings that were going to go towards the possibiity of real estate taxes. 5 Mayor Sica disagreed and noted that the Urban Enterprise Zone money cannot be used for taxes. Right now we are faced with a dilemma with our snorkel fire truck that is outdated and dangerous. We're going to have to replace that. That expense will be over $350,000.00. We have to have it. It's not that it's a luxury. When he makes a capital expenditure like that, then he can't get a big portion of it out of the Urban Enterprise Zone money because it's not there. Then his problem is that he'll be paying top interest for top dollars where as he'd be able to pay down more of that truck if he had Urban Enterprise Zone money. It's a matter or economics. Sica Advertised as finally adopted: April 8. 1996 MEETING OPENED- PUBLIC INPUT ON RESOLUTIONS A copy of each resolution was placed upon the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS&C, by Councilmembers 0' Brien and Bialowarczuk and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all resolutions. f stanley Gutowski referred to Resolution #96-102, the award of the bid for site work and lighting for the Recreation Facility and asked if the specs. call for expanding the field. The field at this point, is not a regulation size. Mayor Sica explained that the lights are not going to be moved. It will just be made longer, not wider. It can't be made wider because the lights were put in wrong. Mr. Gutowski said that he understands that the width is off. There is enough length. Mayor Sica said that unfortunately, there is nothing he can do with the width as long as someone put the lights on wrong. There being no further comments or objections to the Resolutions, the Mayor declared the Public Hearing to be closed upon MMS&C, by councilmembers Bialowarczuk and Failace and unanimous affirmative vote of the full membership present. Mayor Sica said that they would like to start immediately. They're not so much concerned about the soccer field or the football field. They are concerned about getting the lights up before the starting day of April 15th. They have already been in touch with the low bidder. The mountains of dirt have been donated to the City of Carteret by SD&G, Dauman Industries or by the Middlesex County Meadow Life Program. It's been mixed up and made into top soil so that we can put a six or eight inch stabilized nice bed to put the new sod on. The low bid is $l34,000.00 but it will come in much less because of the donation we got. That donation will save the city of Carteret approximately $30,000.00. Mayor Sica said that it will be at the intersection of the Industrial Road and Middlesex Avenue. The~e are only stop signs now and it is very dark there. RESOLUTI ON #96-108 COMMUN ITY DEVELOPEMENT FUNQS - MOBILE Hm1E H1PROVEMENTS OPEN TO PUBLIC RESOLUTION #96-108 was introduced by the Mayor. Mayor Sica explained that funding to put heating homes at no cost to the this resolution is for units into trailer Borough of Carteret. APRIL 2, 1996 OPEN TO PUBLIC There was only $35,000.00 to give out in the whole county and because of the efforts of the Communinty Development Office, Pat Holden, we got the whole $35,000.00. CLOSED There being no comments or objections from the audience present, upon MMS&C, by Councilmembers Semenza and Bialowarczuk and unanimous affirmative vote of the full membership present, the meeting was closed to the public. ADOPTED Upon MMS&C, by Councilmembers O'Brien and Bialowarczuk "AUTHORIZATION TO ACCEPT ADDITIONAL COMMUNITY DEVELOPMENT FUNDS FOR MOBILE HOME IMPROVEMENTS 1996-1997" was adopted. DEMETRIUS CHURCH The Clerk stated that she was in receipt of an application from st. Demetrius Church concerning amending Bingo License #l384 by adding a date upon MMS&C, by Councilmembers Bialowarczuk and 0' Brien and unanimous affirmative vote of the full membership present, it was ordered to be approved. 12 COMMUNICATION WOODBRIDGE TOWNSHIP The Clerk stated that she was in receipt of a Land Use and Development ordinance from Woodbridge Township concerning outside storage of inoperable cars, Public Hearing, April 2, 1996. Upon MMS&C, by Councilmembers Semenza and o'Brien and unanimous affirmative vote of the full membership present, it was ordered to be received and placed on file. The Clerk stated that she was in receipt of a status report from AJV Engineering concerning the Carteret Waterfront Project. Upon MMS&C, by Councilmembers Semenza and o'Brien and unanimous affirmative vote of the full membership present, it was ordered to be received and placed on file. The Clerk stated that she was in receipt of a communication from Council President Sam Semenza concerning his resignation, effective April 30, 1996. Upon MMS&C, by councilmembers Semenza and O'Brien and unanimous affirmative vote of the full membership pesent, it was ordered to be received and placed on file. The Clerk stated that she was in receipt of the following reports: Clerk's Office $643.00. March 1996¡ To Treasurer, All reports were ordered to be received and placed on file. BUILDINGS & GROUNDS: Committee Chairman o'Brien reported that they got three estimates in regards to the carpeting for the first floor of Borough Hall. So far they got one estimate to upgrade the electrical system in Borough Hall. In addition, they are getting estimates on repairing the front steps of Borough Hall. Ray Tobias is doing his usual good job. He reported Progress. 13 FINANCE & ADMINISTRATION: Committee Chairman Failace reported that he sat down with Mr. DeBlasio again today on the discretionary aid. We still haven't gotten it yet. We don't know what the amount is. Hopefully, sometime next week we'll know. Due to other matters that were more pressing at this time, he was not able to get together with the Mayor and councilmember Semenza. Hopefully, they'll get together after Easter. COI'1MUN I CATIOf! - AJV ENGINEERING COMf~lJN I CHI 0'1 COUNCIL PRES IDENT SmENZA REPORTS - DEPA.RH1ENTS STANf1PIG CO^1MITTEES APRIL 2, 1996 STANDING COMMITTEES CON'T. FIRE: Committee Chairman Fazekas reported that there was an Annual Fire Prevention Poster Contest in December 1995. All of the schools participated and there were two winners that participated on the Middlesex County level. In Division #2, the winner was Dawn Santos and in Div. #4, the winner was Shaun Motz. He reported that he is awaiting information concering training from our volunteer's and our firemen. PARKS & RECREATION: Committee Chairman Bialowarczuk reported that the trees are in. We have a partial shipment. Mr. Kolibas and the Park's Department will start planting those trees this week. She asked everyone not to call the Hot House. As they come in, they will be planting them. They will get to everyone that·s getting a tree. There are over 250 trees that we do have to plant. She wished everyone a very Happy Easter and reported Progress. POLICE: committee Chairman Feingold reported that now that spring has sprung, it's important to be extra careful when you're driving, especially at twilight hours. People are roller blading, they are on bicycles and walking. There is a lot more activity on the roads. He told everyone be wary of that. The Chief has reported to him that crime is down in Carteret. That's promising and good to see, thanks to the efforts of our Police Department and Detective Bureau. In reference to Interact, it's nice to see young members of the community doing such good for the older members and other members of Carteret. There are so many complaints about grafatti, and it is a terrible problem that problem stems from the conduct and transgression of the youth in the town. It's nice to see the youth taking an active role in positive things. positive conduct on the part of the youth certainly substantially outweighs the negative. He said that he will personally like to thank the members of Interact and also the Royals on a job well done. He wished everyone a Happy Easter and a Happy Passover. He reported Progress. PUBLIC WORKS: Committee Chairman Semenza reported that under Recycling, Sally Mesler is doing a good job. She is applying for additional grants which will help her program, especially her recycling programs throughout the schools to clean up our playgrounds. 14 /I.PRIL 2, 1996 The cooperation of the people of Carteret has really been a plus as far as recycling. STMIIlHIG Cm'MITTEES CON'T. Councilmember Semenza reported that under Sewage, Mr. Biel is continuing his catch basin clean up. We are about halfway through town now. He is working toward the lower section of town and then will go back up to West Carteret and start again. He asked the residents not to rake their grass into the street this season. We don't want to clog up the catch basins. councilmember Semenza reported that under Street's and Road's, if anyone sees a pot hole, it should be reported to the Municipal Garage. There are 101 Courts in New Jersey alone; and WHEREAS, Court Fidelis No. 636 of Carteret has been a part of the Catholic Daughters of the Americas since April 3, 1921 and is this year observing its seventy-fifth year; and WHEREAS, this organization offers to each woman an opportunity for generous wholehearted Christian response to the teachings of the Second vatican Council and its directive "That all Christians do Apostolic work". Upon MMS&C, by councilmembers Semenza and Failace and unanimous affirmative vote of the full membership present, the meeting was opened to the public. An unidentified woman representing the Carteret Royals said that she is concerned about something that was said at the last meeting where their girls are not sanctioned by the Borough. As a parent of one of the Royals, her concern is that the town insures them. Mayor sica noted that they didn't say that the Royals were not sanctioned. What we tried to say the other night was that there is only so much money that can go around and when we run out, we run out. The other night, when they asked for help in a letter to pay for the bus, they said that at this time they couldn't do it. We are waiting for some discretionary monies to come from Trenton. Last year we got $400,000.00 to help the budget. We didn't get it this year. without that, we are looking at a tremendous increase. We've applied for $600,000.00.. Hopefully, we'll get a little bit more. When we get a little bit more, we may be able to put some funds in there to help people like the Royals. Until then, the budget is struck. If someone doesn't make an application or send us a letter before we adopt the budget, it's kind of tough for us to commit money. That doesn't mean that we can't do it. 17 The Mayor spoke about the budget. The Borough received $l2,900.00 to buy blacktop to patch the potholes from the bad snow storm. Maybe we could take a couple thousand dollars and put it into recreation. We were just informed by the Federal people that we received $39,000.00 for COPS fast. APRIL 2, 1996 PROCLM~ATION CON' 1. If we have the $39,000.00 we could take the $l9,000.00 and apply it to that salary. The $l9, 000.00 could be used and disbursed in other places. It's not that we don't want to help the Carteret Royals. His main objective in building that Sport's Complex is so that he doesn't have to hear it from the different groups that they don't have a place to practice. He said that they would never curtail any kind of activity. He said that he supports the Royals lOO%. Because the Borough of Carteret could't give bus money this time doesn't mean that when we get our discretionary funds, etc. that we can I t then say okay that there is enough money. The woman said that she was concerned and maybe it was a misunderstanding. Mayor Sica said that they are insured by the Borough. Mayor Sica added that whatever he and this Council can do for them, they will do. Janet Santoro said that the Mayor stated that if money is put in the budget, then funds could be alloted to different groups. She recommended to put $200.00 towards each group ahead of time so that they don't get to where it's a first come, first serve basis. Mayor Sica said that it is not a first come, first serve basis. It is whoever puts a letter in before February. We gave Kiddie Keepwell Camp $2,000.00 this year. We wouldn't say that we would give each group $200.00. We can't do that legally. We have to make a determination that it benefits the community. Why would we give one group $200.00 if they only need $lOO.OO and another group $200.00 if they need $300.00. It's all got to be based on need and what they're producing and doing for the kids. Mrs. Santoro said that it will be good if each team could be guaranteed a bus for next year. 1R The Mayor stated that they have to put a request in at the beginning of the year to be included in the recreation budget and we can do something like that. Mrs. Santoro asked when it has to be put in. The Mayor said by February. We have to draw up our budget by February. Mrs. Santoro noted that she is aSking because nobody is aware of how they have to put in to do a request right now. Mayor Sica said that a lot of people got turned down this year because it's just not there this year. Mrs. Santoro said that they are asking for $200.00 and have never asked for anything in all of these years. It has all been done completely by fund raising. Mayor Sica told her not to write-off the bus. Mrs. Santoro said that the tournament is next week and questioned if they will be reimbursed for the bus. Mayor Sica said that if he can't find it in the budget and they pay for the bus, he will give it to them out of his pocket. Mrs. Santoro asked if there was any problem with the Borough sanctioning the Royals. Mayor Sica said no, they are fully covered by our insurance carrier, the same as anybody else. Pat crilley asked how someone goes about getting a tree. Mayor Sica said that it costs $80.00. We, in the city of Carteret, are about l,OOO trees below the quota of what we are suppossed to have. The Federal Government tells you if you have so much land, you have to have so many trees. If someone wants a tree, we welcome it. Trees are what makes us breathe clean air. If anyone wants a tree, they can put their name on the list, pay $80.00 an they'll get a tree. Mr. Crilley asked what the status is of Shorecrest Park. The Mayor stated that the park will be repaired. Mr. crilley asked what the time frame is. 19 Mayor Sica explained that this is the only time of year that they can start working on parks. Our problem is that the Little League season starts so early in the season and ends so early in the season. Then it ties up everybody that we have for the months that they should be working on the parks to get them going. The baseball season should extend through the summer months more. APRIL 2, 1 C¡9f PUBLI C DISCUSSION CON'T. Mr. Crilley stated that the problem is that a lot of kids are gone for the summer. Mayor Sica assured him that Shorecrest Park would be worked on the early part of this season.
