Sica, 7:30 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on Thursday, May 2, 1996. REGULAR ~1EETING nAY 2, 19Q¡; Upon individual roll call vote, the following were noted present: ROLL CALL " Peter J. Sica Deborah L. Bialowarczuk James Failace William Feingold James O'Brien Mayor Councilmember " " Noted absent was Councilmember Jack Fazekas. Also noted present was Borough Attorney Robert A. Hedesh. The meeting was opened with a minute of silent prayer and the pledge of allegiance led by Mayor Peter J. Sica. PRAYER, PLEn(;E OF ALLEGIANCE The Clerk stated that on April 26, 1996, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News & Tribune, The Star Ledger and posted on the Bulletin Board. STATEHENT nF ~1EETING Upon lÆMS&C, by Councilmembers Feingold and Bialowarczuk and unanimous affirmative vote of the four members present, the minutes of April 2, 1996 were approved as transcribed and engrossed by the Clerk. APPROVAL OF MINUTES Mayor Sica announced that the Republican Party submitted three (3) names to fill the vacant Council seat. He asked the Council for a nomination to fill that seat. !\PPOINT~1ENT TO VACANT r:oUNCIL SEAT 1 Counc.ilmember Bialowarczuk nominated Joseph James Kiraly. Councilmember Feingold second it. MAY 2, 1996 MOTI ON TO TABLE Councilmember O'Brien made a motion to table the nomination. Councilmember Failace second the motion. At approximately 7:32 P. M. Councilmember Fazekas was noted present. COUNCILMEMBER FAZEKAS NOTED PRESENT Borough Attorney Hedesh explained that there was a motion to appoint James Kiraly to the vacant position. There is a vote pending to table that motion. TABLED Councilmembers Failace, O'Brien voted yes to nomination. Councilmembers and Feingold voted No. Fazekas and table the Bialowarczuk COMMENTS Mayor Sica stated that he can't believe that they are tabling this nomination. He referred to a stack of bills which are two to three months old that various members of the council have not signed. He said that they are not doing their jobs and it happens to be the Democratic Councilmembers. Councilmember Failace said that is not true. He said that he signed everything and he has never gotten anything back. Mayor Sica referred to the garbage bill that cannot be paid, noting that four people have to sign the bills. Councilmember Failace said that the bills have to be given to them. The Mayor noted that all of these bills were presented to the Council at the Agenda Meetings. It seems that nobody wants to sign them. Councilmember Failace questioned whether or not Councilmembers Bialowarczuk and Feingold go through other department's (bills) unless they are given to them. Councilmember Bialowarczuk said that she signs all of her departments. 2 '.'; ~1A Y 2, 1996 Councilmember Failace agreed and said that he signs all of his departments, also. He said that he'd appreciate being told if another signature is needed. CQf1MENTS The Mayor referred to a folder, noting that the Committeemembers are Semenza, Feingold and Fazekas and Councilmember Fazekas' name is not on any of them. He told Councilmember O'Brien that he is on the Police Committee and his signature is not on any of them. Nobody signed the $5,000.00 for the Municipal Alliance. Councilmember O'Brien stated that requisitions over $2,500.00 require four signatures. Bills only require two signatures from two members of the committee. Every committee, with the exception of Municipal Garage has two Republicans on the committee. Mayor Sica said that they signed everyone of theirs. Councilmember O'Brien said that then they should be signed. Mayor Sica disagreed and said that it takes four signatures to do it. Councilmember O'Brien disagreed. The Mayor noted that he everyone himself before signs everyone before they mathematics on them, too. personally initial's they are paid and he are paid and does the Mayor Sica questioned when these people are supposed to get paid. Councilmember Failace said that he signs all of his bills. The Mayor said that he gets calls from people that say that we are not paying our bills. The Mayor and Councilmember Failace argued about the number of signatures needed on a bill. 3 This was the night advertised to receive bids for a 1996 Chevrolet Suburban or equivalent and the Mayor called for all bids. ORDINANCE #96-11 AMENDING CODE - ESCROW FEES ORDINANCE #96-11 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held May 16, 1996, upon MMS&C, by Counci1members Bia10warczuk and Fazekas. FIRST READING Upon individual roll call vote, Councilmembers Bialowarczuk, Failace, Fazekas, Feingold and O'Brien voted in the affirmative for the adoption. ORDINANCE #96-11 "AN ORDINANCE AMENDING CHAPTER 160 OF THE CODE OF THE BOROUGH OF CARTERET, ARTICLE VI, ENTITLED LAND DEVELOPMENT - MINIMUM ESCROW FEES. COMMENTS Councilmember O'Brien asked be paid by the people application to the boards. if this would making the Mayor Sica asked him who he thinks would pay it. Councilmember O'Brien said that he just wanted to make sure. ORDINANCE #96-12 INTERNET FEES ORDINANCE #96-12 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held May 16, 1996, upon MMS&C, by Councilmembers Failace and Fazekas. FIRST READING Upon individual roll call vote, Cocmcilmembers Failace, Fazekas and O'Brien voted in the affirmative for the adoption. Councilmembers Bialowarczuk and Feingold voted No. 4 ~1AY 2, 1 Q(!6 ORDINANCE #96-12 ORDINANCE #96-12 CON'T. "AN ORDINANCE ESTABLISHING A FEE FOR SPACE ON THE CARTERET INTERNET PAGE" A copy of each resolution was placed upon the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS&C, by Councilmembers O'Brien and Failace and unanimous affirmative vote of the five members present, the meeting was opened for public input on all resolutions. MEETINr; OPENEJ1 - PUBLIC INPUT ON RESOLUTIONS Harriet Leone referred to Resolution #96-125, License Renewal for Carteret Mobile Park and noted that all of the big tanks have been removed. There are still some small ones, but all of the big ones have been moved to the north side. Mayor Sica said that he will call tomorrow to make sure that the small one are removed, too. There being no further comments or objections to the Resolutions, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Bialowarczuk and Failace and unanimous affirmative vote of the five members present. Upon MMS&C, by Councilmembers Feingold and O'Brien and unanimous affirmative vote of the five members present, it was ordered to be approved. COMMUNICATION VOLUNTEER FIRE CO. #2 The Clerk stated that she was in receipt of a communication from Carteret Volunteer Fire Co. #2 concerning resignations in good standing of John Muzyka and Matt Krynski. Upon MMS&C, by Councilmembers Feingold and Bialowarczuk and unanimous affirmative vote of the five members present, it was ordered to be received and placed on file. COMMUNICATION CARTERET AIR POLLUTION COMMISSIOtJ The Clerk stated that she was in receipt of a communication from the Carteret Air Pollution Commission concerning a meeting time change from 8:00 P.M. to 7:00 P.M. on the first Monday of each month. Upon MMS&C, by Councilmembers Feingold and Bialowarczuk and unanimous affirmative vote of the five members present, it was ordered to be received and placed on file. COMMUNICATION CARTERET POST OFFICE The Clerk stated that she was in receipt of a communication from the Carteret Post Office concerning Customer Appreciation Day, May 10, 1996, 11: 00 A.M. to 2: 00 P.M. . Î, 10 ~1AY 2, 1996 The Clerk stated that she was in receipt of a Notice of Public Hearing from the Middlesex County Division of Solid Waste Management concerning an Amendment to the Solid Waste Management Plan, Public Hearing to be held May 16, 1996, New Brunswick, New Jersey. The Clerk stated that she was in receipt of the following reports: REPORTS - DEPARTt1ENTS Fire - March 1996 Welfare - March 1996 Upon MMS&C, by Councilmembers Feingold and O'Brien and unanimous affirmative vote of the five members present, all reports were ordered to be received and placed on file. BUILDINGS & GROUNDS: Committee Chairman O'Brien reported that Patrick DeBlasio and Anthony Neibert finished up the specifications for electrical work at Borough Hall. Ray Tobias has finished cleaning out the office underneath the front steps. He will be discussing Mr. Parmar's ideas about the front steps. The requisition for the parking lot was signed at the last meeting and a date will soon be set to start working on that. The carpet should be done soon, as well. He reported Progress. STANDING COf1MITTEES 11 FINANCE & ADMINISTRATION: Committee Chairman Fai1ace reported that Mr. DeBlasio was out sick last week. He scheduled a meeting for May 13, 1996 to finalize the budget with the Council. He reported Progress. MAY 2, 1996 STANDING COMMITTEES CON'T. FIRE: Committee Chairman Fazekas welcomed the new Volunteer's from Company #2, James McKinney, Henry Rokosz and Michael Spolizino. They are looking into making the fire truck a pump truck and will be talking about that with Mr. Greenberg. PARKS & RECREATION: Committee Chairman Bialowarczuk reported that they are still planting trees and, as of today, they finished up pretty much in West Carteret. They had to stop twice this week to take a couple of trees down and that slowed them down a little. The fields are being maintained for baseball games, the grass is being cut. The empty lots have to be taken care of also. Next week they will start the spring planting of flowers in the park and in all of the flower boxes in town. This week, Mr. Kolibas is on vacation and Rudy Stark is in charge of the parks. If anyone has any questions they can call Mr. Stark. She reported Progress. POLICE: Committee Chairman Feingold reported that he attended the annual PBA dinner again this year. It was a nice affair. He congratulated the police awardees, as well as the civilian honorees. It's interesting to see the many individuals that you don't know and some of the heroism that is performed both by the civilians and members of the Police Department. He said that he attended a SUDS (stop Underage Drinking Seminar) Seminar at the Holiday Inn. It was very informative. The tavern owners and employees were invited. It was in conjunction with the Middlesex County's Prosecutor's Office and the Carteret Police Department Dare Officers, Thomas Curran was there along with a representative from the Prosecutor's Off ice. They talked about how to spot underaged drinking, how to check fake ID's, and the penalties for violating a lot oÍ the laws. Committee Chairman Feingold reported that he will be riding with Officer Tarrant on his monthly ride to get another perspective from another officer patrolling. That should prove to be quite interesting. He said that he will have a further report on that. He reported Progress. 1? \--'-. ~1A Y 2, 1996 PUBLIC WORKS: Committee Member Feingold reported Progress. STANJ1ING COMMITTEES CON'T. MUNICIPAL GARAGE SERVICES: Committee Chairman Failace reported that he has spoken with Mr. Kazio and Mr. Moylan is doing better. He is in our prayers. There is a bus that has been laid up since last year that we were hoping to get to before the accident with Mr. Moylan. He talked to Mr. Kazio and he wants to talk to the Mayor about the possibility of sending this bus out to have it fixed and get it back on the road. He reported Progress. The Mayor asked for nominations for Council President, but no name was proposed so he asked for a motion to open the meeting to the public. Councilmember Bialowarczuk made the motion and Councilmember Failace second it. Mayor Sica said that the meeting was opened to the public. NOtHNATION OF COUNCIL PRES IDENT Councilmember O'Brien asked if there were any nominations. Mayor Sica said that they moved right through it and no one made a nomination. Councilmember O'Brien said that he would nominate himself. Mayor Sica said that he couldn't do that and asked the Borough Attorney if he could. Borough Attorney Hedesh noted that you cannot nominate yourself for any position. The Mayor again stated that the meeting is opened to the public. Councilmember Failace said that they have a right to nominate. 13 councilmember Failace made a motion to nominate Councilmember O'Brien to the position of Council President. Councilmember Fazekas second the motion. Upon individual roll call vote, Councilmembers Failace, Fazekas and O'Brien voted in the affirmative. Councilmember Bialowarczuk voted No. Councilmember Feingold abstained. O'BRIEN CONFIR~1EJ1 AS COUNCI L PRES WENT .".:-...,..."^' MAY 2, 1996 PUBLI C DISCUSSION 5 MINUTE LIMIT Upon MMS&c, by councilmembers Failace and O'Brien and unanimous affirmative vote of the five Councilmembers present, the meeting was opened to the public. William Kolibas, Fazekas why he appointment of a Jr. asked Councilmember voted to table the Borough Council person. Councilmember Fazekas said that this is the first time that he saw it. He explained that Mr. Vesey resigned from one of the boards because of health problems. He stated that he would like to at least know a little about the candidates or get some more information. They were not given this opportunity at the Agenda meeting. Mr. Kolibas asked him if he agrees that a government elected by the people serves better when all of its members are present on the board. councilmember Fazekas said that he agrees with that. John Vesey stated that he never resigned from the Zoning Board because of health reasons. They were not his words. Councilmember Fazekas asked him what his words were. Mr. Vesey said he quit. Pat Crilley said that he read in the paper about the hazardous waste plant in Linden that GAF is planning to build. He asked if Carteret is taking a stand and if there are any resolutions opposed to it. Mayor Sica said that we passed resolutions against it but that he also went there and spoke in front of about 1,000 people. He said that he is for incineration 100%, but not for toxic waste incineration. He said that he gave those people his word that if they attempt to bui_ld that facility there, he will stand shoulder-to-shoulder with them, knocking it down as fast as they are putting it up. We've taken a strong stand against it. We're on record. 14 " --,.- Mr. Crilley asked what the current status of the plant is. According to the paper, Linden stood a chance of getting it rejected recently. Mayor Sica said that the current status is that Linden doesn't have the right to reject it. The Commissioners have approved it with provisos, one being that there is an entrance and an exit directly off the turnpike into it. The Judge ruled that the health and safety plan did not show that there will be ways for people to evacuate if there was a problem with some of the chemicals coming through the town. The Judge then ruled that they can get an approval from the turnpike to put an entrance and an exit there. Then they might reconsider. In the interim, it is knocked down because of that. Getting the turnpike to approve that is like slim to nothing. It would cost many millions of dollars, but not just that, it's the cost of putting someone at that toll booth. If you put a toll booth there, can you tell people that they can't use it too? He said that he doesn't think that it'll ever get approved by the turnpike. The State of New Jersey and the U. S. Government have got to look at toxic waste and a way to get rid of it. He said that he doesn't think, that the place to do it is in Linden next to the city of Carteret. There are many outlying areas where something like that can be built if it is an absolute necessity to keep industries like that in the country, but not Linden N. J. next to Carteret. We will actually be closer to it than 90% of the residents in Linden. Councilmember Failace added that he thinks that the last report that .he saw said that there is less toxic waste to go there. Mayor Sica said that less toxic waste scares him. Is this country using any less material than we used twenty years ago? The only difference is that it's all being made somewhere else now and we don't have the jobs. Paul Wolfe referred to the Urban Enterprise Zone Meeting in the morning. He said that he went to three companies and was turned down for a job. People who are on welfare, try to get work to get off welfare and the companies are not living up to their obligations. 15 and said that every here so far has the City of Carteret. Mayor Sica disagreed company that has come hired many people from MAY 2, 1996 PUBLI C J1I SCUSS ION CON'T. MAY 2, 1996 PUBLIC DISCUSSION CON'T. They don't just give everybody a job. You have to be qualified for the job. He said that he knows of one company alone tha t has forty employees and has hired twenty from Carteret. White Rose hires a lot of people from Carteret. He referred to a company hiring thirty high school students for part-time summer work. Just because someone is from Carteret doesn't mean that you will be hired. Mr. Wolfe said that there was a system set up in Borough Hall to accept resumes. Borough Attorney Hedesh and Mayor Sica said that Karen Fedroff ran that. The Mayor explained that if someone fills out a Borough employment application and someone calls him, he sends the person for the job. He has sent many people to L & M Foods. Mr. Wolfe explained the problems he is having getting a job and noted that his applications and resumes are mysteriously disappearing. He said that he doesn't know if it is him or the system down at White Rose. Mayor Sica said that he doesn't think that it is the system at White Rose. White Rose has been quite successful in running their system the way they want to. It's not their problem, but it may be his problem. Mr. Wolfe said that the system has to be changed. The Mayor said that he can't tell White Rose how to run their office or who to hire or not to hire. He said that he has sent many people to White Rose and D. B. Brown that have gotten jobs. People that sat on this Council got jobs at those particular companies. He said that he's gotten people jobs at L & M Foods, DSL Atlantic, FMI, FMC and GATX. Mayor Sica asked Paul Wolfe what kinds of jobs he applied for. Mr. Wolfe mentioned various jobs. 16 The Mayor said that he knows that he applied for a job as a security guard. MAY 2, 1991' Once they took a look at his problems, they were not going to hire him as a security guard. PUBLIC J1 I SCIISS ION CON'T. Mr. Wolfe said that was true. They offered him another position as a janitor but somebody opened up their big mouth in town and said that the Senior Ci ti zen's were afraid of him. He said that he thinks that the Mayor and Council should sit down with him and talk. The Mayor said that he didn't think they should sit down wi th him. He thinks that he has a problem that he has to solve. Every time he comes to him with something, it causes a problem. Last week he came to him concerning a different group and he got calls from allover the country saying that he is not a representative of Dick Clark. Mr. Wolfe said that he never said that he was an authorized representative. Mayor Sica said that he has a flyer on his desk. We passed a resolution endorsing this fundraiser. Mr Wolfe noted that it is a group called "Why Me". They cancelled it and called him the day before. The Mayor told Mr. Wolfe that he has a personal problem and he has to get his act together. He said that he is not here to solve his personal problems and he can't help him. Mr. Wolfe said that he agrees with the signs on both sides of town, Carteret is a proud community. He spoke about his former job at the Office on Aging. There was an accusation made that was untrue. He said that he came to the Mayor and he was supposed to check into it. He was terminated for no reason at all. Mayor Sica said what happened. here. that he will tell him tomorrow This should not be discussed Jessie Bagala asked what is being done with the proposed Youth Center. Mayor Sica said that today he met with Abbott Contracting Co., the low bidder. They are giving him some revised numbers on changing the roof specifications that could save us some money and a few other things that they looked at today. 17 Mrs. Bagala said that the kids need someplace to go. MAY 2, 1996 PUBLI C DISCUSSION CON 'T, Mayor Sica noted that today the minister from the First Presbyterian Church met with him and they discussed basically the same thing. They are willing to open up the annex to their church, which is like a gymnasium, in the interim, for some kind of youth center. Last week they met with United Way and Catholic Charities and they have somewhere between $20,000.00 and $60,000.00 that can be used for a full time director, etc.. The Mayor said that his wife will get in touch with them tomorrow to see if she can set up a meeting to see if we can use this annex and money until we get our Library and Community Center. Our ultimate goal is to build a Library and Communi ty Center on the property over here and utilize the existing Senior Citizen Center as a full service Recreation Facility. That's in the future, but in the interim, he is working wi th the First Presbyterian Church on carteret Avenue. Mayor Sica referred to the Sports Complex and noted that he met with the contractor that is going to put in the concrete foundation and they are working on a schedule on that right now. His contention is that they designed something that services all different recreation facilities, football, Little League, Girls Softball, Girl's Cheering, a concession stand, lights, revising the football field to the right size and whatever the cost is going to be, the cost is going to be. He recommended years ago that the schools be fixed. Two (2) members of the school board are here. He said that he is the happiest person in the world that they're finally doing something with the schools. He is not happy with what we are doing, but it's better than what we have. Unfortunately, the people didn't even support the school board. We are piecemealing it instead of doing it the way we wanted to do it if we had the support of the people. Pat Crilley said that they could have done a better job, but he believes that they are going in the right direction. 18 Mayor Sica agreed that we are going in the right direction, but maybe not far enough, not through Mr. Crilley or Mr. Parisi's fault. '·~""'".:1';' .. Mr. Crilley said that with what they have, they've gone as far as they can go. The Mayor said that he is not going to cut corners on a recreation building that he considers, is going to sit there for sixty or seventy years to benefit the youth of Carteret. If it means spending an extra couple of thousands of dollars, then let's up spend it today because today's dollars is not tomorrow's dollars. It's time that the people in the city of Carteret start to realize that you only get what you pay for. Decent schools, a Library, Community Center and a marina park entice people to want to live in the Borough of Carteret. If we don't have these things, the town is going to continue to decrease in value. Each and every home is going to decrease in value. Jessie Bagala said that she heard that council doesn't want to give the Catholic Schools busing. She said that one of the Councilmembers complained about the busing. She stated that if four children go the Catholic School, they are saving four seats in their school. They deserve at least busing, if nothing else. Mayor Sica said that in all honesty, he has never heard a Councilmember say that. It is a fact, we will be sitting down with the Board of Education and let them bring it up then. Pat Crilley suggested that the Mayor and Council sit down with the school board to see if they can come up with something for the high school kids. Councilmember Bialowarczuk said that she met with Mrs. O'Grady and discussed what could be done for the high school kids. Pat Crilley said they are doing a lot but it's mostly geared to thirteen and under. We need to really sit down and come up with some kind of plan to see what we can do to put some programs together. Mayor Sica said that he wants to have some place for the kids to go. He wants to have a decent library that kids will want to go to. That is the only way we are going to stem the criminal activity, not just in Carteret, but throughout this country, through educating the kids and their parents. 19 ~U\Y 2, 1996 PIIBLl C DISCUSSION CON 'T. MAY 2, 1996 PUBLI C DISCUSS ION CON'T. He said that when he spoke to the minister from the First Presbyterian Church, they estimate that for every kid that goes bad, it costs $50,000.00 in doctoring and psychiatric help, etc. What is the difference if we spend a million dollars on the sports building if we save ten kids in the course of 100 years, we've got our money back. The Mayor praised the Board of Education for their stance in getting the schools done. Maybe he doesn't agree with the way it was done or maybe they didn't go far enough. Pat Crilley said that, unfortunately, they are bound by that vote. Mayor Sica said that maybe there is a way of changing it. He said that he met with Mr. panigrosso, Mr. Torre and some financial people. Maybe there is a way that we can change it and get the other things they want. He's working on it. Michael Sica, Republican Chairman in Carteret, said that they had their meeting last night and submitted the three names for Borough Council consideration to be the new member of the Governing Body of Carteret. He said that he stands wholeheartedly behind all three of the names. What happened tonight is a real shame. Tonight they spoke about Carteret's new Library, Community Center, Senior Citizen's Center, Recreation Center and Waterfront Proj ect. He said that everyone of them would love to take credit for this. Some of them have voted No on some of the resolutions for these projects and he understands that because that is a part of government and they have their right. The point is that everyone on this Council should be trying to move Carteret forward. What the members of the Democratic Organization that are sitting on this Council have done, have deprived the people of Carteret of the right to have full representation. He said that Councilmember Fazekas wants to know more about the three candidates which means that he doesn't know carteret. He hopes that at the next Council meeting, the first order of business will be to select one of these three names. He has never told anyone how to vote. 20 -~- His job as Republican Chairman is to try to elect people who he thinks will do a good job. When he submitted the names of John Vesey, Jimmy Kiraly and Eric Chubenko, they are people who want to do good for this town. He hopes that at the next meeting, they give the people of Carteret the right to have full representation. He is proud of what he and his organization did for this town. He said that they are playing politics and it is his opinion that it is wrong. Councilmember Failace said that Councilmember Semenza told him at the last Agenda Meeting that his problem is that he wants to know too much. Sometimes that is probably true. He said that he has nothing against any of the three people's names they put in. He said that he agrees with Councilmember Fazekas, that they just got the three names today. He feels that he should be able to choose the person that he feels, in his heart, is the best one. They can call it politics or whatever they want. If they had the names two weeks ago and he didn't make a choice, maybe they'd have the right to feel this way. All he is asking for is if he can talk to the gentlemen. An unidentified the Middlesex Commission. woman asked about the meeting of County Solid Waste Management Mayor Sica said that it has nothing to do with Carteret. It is for a cardboard recycling plant in South Brunswick. We have to be notified because we are a member of the Solid Waste Authority. Sophie cherepon complained about a van that almost hit her daughter's car. The van was from 1300 Federal Boulevard and she told the police. It was from Nobody Beats the wiz. She complained that the company had drivers operating like this. Mayor Sica said that her daughter should have signed a complaint. 21 Sophie Cherepon said that she would like to correct Michael Sica because every person sitting up there is politically oriented. She doesn't care if they are Republican or Democrat. They have their rights. The new councilmembers will adjust and learn some of the ropes. Georgia Barron said that she would like to clear up what was in the paper last Saturday. She told Councilmember Failace that she doesn't know where he got his information. councilmember Failace explained that those numbers were a misunderstanding between him and the newspaper. He is sorry for that. They voted for it. Mayor Sica said that the contract is retroactive to January. Georgia Barron said that they already had the vacation pay and clothing allowance. She doesn't want this town to think that they are getting the world. Mayor Sica said that the owner of the Carteret Shopping Center asked him if it was true that the Wiz was moving out of Carteret. The Wiz owns the building in Carteret and he has been assured that they will stay here. He was told that some Councilmembers said that the Wiz is here five years and didn't have to pay taxes for five years, so now they are leaving. The Wiz has been paying full taxes all of the while they were here. As a matter of fact, they did something wrong and they were fined $40,000.00. Georgia Barron again referred to items in the contract that they are already getting which were reported in the newspaper. She doesn't want people to think that they are getting all of this stuff. Councilmember Failace said newspaper was repeating the not only the new items. that the agreement, Mayor Sica said that the school crossing guards have given the community of Carteret a great service, not only in their work, but in their understanding that this is not a year that they would get a raise. He hopes that the rest of the municipal employees understand that or some of them will be looking for jobs. Councilmember Failace said that he voted for the contract. 22 Frank Parisi asked if there is a date for the start of the work on the... (inaudible) ....Sports Facility. .'_,!,_ ,I Mayor Sica said that they are hoping to have it finished by the 15th of May. The delivery on the concrete poles were nine weeks. Then they looked at galvanized poles. They would cost $3,000.00 more, plus they would have to put a concrete base in. They agreed to do that. In the interim they found someone else that would deliver the concrete poles. The extra cost of the delivery pushes the date up to this week and it was like $3,000.00, so they are still saving money. They don't have to build concrete bases. He told the contractor that he would set the poles as soon as they come in. We will save the cost of setting these poles. The delivery of the light fixtures themselves was four to five weeks, but there is an alternate light fixture of the same quality and the same dollar value so they've changed from GE to whatever. They are trying to get it done for the 15th. Mr. Parisi asked if it will stop the use of the fields. Mayor Sica said that it will not stop it. George Malek spoke about the old Foodtown on Washington Avenue years ago and how the owner said that he would donate the building for $1.00 a year for the kids to use. They had dances and movies in the old telephone building. They had this for the kids and it didn't cost the town a penny. They had places to go. Senior Citizen's used to clean leaves and there never were any sewer problems. There was a television show. Then the Democrat's came into power and took everything away from the kids.
