Call to Order
Doug Record called the meeting to order at 6:00 p.m.
Adoption of Agenda
Ms. Jones moved and Mr. Berendzen seconded to adopt the agenda as printed. The motion passed
unanimously.
Approval of Minutes
Ms. Deetz moved and Mr. Bemboom seconded to approve the minutes from the October 8, 2019
Regular Meeting and the October 22, 2019 Special Meeting as printed. The motion passed unanimously.
Communication Received
Ms. Abbott stated that no communications have been received.
New Business
A. Section 106 Review – Miller & Chestnut St Improvements (Expanded Scope)
Ms. Abbott explained that this project was previously reviewed back in August & September. It is
back for another Section 106 Review, as the City has added to the project which may or may not be
directly funded by Community Development Block Grant, but has to be included within the Section 106
Review as a total aggregate of project. The City proposes to replace and/or Install approximately 1130
feet of sidewalk that is 4 foot wide and the construction of 6 ADA ramps on Miller Street and Chestnut
Street. Additional proposed work includes upgrading sewer mains and/or laterals making connection to
the sewer main on Lafayette Street. In addition, approximately 1,000 feet of sidewalk and curb
improvements on 400 block of Cherry Street is proposed. Staff recommends approval of the Section 106
Review as no historic properties are affected. Ms. Jones moved and Mr. Bemboom seconded to approve
the Section 106 Review. Motion passed unanimously.
B. Adopt 2020 Meeting Schedule
Ms. Abbott presented the 2020 Historic Preservation Commission meeting schedule. She asked
Commission members whether they wanted to continue meeting on th e second Tuesday of every month
at 6:00 p.m.
Ms. Deetz moved and Mr. Berendzen seconded to adopt the 2020 Historic Preservation Commission
meeting schedule as proposed. Motion passed unanimously.

C. Adopt 2020 Demolition Filing Calendar
Ms. Abbott presented the 2020 Demolition filing calendar. She explained that the filing calendar is
based on the 2020 meeting schedule.
Mr. Berendzen moved and Ms. Deetz seconded to adopt the 2020 Demolition filing calendar. Motion
passed unanimously.
D. Election of Officers
Ms. Abbott explained that the Chairperson and Vice Chairperson serve one year terms and the
positions start in January of 2020. She encouraged Commission members to notify Ms. Stratman of their
interest by December 5, 2019.
E. Appoint Liaison to the Planning and Zoning Commission
Ms. Abbott explained that the appointment of a liaison to the Planning and Zoning Commission was
identified within the Historic Preservation Plan.
Mr. Record explained that it would be beneficial to have four persons serve as a liaison in the event
one member is not able to attend. Ms. Deetz, Ms. Schantz, Mr. Bemboom and Ms. Jones volunteered to
serve as a liaison to the Planning and Zoning Commission.
Other Business
A. Dangerous Building Determinations
Ms. Abbott explained that as part of the demolition application, the Building Official has identified 22
buildings as dangerous of October 31, 2019. She stated th at three buildings under 50 years old have also
been determined as dangerous. In addition the properties included in the Jefferson City Public School
buyout are yet to come. However not all of those properties will be declared as dangerous.
B. National Park Service Training for November – Rehab Yes and No’s
Commission Members discussed the National Park Service Online Training – Rehab Yes and No’s.
The December Training module will focus on “Incentives: A Guide to the Historic Preservation Tax
Incentive Program”.
C. Presentation of Plaque to Doug Record
Ms. Abbott presented a plaque of appreciation to Doug Record for his years of service from May of
2013 to December of 2019. Mr. Record served as Vice Chairperson from January 2019 to December
2019.

Mr. Berendzen moved and Ms. Jones seconded to adjourn the meeting at 6:53 p.m. The motion
passed unanimously.
