Sica on Thursday, May 16, 1996 at 7:35 PM., Police Facility/Municipal Court, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Deborah Bialowarczuk " James F ailace " Jack Fazekas " William Feingold " James O'Brien Also noted present was Borough Attorney Robert A. Hedesh. The meeting was opened with a minute of silent prayer and the pledge of allegiance led by Mayor Peter J. Sica. The Assistant Clerk stated that on May 10, 1996, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News and Tribune, The Star Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Failace and O'Brien and unanimous affmnative vote ofthe full Council present, the minutes of April 18, 1996 were approved as transcribed and engrossed by the Clerk. It was duly published in The Home News and Tribune on May 7, 1996 with notice that it will be considered for final passage after Public Hearing to be held on May 16, 1996 at approximately 7:30 P.M.. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by Title. ORDINANCE $96-11 Amending Chapter 160 of the Code of the Borough of Carteret Re: Escrow Fees Borough Attorney Hedesh said this was the Ordinance they wanted to do partial amendments. He said he is not sure how they want it amended. It should be discussed at the next Agenda Meeting. He told thee Mayor he should conduct the Public Hearing as it was advertised and then hold it for study. Upon MMS&C, by Councilmembers O'Brien and Bialowarczuk and unanimous affirmative vote of the full Council present, the Mayor declared the Public Hearing to be open: Meeting Opened There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Fazekas and O'Brien and unanimous affirmative vote of the full Council present. MAY 16, 1996 ORDINANCE #96-12 Internet - Fee The Assistant Clerk stated that Ordinance #96-12 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on May 2, 1996. It was duly published in The Home News and Tribune on May 7, 1996 with notice that it will be considered for final passage after Public Hearing to be held on May 16, 1996 at approximately 7:30 PM.. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Councilmember Failace asked ifthis was supposed to be $5.00 per month? Borough Attorney Hedesh said yes. It has to be amended. The question was asked at the Agenda Meeting and he doesn't see it as being a substitive change. Ordinance Amended Upon MMS&C, by Councilmembers O'Brien and Fazekas and unanimous affirmative vote of the full Council present, Ordinance #96-12 AN ORDINANCE ESTABLISHING A FEE FOR SPACE ON THE CARTERET INTERNET PAGE. was amended to read $5.00 per month. Borough Attorney Hedesh said the word calendar is deleted and the word month is inserted. A copy of each Resolution was placed upon the table for review prior to the meeting in accordance with the Rules of Council and upon MMS&C, by Councilmembers O'Brien and Failace and unanimous affirmative vote of the full Council present, the meeting was opened for public input on all resolutions. ~1EETING OPENED George Malek asked about Resolution #96-138 Resurfacing Borough Hall Parking Lot. He said the Mayor mentioned that this might be done by the State. Mayor Sica said we are looking into that. It's not the State, but the County. The County is going to be paving Roosevelt Avenue starting Monday. We are trying to get them to come in with their paving machine and pave the parking lot. If not, we have to make provisions to go out and get a bid because we're having problems with the insurance company. Mr. Malek said he brought it up because there weren't very many people at the Agenda Meeting and there was nothing in the paper. Mayor Sica said he is working on it right now with the county. Councilmember O'Brien said they had gotten three quotes previously. The person who came with the lowest quote had done some work in Carteret and we couldn't give him the job. Gloria Goodrich told Mr. DeBlasio we had to go out for bids on it. Mayor Sica said we are still trying to get the county to do it for the cost of material. There being no further comments or objections to the Resolutions, the Mayor declared the public hearing to be closed upon MMS&C, by COllncilmembers Vesey and Failace and unanimous affirmative vote of the full Council present. Wanskus Adopted PAYMENT OF BILLS APPLICATIONS A.B.C. Renewals REPORTS Borough Attorney Hedesh said the following resolution should be certified as having funds available. That wasn't done because the Treasurer has been out for three days. Weare putting this on because we entered into negotiations with the architect over certain payments. Some of these payments are going to be pursuant to that agreement addendum to the contract which we all got a copy of and discussed in Closed Session. He said they need to approve this contingent upon he Treasurer certii)'ing the funds. We all know that capital account was passed. It's just a matter of receiving that certification and the vendor putting in the necessary paperwork. RESOLlJTION #96-143 was introduced by the Mayor and was referred to the Council for action. The Assistant Clerk stated that she was in receipt of an application concerning the 1996-1997 AB.C. License Renewals. Upon MMS&C, by Councilmembers Vesey and Failace and unanimous affirmative vote of the full Council present, it was ordered to be received and placed on file. The Assistant Clerk stated that she was in receipt of the following reports: Clerk's Office - April 1996 Inspection of Buildings - April 1996 Welfare - April 1996 lJpon MMS&C, by Councilmembers Vesey and Failace and unanimous at1ìrmative vote of the full Council present, all reports were ordered to be received and placed on file. 8 · BlJILDINGS & GROUNDS: Committee Chairperson O'Brien said bids are going out to resurface the Parking Lot at Borough Hall. He spoke to Mr. Parmar on Monday about having the County do the paving. Ray Tobias is doing a good job around Borough Hall. He just recently planted flowers and did other landscaping and is trying to keep the place clean. He asked if anyone sees people around Borough Hall on weekends or in the evening, vandalizing and leaving beer bottles allover the place, please call the Police as soon as possible. This way we can have a report and possibly catch them and end this. He reported progress. At approximately 7:53 P.M., Councilmember Jack Fazekas was noted absent rrom the meeting. FINA.NCE & ADMINISTRATION: Committee Chairperson Failace said they were supposed to meet with Patrick DeBlasio this week. At the same time they were to discuss the school budget. The discussion of the school budget went on a long time and we were not able to discuss the municipal budget. He said they will meet again with Patrick and set up another date. He said it looks good. It looks like we are coming in with a rate of around $30.00. Mayor Sica said $30.00 on a house valued at $120,000. Committee Chairperson Failace said a lot of work has been done on it. It's pretty good, maybe even coming in a little lower. Mayor Sica said there are provisions made in there to look at some problems we may face next year. So, we won't be faced with a huge tax increase next year, if things are done properly this year. He is happy to say that $30.00 looks like a pretty realistic number right now. Committee Chairperson Failace reported progress. FIRE: Committee Member Bialowarczuk said Committee Chairperson Fazekas had to leave. She reported progress. PARKS & RECREATION: Committee Chairperson Bialowarczuk said they are still in the process of replanting trees. The weather hasn't helped all that much. We do have over 400 trees to replant and we are still taking some down. She said they have to order more. 9 She has received a few phone calls on the condition of the fields on Louis Street and Carteret Avenue. Due to all the rain we had there were a lot of problems all the fields. She discussed it with Mr. Kolibas. It's mostly due to the weather we had over the winter. Everything is compacted and hey are trying to aerate the ground and do some other work. She said they are hoping the weather would be a little more cooperative. COllliuittee ChaiIverson Bialowarczuk said the Men's League has started and the Women's Softball will be starting soon. MAY 16, 1996 REPORTS: Buildings & Grounds Councilmember Fazekas Noted Absent Finance & Administration Fire Parks & Recreation , ~·o MAY 16, 1996 Parks & Recreation Con't. Committee Chairperson Bialowarczuk said they are looking into buying a sprayer. Mr. Kolibas is checking out different prices. It's a sprayer machine that will help eliminate the problem of the geese. Everyone is complaining about the geese. They seem to love Carteret Park. She would also like to remind the parents who have children on the Little League Teams that Mr. Kolibas or Mr. Stark usually let the managers on those teams know what fields are available by 3 :00 - 3: 15 P.M. If they don't call the parents and let them know the game is off, it is not her fault or Mr. Kolibas's fault. As long as we do our job and report to them by 3:00 -3:15 P.M., we are doing our job. She reported progress. Police POLICE: Committee Chairperson Feingold said he rode along with Police Officer Andy Tarrant and got a feeling of what it is like to patrol the middle of Carteret. He rode with Office Guiliano the last time in the Chrome Section. Next time he will be in West Carteret. He rode from 5 PM. to 2 AM.. He realized what the motto "to protect and serve" really means. Underlining protect and serve. Most of the time they spend helping people. 75% of our functions on that particular night was to assist people. It was very informative and he is looking forward to his next ride along in West Carteret. He is sure the traffic enforcement will be even greater. Committee Chairperson Feingold said he received a report rrom Chief Sica this month and the police officers are doing their jobs enforcing the motor vehicle laws. They wrote 3] 7 summonses and parking violations. We have a newly formed Traffic Bureau with Officers Dennis McFadden, Michael Hutchko and Mark Makwinski and we couldn't have better officers handling that bureau as well as the Baltimore Project, which will be attempting to decrease crime through enhanced traffic (inaudible). Committee Chairperson Feingold said he received correspondence from Scotts Towing and Recovery. He said Memorial Day is coming up, don't drink and drive. Scott's Towing will tow you rree of charge, no questions asked, this holiday weekend. He reported progress Public ì~orks PUBLIC WORKS: Committee Chairperson Vesey reported progress. Municipal Garage Services M1JNICIPAL GARAGE: Committee Chairperson Failace said he spoke with Vi c Kazio and Mr. Moylan is doing better. He has a long way to go, a lot of rehabilitation. It looks like he will lose hearing in one ear and the sight in one of his eyes. He is out of danger and is in J.F.Kennedy Rehab right now. He said Vic has the bus that was out of circulation running, but they found some other problems with it that will take a little more time to get it working. He asked the Mayor ifhe had someone in mind for the mechanic's job. Mayor Sica said there are a couple of guys. One guy who is real interested, but he doesn't know if he could get him. Committee Chairperson Failace said Mr. Kazio would like to speak to the person they are considering. 10 Mayor Sica said Vic knows him. He wants him, but getting him is another story. Committee Chairperson Failace reported progress. .' Mayor Sica said he went to see Steve Moylan yesterday. He could see a little bit out of his eye. The only problem is it is looking the wrong way, so he sees double. They feel relatively sure they can straighten that out eventually. He is doing real well. He is going back to University Hospital in a week or two to have the pins removed from his leg. Then he feels he will be able to walk. His direct quote was "I will be back to work in six months". His spirits are good. He thinks he will make one heck of a recovery from the night he was operated on. Mayor Sica said he didn't think Mr. Moylan was going to make it that night. He's a tough little guy and he's doing alright. Mayor Sica said a year back we gave out incentives to people like White Rose and DB.Brown to build those big buildings. There was some scuttlebug that we were giving away the store. He has done a five year proj ection of what these two industries will have paid to Carteret for taxes. In five years they will pay approximately $3. I million dollars in taxes. After the fifth year they will be paying about one million each year. He has been in serious negotiations with the part owner that constructed those buildings and he has approached us with a proposal to build a 160,000 square foot refrigerator. That's twice the size ofD.B. Brown's refTigerator. It will cost somewhere between four and five million dollars just to put the refTigerator up. He has asked for the same tax incentive that we've given to White Rose and D.B. Brown, spread out over a course of five years. He said he spoke to the Council and they are relatively sure there will be no problems. These are the kind of things that will continue to move the city of Carteret forward. Forget about just the proposal of building a 160,000 square foot refTigerator. It's going to be a public refrigerator. He will have people working and industries renting square footage of refrigeration space. It will bring tremendous amounts of products in and out of Carteret and hopefully, some jobs along with it. He said he has expressed a desire to do this and we will be voting on it at the next Council Meeting to allow him the same tax incentive we have given everybody else that is in that particular zone. This is all in reference to the Enterprise Zone. We have tremendous potential there. Upon MMS&C, by Councilmembers Vesey and O'Brien and unanimous afiìrmative vote of the five Councilmembers present, the meeting was opened for public discussion with a five minute limit per person. 11 ~.L HARRIET LEONE said there was an oil spill in West Carteret that tied them up from 5:30 AM. to 8:30 A M.. it was from the turnpike to Blair Road. She looked for a write up in the paper the next day and there was nothing there. She called their office in East Brunswick and they said they would check it out. She also called their office in Woodbridge She was told that Carteret wasn't too friendly in giving out information. She said she knows they can get the information from the local police department. On Tuesday there was a write up. It's a shame that it took so long. ~1AY 16, 1996 tlayor Heeting Opened for Public Discussion Fuel Spill NAY 16, 1996 Fuel Spill Can't. Mayor Sica said the spill was on the radio so it wasn't necessary for the paper to call the police department. He said he reported the spill.
