A RESOLUTION: SUPPLEMENTAL APPROPRIATION FOR THE FIRST
TRANCHE OF AMERICAN RESCUE PLAN ACT OF 2021
FUNDING IN THE AMOUNT OF $2,963,836.50 FOR
REIMBURSEMENT OF ELIGIBLE LOST TOWN REVENUE
ATTRIBUTABLE TO THE ECONOMIC IMPACTS OF THE
COVID-19 PANDEMIC
WHEREAS, the Town of Leesburg is considered a metropolitan city and an entitlement
unit of government under the American Rescue Plan Act (ARPA) of 2021 for distribution
purposes primarily due to the Town's population exceeding 50,000 in the latest U.S. Census
Bureau data (July 2019) census population estimate of 53,727; and
WHEREAS, the prescribed allocation funding distribution methodology from the U.S.
Department of Treasury (Treasury) determines the amount of the funding for the Town of
Leesburg using Federal Housing and Urban Development metrics; and
WHEREAS, one of the prescribed or eligible uses of the ARPA funding is to replace
lost public sector revenue as a result of the COVID-19 health pandemic; and
WHEREAS, the Director of Finance and Administrative Services has determined a
preliminary calculation of the first year revenue loss of$6.77 million as of December 31, 2020
to qualify as eligible under the "lost revenue" allowable use of the American Rescue Plan Act
of 2021; and
WHEREAS, utilizing the ARPA of 2021 funding to replace the lost revenue of the
Town will provide Town Council the most flexibility in deciding how to use Unassigned Fund
Balances without having to adhere to further Federal restrictions and reporting processes.
WHEREAS, Town Council held the required public hearing on July 13, 2021 to
comply with Virginia Code Section 15.2-2507 due to the proposed appropriation of the first

ECONOMIC IMPACTS OF THE COVID-19 PANDEMIC
tranche of ARPA funding totaling$2,963,836.50 exceeds one percent of the total expenditures
included in the Fiscal Year 2022 adopted budget.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. A supplemental appropriation for the Fiscal Year beginning July 1, 2021 and ending
June 30, 2022 is hereby made in the General Fund from American Rescue Plan Act
of 2021 funding totaling$2,963,836.50 to be used to replace lost Town General Fund
revenue over the past 18 months attributable to the economic impacts of the COVID-
19 pandemic.
2. The Town Manager and any designees are hereby empowered to take any and all such
actions on behalf of the Town required by the U.S. Treasury Department to perform
the Town's acceptance of the funding and make any required notifications of uses of
the funding, and to perform any required reporting related to the American Rescure
Plan Act of 2021 funding.
