NOTE: A meeting of the City Council was held in -person at the appointed time and day in accordance with
open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME
1.1 CALL TO ORDER - The meeting was called to order at 6:00 p.m. by Mayor Heddlesten.
1.2 ROLL CALL - Council Members present: DCamp, Halsey, Jurgena, Littrel. Absent: None. Also present:
Clerk Krell, Deputy Clerk Tripp, Public Works Operations Manager Ballard, Engineer Cooper, and
other residents and visitors.
1.3 AGENDA APPROVAL - Motion by DCamp, seconded by Littrel, to approve the agenda. All ayes.

4.3 2023-058 Resolution Approving Revisions to Signatories to the City's Accounts at Quad City Bank &

4.4 2023-059 Resolution Approving Revisions to Signatories to the City's IPAIT Accounts at PMA

4.5 2023-060 Resolution Amending Resolution 2023-053 Setting the Salaries of Appointed Officers and
Employees for FY24. Motion to approve by Jurgena, seconded by Halsey. All ayes. MC.
4.6 2023-061 Resolution Authorizing Engagement of Dorsey & Whitney, LLP, as Bond Counsel for a
2023 General Obligation Corporate Purpose Note. Motion to approve by DCamp, seconded by

4.7 2023-062 Resolution Approving Additional FY23 Fund Transfers. Motion to table by Jurgena,
seconded by Halsey. All ayes. MC.
4.8 2023-063 Resolution Setting a Policy for the Disposal of Surplus Property. Motion to approve by
DCamp, seconded by Jurgena. All ayes. MC.
5. ORDINANCES
5.1 08-2023 An Ordinance Amending the Code of Ordinances of the City of Riverdale, Iowa, by
Repealing and Replacing Section 69.08 No Parking Zones. Tabled on 05/23/2023. Motion to
untable by Littrel, seconded by Jurgena. All ayes. MC. Motion to approve the first reading by Littrel,
seconded by Jurgena. Roll call vote: DCamp nay; Halsey nay; Jurgena nay; Littrel nay. All nays.
Motion fails.
Littrel left the meeting at 8:24 p.m.
6. ADJOURNMENT
Motion to adjourn by DCamp, seconded by Jurgena. All ayes. MC. The regular meeting of the City Council
was formally adjourned at 8:50 p.m.
