The Regular Meeting of the Mayor and Council of
the Borough of Carteret was called to order by
Mayor Peter J. sica, 7:30 P.M., Municipal
court/Police Facility, 230 Roosevelt Avenue,
Carteret, New Jersey on Thursday, June 6, 1996.

COMMENTS
Councilmember Feingold said that Reverend
Chubenko is not taking any renumeration
or compensation of any kind. He is quite
a credit to this community and has done
great work in the Fire Department as

Mayor Sica spoke about the price gauging
that the oil companies are doing. Eight
or nine companies are robbing the people
of this country to the extent of a
billion dollars every ninety days. That
is not counting the electric power. We
have two Senators and Congressmen that
are not doing anything about it. We've
got a Democratic President and a
potential Republiq"n President not doing
anything about it because these big oil
companies are the ones that are going to
fund this next election for both sides.
They are robbing the people of this
country of one-hundred forty million
dollars every single day. The worst
nightmare facing this country right now
are the oil companies.

On one of his ride along's, officer Guiliano
showed him the situation. There is a fence just
waiting for some kid to go through there and
drown in that pool. There is an imminent danger
there. He is glad that the Mayor and Council are
taking action on this.

BUILDINGS & GROUNDS: Committee Chairman O'Brien
reported that Ray Tobias was busy this weekend
working with the installers putting down a rug on
the first floor of Borough Hall. We are now
looking at the second floor. Earlier they passed
a resolution for the paving of the Borough Hall
parking lot. Pat De Blasio has two quotes for
the electrical upgrades. They are waiting for a
few more to come in. He instructed Mr. Parmar to
have the specifications ready for the next Agenda
Meeting for the front steps. We will go out and
get bids. He reported Progress.

FINANCE & ADMINISTRATION: Commi ttee Chairman
Failace reported that as they all know, they
adopted the 1996 Budget tonight. It was a lot of
hard work and a lot of hours. He thanked Pat
DeBlasio for putting up with his questions and
helping him to learn. He thanked the Mayor for
also putting up with all of his questions. The
municipal budget went up $30.00. We are moving
in the right direction. Hopefully, next year,
we'll do a little bit better. He said that he
would like to talk to Patrick about some three to
five year strategic planning. Hopefully, we can
do that. He reported Progress.

Mayor Sica thanked the whole Council for taking
the stand they've taken on this budget, in the
avenue of raises, etc. This budget has plans in
it for the future. We are putting some money
aside for retirees. If anybody in the Borough of
Carteret were to retire tomorrow, we'd owe a lot
of money out. We are going to attempt to put a
fund together to put some money in it every year
so that when we get hit from retirees, it's not
such a big shock to the taxpayers all at one
time. That is progress in the right direction.

We put a lot of money in capital
improvement this year. Hopefully, we
won't have to put that much money in next
year. We finished 1995 with a surplus of
$335,000.00. In actuality, we would have
finished up the year with a surplus of
$631,000.00 but we had to payoff
$296,000.00 in debt from what the 1994
budget came in at. We were in a deficit
position of $296,000.00 and that had to
be raised in the 1995 budget and paid for
in the 1995 budget. We were successful
in doing that and we still wound up the
year with $335,000.00 surplus.
Hopefully, we're going to continue to
build that surplus back to where it was
suppossed to be. In 1990, we had surplus
of over one million dollars. That's
where the city has to always stay. The
city always has to be in a cash rich
position. If you have money, you can
invest that money and make money with
that money. As long as we stay in a cash
position, we can continue to move the
City of Carteret forward without
burdening the taxpayers to such a great
extent. He is sure that this Council is
working towards that ultimate goal and
that we will achieve that if we keep
working together on the budget.
FIRE: In the absence of Committee
Chairman Fazekas, Committee Member Vesey
reported Progress.
PARKS & RECREATION: Committee Chairman
Bialowarczuk reported that, as everybody
knows, this time of year we start hiring
students to work in the Parks Department
for the summer. We've gotten some
applications in. There are applications
at Borough Hall and the Hot House. She
had a meeting with Mr. Kolibas yesterday
to go over what is coming up this summer.
They will be holding a girl's basketball
camp. They already have forty-seven
girls signed up. The summer soccer
program will be at night at WOR Field in
West Carteret. There are seventy-six
children already signed up for this
program. On June 17th and 18th there
will be a sign-up for a free summer
tennis classic. For information on these
programs you have to call the Parks
Department and ask for Mr. Kolibas. The
last time, they started a men's
basketball league at Carteret Park.

He talked to Andy Morgan and they will be
starting a boy's high school summer league this
summer. They are also looking at the Catholic
Charities $50,000.00 grant. She is looking at a
bowling league that would run in the wintertime
for 6th, 7th and 8th graders and a basketball
program for the boys. The girls already have a
winter basketball program, but the boys don't.

POLICE: commi ttee Chairman Feingold reported
that the DARE graduations are beginning to take
place. Some are tonight, Holy Family and st.
Joseph's. For those who are not familiar with
it, DARE stands for Drug Abuse Resistance
Education. He thanked Officers Novak and Curran
for their active role and taking part in these
young children's lives.
He reported that we lost a former police officer,
Ernie Kish. He extended his condolences to his
family.
He reported that he plans to continue his ride-
alongs with the police officers. That gives him
a bird' s eye view of what is happening on the
road, as well as from an administrative
standpoint. He said that he encourages his
cohorts to take an active role and ride along
with any police officer they wish to, to see
exactly what he is seeing. He thanked all of the
officers with whom he rode so far. He reported
Progress.
PUBLIC WORKS: Committee Chairman Vesey reported
that he met with all of the people on his
committee. He has a meeting with the Chief and
Fire Chief.
He reported that under sewage, he met with Mr.
Biel. Just about all of the catch basins are
done in West Carteret. There are a few more to
go. There is a little problem on Minue Street.
with the help of the Parks Department and Mr.
Kolibas, everything was straightened out.
Committee Chairman Vesey reported that under
Public Works with Mr. Surick, everything is going
fine. There is a leak over Ms. Mesler's desk in
the Recycling Department. She is getting prices.
We'll get a bid on it. We have some grant money
there so it won't cost the town anything to have
it fixed.

Councilmember Vesey reported that they are fixing
pot holes every day so if anyone spots any, they
should call Mr. Surick at Public Works and they
will take care of it as soon as the men are
available. He reported Progress.

MUNICIPAL GARAGE SERVICES: Committee
Chairman Failace reported that Steve
Moylan is home and doing well. He is
going to rehabilitation every morning.
God willing, he will be back with us
soon.
He reported that we hired the new
mechanic tonight. There are some things
that fell behind. The guys have been
working very hard. He said that he hopes
that with the hiring of this mechanic, we
get back up to snuff. He reported
Progress.
Councilmember Failace said that this past
weekend was the special Olympics for our
carteret specials and they did very well.
He thanked the Mayor for what he's always
done for the Specials. He thanked
Barbara Sica who works unendingly for
them. If the town could come out a
little more it would be good. He said
that he knows that it's not publicized
enough and it should be. It would be
great if they could have a little more
support. If you watch them you'll feel
good and you'll realize that with all of
the volunteers that we're not in such bad
shape or in bad hands when you see the
young people down there and what they are
doing and how they help.
Mayor sica agreed and said that when you
attend that, you can be as nasty as you
want and yet you will leave there with a
smile on your face when you see how hard
these kids try. They practice two nights
a week for two months before they go
there. They take this really seriously
and rightfully so. It's really something
to see the special kid and volunteer
teams. The town should get more involved
in watching- these things and seeing t.his.
Councilmember Failace said that we
probably have the best program in the
country.
Mayor Sica agreed and said that we have
such a tremendous program in Carteret and
the city of Carteret gets no credit for
it. There isn't a town in the state that
does more for the disabled than the city
of Carteret does for the handicapped.

MAY 19 - 25, 1996
WHEREAS, each year more than three million New
Jersey residents and visitors require emergency
medical care for traumatic injuries, heart
attacks, burns, poisonings, spinal cord injuries
and other critical medical emergencies; and
WHEREAS, emergency care personnel, including
Emergency Medical Dispatchers, First Responders,
First Aiders, Emergency Medical Technicians,
Emergency Medical Technician-Defibrillators,
Paramedics, Nurses and Physicians, whether
volunteers or paid personnel, give selflessly of
themselves for the welfare of others; and
WHEREAS, the citizens of the Borough of Carteret
benefit from the knowledge, skills and dedication
of these emergency medical services specialists,
as they work together to ensure prompt and
appropriate treatment at the scene, on the way to
the hospital and in the emergency department; and
WHEREAS, New Jersey has a wide range of emergency
medical providers, including local first aid and
rescue squads, ambulance services, mobile
intensive care programs, a helicopter EMS
response program, specialty burn care, a poison
information and education center, designated
trauma centers and other vital services that have
the potential to save lives and reduce
disabilities of the criticaly ill or injured; and
WHEREAS, advances in emergency medical care have
increased the number of lives saved every year in
the Garden State; and
WHEREAS, it is important for the citizens of the
Borough of Carteret to know about our emergency
medical services system, including what to do in
a medical emergency and whom to call, and to
benef it from reminders about ways to prevent
emergencies from happening; and

WHEREAS, New Jersey is a leader in the types and
quality of emergency medical care available to
patients and desires to continue to improve upon
its emergency medical services system to assure
all citizens the highest standards of emergency
medical care;

and police Department are trained in
emergency services. He told everyone
that tonight when they see an Emergency
Technician, policeman or Fireman, they
should say thanks.

Leo Calicchio asked the Mayor if he had
any new information on the proposed road
coming from Rahway. It was in the papers
a couple of weeks ago.
Mayor sica said that the road is from
there, back to Woodbr idge . It's not
coming here.
Mr. Calicchio asked if it was coming to
West Carteret.
Mayor Sica said no. It's not coming here
unless they do a drastic improvement. If
they attempt to bring that road here, he
will ask every citizen in Carteret to
stand arm-in-arm and block it like we did
the turnpike and we'll stop it.
Mr. Calicchio said that he'll be there.

An unidentified man complained about his sewer in
West Carteret. He was told to call the Engineer
and he hasn't gotten any answer. They're passing
the buck from one person to another.
Mayor sica asked what his address is.
The man said it is 54 Hermann street. There is
a four inch sewer going out and they put a 90
degree L on it which is against the law. They
went about three feet going away from the sewer
and then they went south a put another 90 degreee
and went west on it. They put another 90 degree
and went down and put another 90 degree and put
it into the sewer. The sewer from his house to
where the main sewer is in the street is 25 feet.
It seems like it's going nowhere. It's not the
contractor that's doing work now. It was the
first contractor that did that job.
The man said that it won't take long for him to
have a blockage.
Mayor sica asked if he had an blockages yet.
The man said no.
Mayor Sica said that he will check on it. It
should have been 45 degree not 90 degree.
