HomeMy Public PortalAbout2023-070 Resolution Approving Revisions to the Public Works Operations Manager Position DescriptionRESOLUTION 2023-070 Resolution Approving Revisions to the Public Works Operations Manager Position Description WHEREAS, City Council met on July 25, 2023, to discuss the City's current organizational structure and advised the Clerk to proceed with a revised position description for the Public Works Operations Manager revising his supervisory structure from reporting to the City Clerk to reporting to City Council; and, WHEREAS, City Council wishes to codify the changes in the Public Works Operations Manager's position description via resolution; and, WHEREAS, this action requires no funding source. NOW THERE FOR IT BE RESOLVED by the City Council of the City of Riverdale, Iowa, as follows: Section 1. The attached revised Public Works Operations Manager position description is approved effective immediately. Section 2. The Public Works Operations Manager is directed to sign a copy of the revised position description for his personnel file. Section 3. The Clerk is directed to maintain the new position description in the Human Resources records. Passed and approved this 8th day of August 2023. APPROVED: Anthony Heddlesten, Mayor ATTEST: Kelly Krell, City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722 (563) 355-2511 I www.riverdaleia.org Job Description TITLE: Operations Manager DEPARTMENT: Public Works REPORTS TO: City Council FLSA: Exempt (minimum 40 hours/week) POSITION SUMMARY: The Operations Manager is an exempt position with competencies in construction methods, equipment operation, manpower management, budgeting and decision making; which performs work related to the management, oversight, planning and implementation of the City's maintenance of streets, parks, sewer lines, and other municipal operations. The operations manager additionally performs work related to the management, oversight, planning and implementation of the City's code of ordinances. Work includes but is not limited to; code enforcement, inspections, permits, policy development, coordination with contracted building inspectors, board of adjustment meetings and planning and zoning meetings. This position will serve as a supervisor over work performed by part time or contracted staff. Position may be required to attend council meetings. Responsible for the oversight of all the City's outside activities; including but not limited to installation, repair, and maintenance of the sanitary sewer collection system, storm sewer collection system, roadways, sidewalks, City owned parks and other properties and maintenance of City rights of way. This position coordinates with outsourced contractors preforming work for the City. Position is expected to be able to serve as a Competent Person (per OSHA rules), and be skilled in supervising and decision -making. The Operations Manager follows prescribed policies and procedures and must be skilled in decision -making and generally work well with limited supervision. Performs all other duties as assigned. ESSENTIAL FUNCTIONS AND DUTIES: Determine and prioritizes work plans and coordinates personnel, equipment and materials to accomplish results in a safe and efficient manner. Coordinates with City Council on all pertinent matters. Coordinates the locating and documenting of sewers, streets and other necessary information. Must have a thorough knowledge of equipment and manpower necessary to perform tasks in sewer, street, parks, and related work areas, including knowledge of all pieces of equipment used by City crews and how to operate this equipment safely. Responsible for keeping all City vehicles, equipment, tools, building and grounds in clean, safe and in good working condition as needed. Must have strong knowledge of street repairs & maintenance, parks maintenance, and sanitary sewer and storm sewer collection systems. Must be able to skillfully operate maintenance equipment. Performs semiskilled and skilled manual labor that may or may not be related to equipment operation and construction and maintenance activities. Supervises work schedules and approves & coordinates employee leave time as needed. Interviews, hires and evaluates departmental employees. Prepares yearly and special department budget requests in coordination with the City Clerk. Purchases departmental supplies & equipment under applicable purchasing policies. Must have physical ability to traverse variable terrain conditions not accessible by vehicle. Must have ability to bend, stoop, lift and carry 75 pounds, and must be in general good physical health. Must have ability to hear speech and other sounds effectively for the taking of statements and directions. Must possess sufficient mental functions and capabilities to make rational decisions to handle operational needs and business decisions of the position. Must have ability to establish and maintain effective working relationships with supervisor, co-workers and the general public. Must have ability to work for extended periods of time outdoors, occasionally under adverse weather conditions. Must be able to understand and follow instructions and written diagrams, and have mastery of the spoken and written English language. Must be able to speak, write and understand English to effectively communicate with fellow employees, contractors and the general public by telephone, electronically, in written format and face-to-face. Must have ability to perform basic mathematical calculations. Position performs other assigned duties as deemed necessary or as required. TYPICAL DUTIES: As above. Participates in the daily activities of the City of Riverdale's operations. KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Must have positive and professional demeanor when conducting City business. Self-starter that can work with limited supervision. Must be careful and skilled in the operation of equipment & complete in record keeping as needed. Must develop thorough knowledge and understanding of safety rules and regulations and City policies. Must work within and enforce these rules, regulations and policies. Team player who inspires others to perform to the best of their abilities. Ability to effectively express ideas verbally and in writing. Ability to establish and maintain positive working relationships with Supervisor, City employees, Mayor & City Council, and the general public. Ability to deal with all of the aforementioned tactfully and courteously. Able to solve problems and make quality decisions, when necessary in consultation with supervisors. WORKING CONDITIONS: Mixture of inside work and outside manual work performed under variable conditions, including occasional adverse weather. Regular lifting, climbing, stooping, reaching, and handling activities. Outside work involves standing, walking, moderate lifting, operation of trucks and other equipment and other moderately demanding physical activities. Requires ability to converse, using verbal and listening skills, with citizen customers, vendors, staff and Council. Requires eye/hand coordination, manual/finger dexterity and motor coordination. Requires clerical, forms, numerical, and verbal perception. Moderately high physical strength requirements involving the moving, lifting, pushing, carrying and pulling of objects weighing up to 75 pounds. REQUIREMENTS: High school diploma or GED required, Associate's degree preferred with a minimum of 5 years of experience in the construction, maintenance and repair of public works facilities and infrastructure. Past management and supervisory experience preferred. Ability to communicate clearly, and keep accurate records. Ability to understand and carry out oral instructions as well as basic written instructions. Good public appearance and positive attitude. Must possess a current Commercial Driver's License and endorsements at time of hire and throughout employment. Must be able to obtain any required sewer certifications from the State of Iowa within a reasonable period of time from hire, and maintain these certifications throughout employment. Must be insurable by the City's insurance company, able to pass a thorough background check, and a pre- employment drug screen and physical.
