Implementation of Staffing Reorganization Plan
GENERAL MANAGER ' S RECOMMENDATIONS
Approve the recommendations contained herein to begin
implementation of the staffing reorganization plan.
Discussion:
At your February 26 , 1991 meeting, you approved in concept the
staffing reorganization plan as presented in report R-92-27 . The
staffing reorganization plan is shown on the attached chart. This
report contains specific recommendations on implementing the
plan, as well as more detailed cost information .
For the purpose of this report, additional maximum salary plus
related benefit, cost information are shown. The current 1991-
1.992 salary range structure was used as the base for the cost
estimates . Because of hiring and other implementation schedules
and because not everyone will be at the top of his or her range
intially, the initial costs will not be as great . Salary costs
are based on the top step of current salary ranges , but do not
include future salary range cost of living or market adjustments .
The estimates for new or upgraded managerial positions are based
upon estimates made by George Sipel Associates based upon current
salaries and market factors .
The projected cost to implement the staffing reorganization plan
is $404 , 600 . By program areas , the plan and related costs
breakdown as follows :

Board-management workshop was to review various processes in the
organization with streamlining procedures as a goal .
Recommendations and suggestions to streamline various processes
follow below.
Discussion :

potentially reducing amount of Board involvement
required .
3 . Board Meetings
A. Attempt to schedule major agenda items , which require a
significant amount of staff preparation time and
presentation time for first Board meeting of the month.
Attempt to keep agenda light for second Board meeting
of the month , allowing for possible cancellation of
second meeting or potential allocation of meeting time
for study sessions with the Board on specific items in
preparation for future agenda items .
B. Shorter . Use time at Board meetings more efficiently.
C . Begin meeting at designated start time .
D. Follow estimated times on agenda more closely; motion

Meeting 92-5
March 11 , 1992
AGENDA ITEM
Award of Contract for Picchetti Barn Restoration Project
GENERAL MANAGER' S RECOMMENDATION
1 . Accept the lowest responsible bid of $88 , 490 from Plan
Construction Company, Inc . of Cupertino for restoration of
the barn at Picchetti Ranch.
2 . Authorize the General Manager to enter into a contract for
performance of the work .
Discussion: At your December 18 , 1991 meeting, you authorized
staff to solicit bids for the Picchetti Barn Restoration Project
(see report R-91-146 dated December 10, 1991) . A notice
requesting bids was advertised on February 7 , 10 , and 11 , 1992 .
The public bid opening was held on February 28 . A summary of the
bids is attached for your review.
Contractors bid on the base project (barn) and two alternates ,
which consisted of installing electrical service and a variety of
work associated with doors and windows . If the bids received
were higher than the funds available , the alternate items would
have been deleted from the project . Contractors also submitted
unit price bids . Because this is a historic preservation
project, we are recycling as much of the existing siding material
as possible . If the project requires more new material than
estimated, unit price bids will be used to determine the cost of
materials and prevent unreasonable increases in the total project
cost .
The lowest bid was submitted by Plan Construction Company, Inc .
of Cupertino. Staff analyzed the bid submitted by Plan
Construction and found it to be complete . Staff also contacted
several references for information about the contractor ' s past
construction projects . The contractor works exclusively with
public agencies and has worked on projects such as building
renovation, disabled access facilities , and playground
development. References stated that the contractor was thorough
and that projects proceeded smoothly.

Dear Ms . Blackman:
The eligibility assessment prepared for the former Almaden
Air Force Station has been approved, with two categories of
contamination identified for further investigation. This
assessment, termed an Inventory Project Report, is solely used as
an eligibility document and is not an exhaustive report on any
hazardous materials on the former Department of Defense site . A
detailed survey and report on hazardous or toxic sites on the
former station will be performed during the design phase of site
remediation.
Funds and authority to perform that survey were received on
February 18, 1992 . A team from the Sacramento District
Environmental Engineering Section will be in contact with your
office, and that of other property owners, to coordinate our
access to the site.
At each step in the survey, design and remediation of this
site we will coordinate our actions with each of the property
owners and solicit your input and approval .
I trust this information will be useful . Should you have any
further questions on this issue, please contact Mr. Larry
Bergmooser at (916) 557-7671 .
Sincerely,
