The proposed fence area assembly is as follows: there is a foundation system, a base plate, fence panel and top tie-in pin system. The foundation system is a 12-inch x 12-inch x 24-inch concrete block that is saw-cut and poured into the existing pavement profile and does not go below the standard duty asphalt profile of 12-inches. With the concrete block are two sleeves that protect an eyelet bolt secured to the concrete. When the fence is not in use, a metal cover plate closes the small opening. The base plate is a flat metal plate with two holes and two vertical pins. The two holes allow for a hook- bolt to be secured to the eyelet bolt and the threaded portion of the bolt comes through the base plate holes and is secured with a washer and nut. As such, the base plate is tightly secured to the asphalt. The vertical pins will connect two panels. The fence panels are made of metal construction with vertical and horizontal wooden fascia slats attached to the metal frame. The wooden fascia slats are painted white and brown. To fully secure the fence panel system, a top tie-in pin is inserted. The tie-in pie is u-shaped and it is inserted in the top holes of two adjacent panel sections; thus, tightly securing the fence panels together.
