AWARDING CONTRACT FOR HILL DISTRICT STORMW ATER
IMPROVEMENTS PROJECT
WHEREAS, the Borough of Carteret requires certain improvements to its storm water collection
system pursuant to the Hill District Stormwater Improvements Project prepared by the Borough
Engineer; and
WHEREAS, the Borough Purchasing Agent, in consultation with the Borough Engineer solicited
and received 8 bid proposals for said project as follows:

2. Montana Construction Corp. $2,259,535.00
3. Carbro Constructors $2, III ,650.00
4. Scarar Contracting $1,793,975.00
5. DMR Construction $2,047,059.00
6. Stacey Contracting $1,768,962.75
7. Rencor, Inc. $1,755,115.00
8. Northeast Remsco Construction $1,514,037.50
WHEREAS, Northeast Remsco Construction has submitted the lowest bid for said
improvements as evidenced by the response on file with the Borough Purchasing Agent; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended
the award of a contract to Northeast Remsco Construction. Effective August 12, 2004.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret as follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a contract
with Northeast Remsco Construction, 1433 Hooper Avenue Suite 121, Toms River,
NJ 08753 for the sum of$1,514,037.50, in accordance in all respects with the request
for proposals and bid on same.
2. That the foregoing award is contingent upon receipt of authorization to award from
the USEP A and certification of funds by the Borough's Chief Financial Officer and
approval of the New Jersey Department of Labor, Division of Wage and Hour
Compliance.

Dear Mayor Reiman:
Confirming our meetings of July 22 and 29,2004 which were also attended by Borough Attorney Robert
Bergen, it is my understanding the Borough plans to award the above referenced project to Northeast
Remsco Construction, h1C. at its August 12, 2004 Council meeting. The award must be made conditional
on EP A's authorization to award. As we discussed, in order for EP A to authorize award of the contract,
the Borough must obtain all necessary property for the project.
The Borough must acquire 3 separate properties for the project construction to proceed. These properties
to be acquired are owned by BP North American Products, Mr. I. DeBella (Matzel) and Mr. Dennis
Korkowski. At the above meetings, Mr. Bergen reported on the status of property acquisition. Mr. Bergen
also stated BP has agreed to convey the wetlands property to the Borough of Carteret and requested T &M
provide the necessary BP parcel map and description for this conveyance.
Regarding the status of permits for the project, as I reported to you at the meetings, the Freehold Soil
Conservation District Certification and the Permit from the Army Corps of Engineers are anticipated
within the next few weeks. The Waterfront Development/Wetlands Permit has been submitted to the
DEP, however, we have been advised no further review will take place until the property owner
certification (BP's signature) for the required easement is completed or the property is conveyed to the
Borough and the Borough becomes the Owner.
If any further information is required or if we can be of any assistance whatsoever to either you or the
Borough Attorney, please advise.

Dear Mr. Haj ducek:
This letter is to notify you that the Borough has received bids for the Hill District Stormwater
Improvements Project, Contract No. 04-03. The low bidder for the project is Northeast Remsco
Construction Inc. in the amount of$1,514,037.50. In accordance with the requirements outlined
in your April 9, 2004 letter, we are submitting the following documents for your approval and
request authorization to award the above referenced contract:
a. Bid tabulation;
b. Copy of the signed proposal;
c. Recommendation of A ward Letter;
d. Proof of Publication from the Asbury Park Press and Home News Tribune;
e. The Borough is in the process of obtaining all necessary property and easements required by
the proposed construction. Upon receipt of same, the Borough Attorney will provide the
required statement;
f. The Borough Engineer will provide contract administration and inspection services during
periods of active construction activity to ensure compliance with the contract documents.
g. No addendas were issued for this project;
h. Copy of the Certification of Non Segregated Facilities is enclosed in the bid bond. A copy of
the Certification of Compliance with 41 CFR Part 60-2 Affirmative Action Programs will be
forwarded to you as soon as possible;
1. Compliance with any MBE/WBE grant requirements will be met in accordance with the
contract documents; and
J. Copy of the Bid Bond enclosed. Contractor typically submits the Payment and Performance
Bonds upon receipt of the Notice to Award letter. Copies to be forwarded upon receipt.
In addition, the bidder does not appear on the U.S. General Services Administration's "List of
Parties Excluded From Federal Procurement and Nonprocurement Programs" obtained from the

The low bidder is Northeast Remsco Const. Inc. of Toms River with a total hid of $1,514,037.50.
As shown above, the low bid is favorable as it is significantly below the second lowest bidder
and the engineer'.s estimate. We have discussed the bid with representatives of Remsco and they
have advised us that they aré comfortable with their bid based on the scope of work and they did
not overl{ Qk any project requirements. Further, we have reviewed 1h~ bid p<1!;k;.\~es ~nd finci
them to be complete.
We have worked with Northeast Remsco Const., Inc. in the past on similar large pump station
and pipe construction projects and found their work to be satisfactory. We also contacted two
referen.ces and they reported ReQ'1$CO'S past project performance to be satisfactory,
The bid documents provide the Borough with a 60 day period to take action on contract a,ward.
In addition, Remsco accepted an additional 60 day extension for award (see enclosed May 11,

Hill District Stormwater Improvements Project
Dear Mayor Reiman:
Bids for the referenced project were received on April 14, 2004 at the Borough Annex. Eight
bids were received. A bid summary is attached for your infonnation. The three lowest bids are
presented below along with the engineer's estimate:

Rencor, Inc. $1,755,115.00
Stacey Contracting, Inc. $1,768,962.75
Engineer's Estimate $2,099,925.00
The low bidder is Northeast Remsco Const. Inc. of Toms River with a total bid of $1,514,037.50.
As shown above, the low bid is favorable as it is significantly below the second lowest bidder
and the engineer's estimate. We have discussed the bid with representatives of Remsco and they
have advised us that they are comfortable with their bid based on the scope of work and they did
not overlook any project requirements. Further, we have reviewed the bid packages and find
them to be complete.
We have worked with Northeast Remsco Const., Inc. in the past on similar large pump station
and pipe construction projects and found their work to be satisfactory. We also contacted two
references and they reported Remsco's past project performance to be satisfactory.
The bid documents provide the Borough with a 60 day period to take action on contract award.
In addition, Remsco accepted an additional 60 day extension for award (see enclosed May 11,
2004 extension letter). Based on the current extension, the Borough has until August 12, 2004 to
take action on contract award.
Based on their low bid and satisfactory past performance, I recommend the Mayor and Borough
Council award this contract to Northeast Remsco Construction, Inc. of Toms River, New Jersey
in the amount 01'$1,5]4,037.50. Award should be contingent upon receipt of authorization to
