HomeMy Public PortalAbout2019-12-021 REGULAR COUNCIL MEETING, DECEMBER 2, 2019 CALL TO ORDER Mayor Carrie Tergin called the December 2, 2019 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Council Members were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to adopt the agenda. Councilman Graham seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Gail Strope, Human Resources Director, presented the 2019 Kevin Meinhardt Award to Katy Lacy. Fire Chief Matt Schofield recognized Fire Driver Dale Duemmel who is retiring this month with 30 years of service. Mayor Tergin thanked Mr. Duemmel for his years of service and presented him with a key to the City. PUBLIC HEARINGS a. Amendment to Chapter 35, Zoning Code, Pertaining to Short Term Rentals. i. Associated pending bill 2019-068. A Staff presentation was made by Eric Barron, City Planning Manager. Judy Bryant, 2059 Hastings Rd., spoke on her positive experiences as a short- term rental owner. Carla Kessell, 921 Fairmount Blvd., spoke in favor of the bill. There being no others to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded . 2 REGULAR COUNCIL MEETING, DECEMBER 2, 2019 2019-068 sponsored by Councilman Graham, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 35, THE ZONING CODE, TO ESTABLISH SHORT TERM RENTAL OF A RESIDENCE AND SHORT TERM RENTAL OF A LODGING ROOM AS A PERMITTED USE IN THE RESIDENTIAL AND INDUSTRIAL ZONING DISTRICTS. There being no objection, Bill 2019-068 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15976. Aye: Fitzwater, Hensley, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Nay: Graham and Mihalevich APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Susan Cook Williams and Rob Medin with Habitat for Humanity spoke on the Jackson Street Summer Blitz Build. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Mr. John Landwehr, representing Neidert Properties LLC, briefly spoke on 2019-084. Since there would be no request to suspend the rules on the bill at this time, Mr. Landwehr decided to wait until the December 16th City Council meeting to speak further on the bill. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF All City meetings can be found on the City’s calendar at jeffersoncitymo.gov. The Cole County/Jefferson City Complete Count Committee kick-off meeting will be January 13th, 9:00 A.M. – 10:30 A.M. at City Hall, Council Chambers. Mayor Tergin’s announcements included:  Mayor Tergin will be attending the University of Missouri, Columbia Business School student’s presentations on the impact of the 2019 tornado on the City of Jefferson.  Upcoming December events were announced o December 4th – Polar Plunge, 5:00 P.M. on Madison Street. 3 REGULAR COUNCIL MEETING, DECEMBER 2, 2019 o December 5th – Mayor’s Christmas Tree Lighting, event begins at 5:30 P.M. with the tree lighting at 6:30 P.M. o December 6th – Downtown Living Windows o December 7th – Downtown Christmas Parade Ryan Moehlman, City Counselor, announced the Missouri State Penitentiary Redevelopment open house, scheduled for December 9 th, 5:30 P.M. – 7:30 P.M. at the Jefferson City Police Training Room. Potential redevelopers will be presenting their proposals and answering questions. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru Miss Wanjiru was not in attendance. There were no updates at this time. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meeting: November 18, 2019 b. Acceptance of Bid 3090 by Lou Fusz for Purchase of Six Police Vehicles A motion was made by Councilman Prather and seconded by Councilwoman Wiseman to approve the Consent Items. The motion was approved unanimously. Councilman Fitzwater, who had voted against the bill, made a motion to reconsider. Councilman Schreiber seconded the motion. Councilman Prather motioned to take up Substitute #2 to bill 2019-071.
