1. Call to Order and Introduction of Members, Ex-officio Members and Staff
The Chairman, five regular members and two alternates were present. A quorum was present.
Mr. Barron introduced Ms. Beth Sweeten, Administrative Assistant, for the Department of
Planning and Protective Services who replaced Ms. Anne Stratman.
Designation of Voting Alternates
The Chairman announced that all regular members and Alternates Hank Vogt and Penny Quigg
are eligible to vote.
2. Procedural Matters and Procedures Explained
Mr. Zollinger explained the procedures for the meeting. The following documents were entered
as exhibits. Mr. Zollinger advised that copies of the exhibits are available through the City Clerk or
the Department of Planning and Protective Services:

Copies of applications under consideration
A list of property owners to whom notices were sent

Ms. Cotten moved and Mr. Lester seconded to adopt the agenda as printed. The motion passed
7-0 with the following votes:

4. Approval of the Regular Meeting Minutes of February 14, 2019
Ms. Cotten moved and Mr. Yarnell seconded to approve the Regular Meeting Minutes of
February 14, 2019 as printed. The motion passed 7-0 with the following votes:

5. Communications Received
Correspondence was received for Case No P19010 and P19011.
6. New Business/Public Hearings
Case No. P19010 – 700 Block of Sardonyx Drive, Rezoning from RS -2 to C-2 and
Comprehensive Plan Amendment. Request filed Ryan Prenger, property owner, for the
rezoning of 7.42 acres from RS-2 Single Family Residential to C-2 General Commercial and an
associated amendment to the Development Plan Map of the Comprehensive Plan. The property
consists of Reserve Tract A of proposed Prenger Ridge Subdivision and is located approximately
160 feet west of the future extension of Sardonyx Drive, located in the City of Jefferson, Cole
County, Missouri (Central Missouri Professional Services, Consultant).
Case No. P19011 – Sardonyx Drive, Final Subdivision Plat of Prenger Ridge
Subdivision. Request filed by Ryan Prenger, property owner, for a Final Subdivision Plat for
23.90 acres consisting of 35 Single Family Residential lots. The property is zoned RS-2, RS-1
Single Family Residential and C-2 General Commercial and is located on the North end of
Sardonyx Drive and is described as part of the Northeast quarter of the Southwest quarter of
section 10, Township 44 North, Range 12 West, in the City of Jefferson, Cole County, Missouri
(Central Missouri Professional Services, Consultant).
Chairman Jordan explained that both cases will be presented together since they pertain to the
same property.
Rezoning from RS-2 to C-2
Mr. Zollinger described the proposal and explained that the entire property is zoned RS -2 Single
Family Residential except for Reserved Tract B which is zoned C-2 General Commercial. He stated
that the Comprehensive Plan Map shows a portion of Reserved Tract A as commercial. Mr.
Zollinger explained that the current zoning of the property has commercial bordering the property
line. He stated that the purpose of the rezoning is to rezone the entirety of Reserved Tract A to
commercial for the possible future expansion of commercial development along South Ten Mile
Drive. Mr. Zollinger explained that due to the way that the property is laid out it would be difficult to
access that portion of the property from the proposed subdivision.
Mr. Patrick Kremer, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request and explained that Reserve Tract A is proposed to be rezoned from RS-2 to
C-2. He stated that the property has been previously undeveloped and sits just south of the
commercial properties adjacent to Missouri Boulevard. Mr. Kramer explained that the rezoning of
the property would provide additional space for expansion of rede velopment of the commercial
properties along Missouri Boulevard. He stated that the properties further to the south have been
developed as single family residences so we are matching the character of that development. Mr.
Kremer explained that Reserved Tract A would be considered unusable as a residential lot due to
its difficult terrain. He stated that the decision was made to downsize a portion of these lots and
rezone them as commercial. Mr. Kremer explained that the intent of the rezoning is to present the
more intensive zoning district to future property owners in the subdivision. In result, future property
owners in the subdivision know upfront that Reserve Tract A could be developed commercially and
the property owners of Reserve Tract A can adjust as needed in the future. He stated that the plan
calls out a 50 foot natural bufferyard in the back of the proposed residential development.

Final Subdivision Plat
Mr. Zollinger described the proposal and explained that the current zoning for the entire property
is zoned RS-2 Single Family Residential, as well as, a portion of the property that is involved in the
subdivision plat is zoned C-2 General Commercial. He stated that the Preliminary and Sketch
Subdivision Plat of Prenger Ridge Subdivision was approved at the December 13, 2018 Planning
and Zoning Commission meeting. Mr. Zollinger explained that the sketch plat shows future
connectivity with Sardonyx Drive wrapping back to Weathered Hill and down to West Edgewood
Drive. He stated that the Preliminary Plat shows 35 single family residential lots. Mr. Zollinger
explained that the property was divided to be developed in a way that works with the land. He
stated that what is remaining is Reserved Tract A which is the subject of the rezoning and
Reserved Tract B which is currently zoned C-2.
Mr. Patrick Kremer, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request and explained that the final subdivision plat shows the extension of Sardonyx
Drive ending in a cul-de-sac bulb to allow for future expansion. He stated that right-of-way
extension as shown along Lot 19 would allow for future connectivity to neighboring property. Mr.
Kremer explained that the intent of the sketch plat is to eventually extend Sardonyx Drive back to
Emerald Lane and ultimately back to West Edgewood Drive. He stated that there is no intent to
connect Sardonyx Drive to South Ten Mile Drive, doing so would make Sardo nyx Drive a cut
though to an already congested intersection. Mr. Kremer explained that any deviation to the sketch
plat approved in December 2018 would have to come back to the Planning and Zoning Commission
for approval. He stated that the end of Sardonyx Drive ends in the RS-2 zoning district and Tract B
is currently zoned C-2. Mr. Kramer explained that in order to make that connection to South Ten
Mile Drive a case would have to be presented again to the Planning and Zoning Commission and
City Council. He stated that Sardonyx Drive will allow parking on one side of the street and
sidewalks are proposed along the east side of the street. Mr. Kremer explained that the majority of
stormwater would be directed to the west to the existing Diamonds Subdivision detention basin. He
stated that the remainder of the stormwater will be directed to the east to a privately maintained
detention basin.
Mr. Kremer distributed visuals depicting the area to be rezoned; the sketch preliminary plat; and
the final subdivision plat.
Mr. Barron clarified that commercial property cannot obtain access from a residential street. He
explained that the Consultant referenced on the Final Subdivision Plat that they are establishing a
bufferyard that is greater than what is required for the residential portion. Mr. Barron explained the
Consultants plans for stormwater detention.
Mr. Ryan Prenger, Applicant, 3925 Autumn Woods Lane, spoke in favor of this request and
explained that they will put in place stricter restrictions than what currently exists. He stated that
homes will have a higher square footage requirement than the surrounding residential homes. Mr.
Prenger explained that currently the street is a dead end. He stated that the new street will end in a
cul-de-sac which will mak e it easier for large vehicles to turn around. Mr. Prenger explained that
they will build a significant curve in the road to slow down traffic.
No one spoke in opposition to this request.
The following individuals spoke neither in favor or opposition to this request:
Les Fortenberry, 921 Garnet Point, explained that his lot is where the existing pond dam breech
comes out. In big rain events he gets more than 8 inches of water coming over the top of the
culvert. He inquired of a way to prevent over topping from that basin.
Mr. Ron Taube, 925 Sardonyx Drive, explained that the city owned retention basin is at capacity.
He inquired of what steps are being taken to make sure that the excess stormwater is being dealt
with.
Ms. Maureen Rucker, 937 Sardonyx Drive, expressed concerns of what will happen to the wildlife
living in this area when the new development is constructed.

Mr. Dewayne Rucker, 937 Sardonyx Drive, inquired of the timeframe for the future connection to
West Edgewood Drive.
Correspondence expressing concerns was received from the following individuals:

Steve & Leah Hynes, 905 Sardonyx Drive
Mr. Wade addressed the concerns about stormwater and explained that in regards to the eastern
basin, the comments that staff returned to the Consultant would be to place a type of rock blanket
on the lower side of the basin outlet for erosion control. As far as over topping of the basin, the
plans call for an erosion control type blanket to be placed over the top of the dam structure in order
to make sure that the proposed turf is reinforced. As far as the existing basin to the west in the
Diamonds Subdivision, the lower flow pipe that goes through that basin is a 24 inch pipe. We want
to further constrict that pipe in order to make the detention basin more frequent in regards to the
lower storms and to address the amount of water coming off of the new basin.
Mr. Barron explained that there are no immediate plans and no timeline for future extension of
Sardonyx Drive. The reason it is shown to be constructed as a cul-de-sac is to provide for a
permanent turn around until such a future date allows for connectivity. In regards to wildlife, there
are notes on the grading portion of the plan that shows only the minimum amount of trees being
removed in order to clear the portion of the land where the houses will be built. The rear portion of
the lots will remain wooded and not remove trees where it is no t necessary. That would result in a
significant portion of the property remaining wooded.
Mr. Patrick Kremer, Central Missouri Professional Services, 2500 E. McCarty Street, concurred
with staff’s comments and explanations.
Mr. Zollinger gave the Planning Division staff report.
Mr. Wade gave the Engineering Division staff report.
Rezoning Motion:
Mr. Lester moved and Mr. Yarnell seconded to recommend approval of the comprehensive plan
amendment request to show the 7.42 acres of property as Commercial on the Development Plan
Map of the Comprehensive Plan to the City Council. The motion passed 7 -0 with the following
votes:
Aye: Cotten, Lester, Mahoney, Markus, Quigg, Vogt, Yarnell
Mr. Lester moved and Mr. Yarnell seconded to recommend approval of the request to rezone
7.42 acres of property from RS-2 to C-2 to the City Council. The motion passed 7-0 with the
following votes:
Aye: Cotten, Lester, Mahoney, Markus, Quigg, Vogt, Yarnell
Final Subdivision Plat Motion:
Mr. Yarnell moved and Mr. Lester seconded to recommend approval of the Prenger Ridge Final
Subdivision Plat, subject to comments and technical corrections of the Planning and Engineering
Divisions. The motion passed 7-0 with the following votes:
Aye: Cotten, Lester, Mahoney, Markus, Quigg, Vogt, Yarnell
Ms. Cotten and Mr. Vogt left at 6:15 p.m.
7. Other Business
A. Staff updates on prior cases
Rezoning 311 & 320 Hoover Road from PUD to M-1 and a Comprehensive Plan
Amendment. Mr. Zollinger reported that the rezoning was approved by the City C ouncil.

Special Exception Permit for a Short Term at 612 E. McCarty Street . Mr. Zollinger
reported that the Special Exception Permit request was approved by the City
Council.
Special Exception Permit for a Short Term Rental at 1500 Timber Trail. Mr. Zollinger
reported that the Special Exception Permit request was denied by the City Council.
B. Capital Area Metropolitan Planning Organization Transportation Plan Discussion
Ms. Katrina Williams gave a presentation on CAMPO’s Metropolitan Transportation Plan
Update. She encouraged Commission members to attend a public meeting on March 19. 2019
from 4:00 PM to 6:00 PM in City Hall.
