Police Personnel Board
Minutes-January 3, 2019
The meeting was called to order at 12:04 p.m.
Ten persons attended as follows:

Following greetings, roll call was taken.
New Board member, Pete Fleischmann was introduced and welcomed by the Board. There was a short
introduction of all of the members of the Board.
Approval of October 18, 2018 minutes
It was moved by Backues and seconded by Scruggs that both the open and closed minutes from October 18,
2018 Board meeting be approved. The motion was carried unanimously.
Old Business
Hiring update- Lt. Stiefermann announced that currently the JCPD currently has 3 open positions for Police
Officer and 1 for Communications Operator
Police officer - Lt. Stiefermann announced that 7 interviews were conducted out of the 8 that passed the
written police officer exam. Out of the 7 that were interviewed, 4 were approved to move on to interview with
chief, 1 withdrew, and therefore 3 were interviewed.
Communications operator – Lt. Stiefermann announced that 6 interviews were conducted out of the 8 that
passed. Out of the 6 that were interviewed, 2 were approved to move on to interview with Chief. A
conditional offer of employment was made to one individual for communications operator.
Chief Schroeder announced that the turnover during the past year has been approximately 6.5%, with a 3
year average between 3-6% for the entire department which is very good.
There was a brief discussion regarding the amount of overtime hours for the department and how the hours
can fluctuate depending on the amount of serious crimes that are being investigated.
New Business
Election of officers 2019-Mr. Burton asked for nominations for this year’s officers. It was moved by Mr. Klindt
that Mr. Backues serve as President and Mr. Shoun serve as Vice Chair for the upcoming year. The motion
was seconded by Lehman. The motion was carried unanimously.

Adjourn
It was moved by Scruggs and seconded by Klindt for adjournment. The meeting was adjourned at 12:33 p.m.
