HomeMy Public PortalAbout2019-09-05 minutes City of Jefferson Police Personnel Board Minutes-September 5, 2019 The meeting was called to order at 12:00 p.m. Nine persons attended as follows: BOARD MEMBERS PRESENT (7) STAFF PRESENT (2) Mr. Stacey Backues (Chair) Chief Schroeder Mr. Kemp Shoun (Vice-Chair) Lt. Jeff Stiefermann Ms. Lisa Lehman (Secretary) Ms. Stephanie Scruggs Mr. Dan Klindt Mr. Pete Fleischmann Mr. Bill Burton Following greetings, roll call was taken. Approval of May 2, 2019 minutes It was moved by Backues and seconded by Klindt that the minutes from May 2, 2019 Board meeting be approved. The motion was carried unanimously. Old Business-Hiring update Chief Schroeder discussed the openings that we currently have with the Board - one police officer and 3 communications operators and the need to get these filled in as timely manner as possible. Lt. Stiefermann passed out info on the trainees for Police Officers and Communication Operators that are currently enrolled in the 16 week training academy in Columbia, Missouri. He went on to announce that the new Animal Control Manager started on July 16th. New Business Hiring Process-Lt. Stiefermann discussed the need for another hiring process to begin for both Police Officer and Communications Operator and that the process will be opened up for interested candidates beginning September 6, 2019. Testing will be scheduled for October 10th through October 12th (see below). There was a discussion among the board members regarding the hiring process, attracting interested applicants, and the length of time it takes for the entire process which includes the written testing of candidates, physical assessment, interview processes, background screenings, etc. before an offer of employment can be made. Backues asked for volunteers for the required proctors and assigned them for the upcoming testing as follows: Communications Operator Testing - Thursday 10/10/2019 6:00 p.m. Proctors: Backues, Scruggs Police Officer Testing - - Friday 10/11/2019 – 1:00 p.m. Proctors: Kemp, Klindt Police Officer Testing - - Saturday 10/12/2019 9:00 a.m. Proctors: Fleischmann, Burton Budget Update-Chief Schroeder went over and discussed the requested yearly budget amounts with details on all of the budget requests as well as a summary of what was approved by the City. He explained his immediate and long term concerns regarding the items that were not approved and outlined some of the burdens this will have on the Department. Next meeting date- The next meeting will be October 17, 2019 in order for the Board to go over the testing results for Police Officer and Communications Operator.
