The Council were then handed their salaries of
$1.00 for the fiscal year ending September 30, 1964.
There being no forther business before the meeting
on motion of Mr. Beatty, seconded by Mr. White, the
meeting was adjourned.

COUNCIL MfINUTES
NOVEMBER 28, 1964
The Council of Bal Harbour Village met ori,Saturday,
November 28, 1964 at 9:30 A. M. in the Village Hall.
'Present: Messrs: Beatty, Hart, Sanders and White.
Absent: Mr. Fred Faulkner.
Also present were W. H. Webb, Village Manager; Mary
T. Wetterer, Village Clerk and Thomas H. Anderson, Village
Attorney. .
In tYie absence of Mayor Faulkner, the meeting was con-
ducted by .Assistant Mayor Hart. `
On`motion of Mr. Sanders, seconded by Mr.`White, the
minutes of the previous meeting of`October 24, 1964 were
approved as submitted.
Mr. Webb briefed the members on the "Sister City"
Program stating it would be done on a people to people
program and would have to be sponsored by a civic organiza-
tion, i.e. Rotary Club or Kiwanis.Club. The civic organiza-
tion approaches the city asking for their cooperation. All
work is done through the Washington office and they would
help .in selecting the foreign city. This item was tabled
until the next meeting with Mr. Faulkner in attendance.
The Village Manager informed the Council that he had
discussed the matter regarding the publishing of names of
juveniles for certain offenses with the Dade County Chiefts

of Police Association, and they had passed a resolution similar
to the Florida Police Chief's Association. In this connection
Mr. Anderson read
RESOLUTION NO. 124
approving the resolution passed by.the Florida Police Chief's
Association and the Dade County Police Chief's Association.
Mr. Beatty moved to adopt Resolution No. 124. Motion second-
ed by Mr. White and unanimously approved.
Ordinance No. -10,, amending Ordinance No. 77, regarding
vested rights for Police Officers under the State Pension
Fund was discussed. After consideration, Mr. White made a
motion to. adopt

Motion seconded by Mr. Sanders and unanimously voted. '
Ordinance No. 109, amending Ordinance No. 76, regar ing
vested rights for Firemen under the State Pension Fund was
discussed. Mr. Sanders moved to adopt

Motion seconded by Mr. White and unanimously adopted.
Mr. Webb informed the members that when we joined the
new hospitalization plan; we bought $1,000 of life insurance
for each employee which costs the Village $51.30 per month.
The insurance company has now'presented a plan that would in-
crease the life insurance pprtion of our present policies
for all employees based on tnnual salaries. An employee
earning up to $5,000 per annum would receive`$2,000 insurance;
salaries of $5,000 to $7,500 would be entitled to $5,000 in-
surance; salaries ranging'between $7,500 and $10,000 would
receive $8,000 life insurance and salaries of $10,000 and
overcwould receive $10,000 of insurance. This additional
insurance, based on the figures submitted by our insurance
company, would cost the Village an ddditional $73.80 per
month for a grand total of $125.10 per month. Mr. Beatty
moved that based on the Village Manager's recommendation, we
adopt the additional insurance premium provided it does not
exceed $80.00 per month. Motion seconded by Mr. Sanders and
unanimously approved.
Mr. Webb stated he had been approached by the Wall Street
Journal regarding the Village plating an advertisement .in
their publication as several cities in this area are now doing.

He further stated he thought the hotels might contact us
asking that Bal Harbour contribute some form of advertising
that would be helpful to promoting their interests. After
discussion, this item was tabled until such time as we might
be contacted by, the hotels.
The Village Manager advised of a letter received from
Copeland, Therrel, Baisden & Peterson representing the owners
of the Bal Bridge. Apartments. Their clients were objecting
to the parking of workmen's cars on private property. They
also heard rumors to the effect that the owners of Harbour
House were going to approach the Council for permission
to contract with Clarence Marquardt for the use of his land,
Lot 1, Block 8-A Resub of Residential Section of Bal Harbour,
for some sort of recreational use and to which their clients
objected as being against the zoning and deed prohibitions.
Mr. Anderson advised that inasmuch as this matter has not
officially come before the Council, with the Council's per-
mission, the Village Manager should direct'a general letter
to the residents stating this matter has come,to his attention
butthat nothing official has been brought before the Council
and a public hearing would have to be called when this matter
is officially presented.

Mr. Sanders moved to adjourn. Motion seconded by Mr.
White and unanimously" approved.
