A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA AMENDING THE WORK WEEK AS DEFINED IN RULE XI,
SECTION 5 OF THE CITY'S PERSONNEL RULES AND REGULATIONS

WHEREAS, Rule XI, Section 5, currently defines hours of
work for all city offices except for those for which special
regulations are required, as continuously from 8 am to 5 pm all
days of the year except Saturdays, Sundays and holidays; and
WHEREAS, Article XXIII of the General Employees MOU,
Article VIII of the Firefighters MOU and Article XXII of the
Management MOU currently provides that all employees covered by
the MOUs are eligible to work a compressed work week or flexible
work schedule; and
WHEREAS, Article XXIIZ of the General Employees and
Article XXIII of the Management MOU currently provides that the
work week of all classified employees covered by the MOUs shall
be five (5) eight (8) hour shifts per week, Monday through
Friday, except as designated by other resolutions and ordinances
enacted by the City Council and by directives of the City Manager
acting within the framework of said resolutions and ordinances;
and
WHEREAS,

WHEREAS, the City believes that the most expedient and
efficient manner to meet and exceed its trip reduction target
goals is to alter the hours that city offices are officially open
for business; and
WHEREAS, the City Council believes that its citizens,
employees and the General public will all benefit in the long-run
by this action.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Lynwood, California does hereby find, determine, order and
resolve as follows:
SECTION 1. That the City of Lynwood's business hours will become
9 am to 7 pm Monday through Thursday effective December 3, 1990.
SECTION 2. That the change to these hours of operation are for a
seven month trial period through June 30, 1990. An evaluation of
the success of the change and an appropriate recommendation as to
its continuation will be due from the City Manager to the City
Council by May 31, 1991.
SECTION 3. That the change of hours only applies to city
employees working a traditional work week, it does not apply to
safety employees working a work period as provided for by the
Fair Labor Standards Act.
SECTION 4. That the City Manager will ensure adequate publicity
of the change of business hours by notification through local
newspapers, beginning immediately, with large ads run for several
weeks, along with notices in the city's water bills, by posting of
notices on the doors of all city facilities and by all other
means deemed appropriate.
SECTION 5. That this resolution
