The motion passed unanimously. Approval of Minutes Mr. Wheat moved and Mr. Berendzen seconded to approve the minutes from the November 12, 2019 Regular Meeting as written. The motion passed unanimously. Communication Received Ms. Abbott stated that no communications have been received. Demolition Clearance Public Hearing-Over 100 Years Old Ms. Abbott explained that the following properties under consideration for demolition clearance are owned by the Jefferson City School District: 406 Union Street; 413 Stadium Boulevard; 416 Case Avenue; 420 Case Avenue; and 1225 Adams Street. The Historic Southside/Old Munichburg District & Neighborhood Plan identifies the Morris Subdivision as future redevelopment land use, presumably for Capital Region Medical Center and Jefferson City High School expansion. In addition, the May 2019 tornado significantly damaged and/or destroyed most of Morris Subdivision. Any local significance to this working class neighborhood is no longer intact. These properties no longer exemplify the cultural, economic, social or historic heritage of the city. Staff recommendation for these properties is demolition. Mr. Frank Underwood, Director of Facilities for Jefferson City Public Schoo ls resides at 220 Partridge Lane, Holts Summit, Missouri. He explained that Jefferson City High School is landlocked and the purpose of acquiring these properties is to further expand their sports facilities. Ms. Schantz opened public testimony. With no one speaking in favor or opposition to this request, public testimony was closed. No correspondence was received regarding this request. Mr. Record moved and Mr. Berendzen seconded to combine all aforementioned properties under consideration into one motion. The motion passed unanimously. The m otion passed unanimously. Demolition Review-Under 100 Years Old Ms. Abbott explained that the following properties under consideration for demolition review are owned by the Jefferson City School District: 403 Union Street; 407 Stadium Boulevard; 413 Union Street; 414 Case Avenue; 415 Case Avenue; 417 Case Avenue; 417 Stadium Boulevard; 418 Union Street; 419 Case Avenue; 422 Union Street; 1217 Adams Street; 1229 Adams Street. Mr. Berendzen moved and Mr. Record seconded to approve the demolition review application for the aforementioned properties. The motion passed unanimously. Section 106 Reviews A. 721 Adams Street Ms. Abbott explained that 712 Adams is undergoing the Section 106 process due to its potential to utilize Community Development Block Grant funds to demolish the structure . It is currently owned by River City Habitat for Humanity and was constructed in 1925. The intent is to demolish the current structure and build a habitat home in its place. The property has been vacant for 1 year, 5 months and sustained fire damage. B. 1323 Gordon Court Ms. Abbott explained that 1323 Gordon Court is undergoing the Section 106 process due to its potential to utilize Community Development Block Grant funds to demolish the structure. It is currently owned by River City Habitat for Humanity and was constructed in 1925. The intent is to demolish the current structure and build a habitat home in its place. The property has been vacant for 1 year, 7 months. Damage caused from neglect includes missing roof, water damage, loose brick, and bad mortar joints. C. 1206 E High Street Ms. Abbott explained that 1206 E. High is undergoing the Section 106 process due to its potential to utilize Community Development Block Grant funds to demolish the structure. It is currently owned by River City Habitat for Humanity and was constructed in 1915. The intent is to demolish the current structure and build a habitat home in its place. The property has been vacant for 1 year, 7 months. Damage caused from neglect includes: erosion, water damage from improper landscaping, foundation slippage, and buckling stucco. Mr. Berendzen moved and Mr. Record seconded to combine all aforementioned properties under consideration into one motion. The motion passed unanimously. Mr. Berendzen moved and Mr. Wheat seconded to approve the Section 106 Reviews. The motion passed unanimously. New Business A. Election of Officers A ballot was distributed to Commission members. Mary Schantz volunteered to run for Chair and Donna Deetz and Greg Bemboom volunteered to run for Vice Chair. The ballots were collected and votes tallied. Mary Schantz was voted Chair and Donna Deetz Vice Chair. Position appointments begin in January 2020. Minutes/Jefferson City Historic Preservation Commission Page 3 December 10, 2019 B. 2019 Certified Local Government Report Ms. Abbott presented the 2019 Certified Local Government Report for 2019. She discussed the following accomplishments: (1) Comprehensive Historic Preservation Plan; (2) West Main Street Historic Architectural Survey reported that 126 contributing propertie s are eligible for the National Historic District and 1700 and 1704 West Main Street are eligible for individual listing. Future Plans include: (1) structural assessment of unreinforced masonry buildings in the Missouri State Capitol and Munichburg Commerc ial Districts; and (2) tornado recovery in the Capitol Avenue Historic District. Other Business A. Dangerous Building Determinations Ms. Abbott explained that the single family structure at 1222 E. Capitol Avenue was damaged by fire on November 7, 2019. The building's condition is categorized as a dangerous building per city code and is declared a nuisance. The structure's condition must be abated and demolition is the option chosen by the owner. B. National Park Service Training – Incentives: a Guide to the Historic Preservation Tax Incentive Program. Commission Members will discuss this training module at the January 14, 2020 meeting. C. Ms. Schantz explained that she was contacted by residents of the Circle Drive area that expressed interest subsequent to the West Main Street Historic Resources Survey. She suggested holding a neighborhood meeting that included the Circle Drive area, Hayselton Drive, a portion of Boonville Road and the Forest Hill Drive area to inform residents of their options. Ms. Abbott explained that these areas can apply for a local historic designation or a landmark designation. Ms. Senzee will coordinate a neighborhood meeting in the near future. Ms. Schantz volunteered to assist Ms. Senzee with planning the neighborhood meeting. Dates to Remember A.
