The Regular Meeting of the Mayor and Council of
the Borough of Carteret was called to order by
Mayor Peter J. Sica, 7:30 P.M., Municipal
Court/Police Facility, 230 Roosevelt Avenue,
Carteret, New Jersey on Thursday, June 20, 1996.
Upon individual roll call vote, the following
were noted present:

The meeting was opened with a minute of silent
prayer and the pledge of allegiance led by Mayor
Peter J. Sica.
The Clerk stated that on June 14, 1996, in full
compliance with the Open Public Meetings Act, a
notice of tonight's meeting was sent to The Home
News & Tribune, The Star Ledger and posted on the
Bulletin Board.
Upon MMS&C, by Councilmembers Vesey and O'Brien
and unanimous affirmative vote of the full
membership present, the minutes of May 16, 1996
were approved as transcribed and engrossed by the
Clerk.
This was the night advertised to receive bids for
Yearly Catch Basin and Sewer Pipe Rehabilitation
and the Mayor called for all bids. Upon MMS&C,
by Councilmembers Feingold and Fazekas and
unanimous affirmative vote of the full membership
present, the Clerk was directed to open and read
aloud all bids received which were as follows:

Attorney Hedesh explained that the Ordinance
should read first year through sixth year instead
of ditto marks for these years. For
clarification the numbers two, three, four and
five should be put in.

Councilmember Vesey made a motion to amend the
Agenda to insert numbers two, three, four and
five. Councilmernber Bialowarczuk second the
motion. Councilmembers Bialowarczuk, Failace,
Fazekas, Feingold, O'Brien and Vesey voted in the

on this Ordinance.

Mayor Sica explained that we are giving
companies an option to pay twenty percent
taxes after the first year, forty
percent, sixty percent, eighty percent
and one-hundred percent.
U. S. Metals is a contaminated piece of
property that was bringing us no taxes.
They spent millions of dollars to clean
it up. In the five year program for the
tax abatement on those big buildings,
White Rose and D. B. Brown, over a course
of three years, they will pay almost
three million dollars, even with the tax
abatement. At the end of the fifth year
they will be paying in excess of a
million dollars a year. We are giving
them a little incentive to come to
Carteret like Woodbridge, New Brunswick
and Perth Amboy does. We've been more
successful than most others getting new
industries to locate in Carteret.
Through the efforts of this Council and
the Mayor, we've been successful in
bringing into Carteret in the past year,
over 1,000 jobs. It's an abatement
program to entice people to come to our
town and build considerable ratables.
Al though Whi te Rose paid no taxes the
first year, the building permit for the
White Rose building alone was
$224,000.00.

Readington Township. They just got a copy of it.
Mayor Sica said that we are getting more money
than we were supposed to.
Councilmewber Failace asked if that was the only
change.
Mayor Sica said yes.
Councilmember Failace asked about a section of
the agreement regarding bonds and short term
notes.
Mayor Sica said that we don't have to do that.

That contract was approved by DCA and it
outlines the responsibilities of us and
them and it also gives us the legal
parameters how to operate under this.
All that is saying is that you may bond
to build a housing unit. Readington
drafts the contract under the auspices of
the DCA. It's approved by the State.
Mayor Sica said that he didn't event want
this resolution on tonight. He preferred
to discuss it with the Council.
Borough Attorney Hedesh noted that we got
a letter from them asking us to please
put it on. He said that he doesn't like
to hesitate with two million dollars at
stake.
Councilmember 0' Brien asked if the
original Memorandum of Understanding is
part of this Agreement.
Mayor Sica explained that the Memorandum
of Understanding said that we were going
to do it as soon as it was approved.
Basically, what we're doing tonight is
just memorializing what we did last year.
Borough Attorney Hedesh explained that
the Memorandum of Understanding starts
the process. Then they prepare a
contract and send it to DCA. DCA
approves the language and makes
modifications. DCA has approved this
contract and told them to get it to us to
get it approved. The Memorandum of
Understanding, in effect, after the
contract is signed, is just another piece
of paper. This supercedes it.

COMMENTS
Mayor Sica said that Mike LePree lS a
rare person. He has done one heck of a
job. This started last year wi th Cool
and Casual T-Shirts and he raised a
considerable amount of money. This year
he wanted to raise $15,000.00. A lot of
people worked on it, but nobody worked on
it like Mike LePree.
Mayor Sica presented Mr. LePree wi th a
copy of the resolution.
Mike LePree said that this happened on
behalf of the whole town of Carteret. He
couldn't have done it without some decent
caring people. One of those people, in
particular, was someone that was with him
100%. On behalf of the Muscular
Dystrophy Association and the Carteret
Letter Carriers, he presented Mayor Sica
with a plaque.

BUILDING & GROUNDS: Committee Chairman
O'Brien said that they have three quotes
on the electrical work. The Council has
just passed a resolution to authorize
bids for the front steps. The county
informed Mr. Parmar that they will be in
next week or the first week of July to do
the parking lot. Ray Tobias is doing his
usual good job around Borough Hall. He
commended everyone that was involved with
the Shell Oil Fire. He reported
Progress.
FINANCE & ADMINISTRATION: Committee
Chairman Failace reported that now that
we have adopted the 1996 Budget, he spoke
with Patrick DeBlasio and it is time to
start to look at the 1997 Budget. They
have some things that they want to do,
some things they want to look at, some
things they did for this year that they
have set up for next year. He said that
he spoke to Patrick about some strategic
plans, not in detail yet, but he'd like
to see Carteret three or four years down
the road to see where we'll be. He

Bialowarczuk reported that the summer
work program will be getting started in
July. Mr. Kolibas will be meeting with
the students on July 8th and start
working July 9, 1996. As of this point
we have more than sixty Carteret students
who will be working for the summer. They
could get a little more than that. The
Civic Center Park field has now been
completely resodded. A lot of people
have said how nice it looks. Next week
they should be putting the sprinkler
system in.
Councilmernber Bialowarczuk reported that
the trees will all be done by the end of
the su~mer. There are a lot of trees to
put in and, as a matter of fact, they
have to order more trees.
Councilmember Bialowarczuk reported that
the Hecreation Commission has been
hard at work putting together the
concert schedule and the Soap Box Derby.

Mayor Sica thanked everyone for doing
their job at the fire. The police
department did a good job. They helped
Woodbridge any way they could. They also
took him back and forth if he had to go
home. Everybody did a great job. It was
a dangerous fire, but our men stood up to
it along with the rest of the towns that
assisted. He said that he doesn't know
if the people realize the effort it took
to get water to that fire. There were
fifty or sixty pieces of equipment at
their disposal and .everyone of those
pieces of equipment needed to be fueled
every couple of hours. The effort of
just fueling up those pieces of equipment
and making sure that they kept getting
fuel and that men had a rest and food
that were operating on the front line was
a monumental effort. The Police
Department, Fire Department and First Aid
did a great job.

were rushed into Korea, without proper
training and without proper equipment and
supplies; and
WHEREAS, during the first year of
fighting, the United States Forces
suffered some of the worst defeats in
United States Military History; and
WHEREAS, the Korean War has become known
as the Forgotten War, remembered only by
its surviving veterans; and
WHEREAS, these surviving veterans will
meet again on July 27, 1996, the 43rd
Anniversary of the Cease fire, at
Arlington Cemetery, to honor their Fallen
Comrades; and to dedicate the Korean War
Veterans Memorial;
