REGULAR COUNCIL MEETING, JANUARY 6, 2020
CALL TO ORDER
Mayor Carrie Tergin called the January 6, 2020 City Council meeting to order at 6:35 P.M.
ROLL CALL
The f ollowing Council Members were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber,
Ward, and Wiseman
Absent: Prather
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to amend the agenda, adding Item 7(d.)
Taxi Service Update. Councilman Mihalevich seconded the motion. There being no
objection, the motion to adopt the amended agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Katrina Williams, City Planner, provided an update and flyers pertaining to the 2020
Census Complete Count Committee. The kick-off meeting is scheduled for January 13th,
9:00 A.M. – 10:30 A.M. in the City Hall Council Chambers.

There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
The following appointments were recommended. Councilwoman Wiseman motioned to
approve the recommendations. Councilman Mihalevich seconded the motion. The motion
passed unanimously.

REGULAR COUNCIL MEETING, JANUARY 6, 2020
Councilman Mihalevich motioned to approve the recommended appointment of Ann
Pardalos to the Port Authority. Councilman Graham seconded the motion. The motion
passed unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
a. Mike Parks presented an update on the Columbia Regional Airport (Invited by
Mayor Tergin and Councilmembers Mihalevich and Wiseman)
b. Mayor Tergin presented David Bange, City Engineer with a City Coin for riding
over 8,150 bicycle miles in 2019.
c. Diane Gillespie presented the Jefferson City Convention and Visitors Bureau 2020
Budget. Councilman Mihalevich motioned and Councilwoman Ward seconded the
motion to accept the Jefferson City Convention and Visitors Bureau 2020 Budget.
The motion passed unanimously.
d. Ahnna Nanoski, City Planner, presented the Historic Preservation Plan.
e. With the recent closing of the sole taxi service provider in the Cit y, Brian Wekamp,
Linden Court, spoke on the needs for a 24/7 taxi service in the City.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
All City meetings can be found on the City’s calendar at jeffersoncitymo.gov.
The next Public Works and Planning Committee Meeting is scheduled for
Thursday, January 9th, 7:30 A.M. in the Boone-Bancroft Room of City Hall.
Councilman Fitzwater recognized Councilwoman Wiseman for recently being
named a Junior Chamber International Senator. It is the highest honor which can
be given to a current or past member by Junior Chamber International for
outstanding service to the organization. The local Jefferson City Jaycees
nominated Councilwoman Wiseman for the honor.
Mayor Tergin announced the First Impact Program, a free program d esigned to
teach parents about Missouri’s Graduated Driver License (GDL) law, and provide
them with the tools they need to monitor, coach and support their teen driver. The
meeting is January 13th from 6:00 P.M. – 7:30 P.M. in the Jefferson City Police
Training Room. Speakers include Police Sgt. Doug Ruediger, Deana Dothage from
the University of Missouri, Lori Branch of State Farm Insurance, and Mayor Tergin.

Mayor Tergin announced 2020 as the bicentennial year for Cole County.

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
Miss Wanjiru was not in attendance. There were no updates at this time.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mel Kallal, Fredricks Lane, spoke in favor of 2019-084 regarding the demolition of 200
East High Street.
CONSENT AGENDA
The following items were brought before the City Council for approval by Consent:
a. Minutes of City Council Meeting: December 2, 2019
b. Authorize a $66,518.88 Land Lease Renewal (Year 2) Agreement with Fischer
Grain Farms for Farming of City Owned Property
c. Acceptance of $78,850 Quote from VanDevanter Engineering, Inc. for the
Purchase of a Replacement Effluent Pump at the Wastewater Treatment Plan t
d. Acceptance of $47,677.50 Quote from Suez Treatment Solutions for the Purchase
of Replacement Ultraviolet Disinfection Bulbs at the Wastewater Treatment Plant
e. Acceptance of $40,971.20 Bid from Water & Sewer Supply, Inc. for the Purchase
of Manhole Frames, Covers, and Risers
f. Authorize Employee Assistance Program (EAP) Agreement with Personal
Assistance Service (PAS)
A motion was made by Councilman Mihalevich and seconded by Councilman Graham to
approve Consent Items (a) through (e). The motion was approved unanimously.
Councilman Mihalevich motioned to approve Consent Item (f), awarding the EAP
agreement to Capitol Region, rather than PAS. There was no second. Councilman
Mihalevich motioned for the Administrative Committee to review the EAP Agreement
before it’s voted on by City Council. There was no second.
Councilwoman Wiseman motioned to approve Consent Item (f) as is presented.
Councilman Hussey seconded the motion. After discussion between City Council and City
Staff, the motion passed by the following roll-call vote:
Aye: Fitzwater, Hensley, Hussey, Kemna, Ward, and Wiseman
Nay: Mihalevich
Abstain: Graham and Schreiber
