The Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Peter J. Sica, 7:30 P.M., Municipal
Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on
Thursday, September 5, 1996.
Upon individual roll call vote, the following were noted present:

Also noted present was Borough Attorney Hedesh.
The meeting was opened with a minute of silent prayer and the pledge of
allegiance led by Mayor Peter J. Sica.
The Clerk stated that on August 29, 1996, in full compliance with the
Open Public Meetings Act, a notice of tonight's meeting was sent to The
Home News & Tribune, The Star Ledger and posted on the Bulletin
Board.

The Clerk stated that Ordinance #96-22 was introduced and
passed upon First Reading at a Regular Meeting of the
Borough Council of the Borough of Carteret held on August
15, 1996. It was duly published in The Home News &
Tribune on August 20, 1996 with notice that it will be
considered for final passage after Public Hearing to be held on
September 5, 1996 at approximately 7:30 P.M. The
Ordinance was posted on the bulletin board and copies were
made available to the general public and according to law, she
read the Ordinance by title.

Councilmember Vesey noted that this will not cost the
taxpayers one dime. This is grant money. It is twenty-four
hours a week and the money is there.

the New Jersey Planning Commission clarifying the Status and
Standing of the State Development and Redevelopment Plan.

BUILDINGS & GROUNDS: Committee Chairman O'Brien
reported that the Borough Hall parking lot was repaired last
week, thanks to the County. He thanked Bobby Magner,
Dennis McFadden, Chick Tuturro, Willliam Kolibas, Jr. and
Ray Tobias for the re-lining of the parking lot. Patrick
DeBlasio is getting in touch with Paul Gadomski to do the
electrical upgrade. The specifications are prepared for the
front steps. Mr. Parmar has been trying to get in touch with
John Wanskus to sign off on the blueprints. Once he does
that, Gloria Goodrich can go out for bids. Ray Tobias is
doing his usual good job. He reported Progress.
FINANCE & ADMINISTRATION: Committee Chairman
Failace reported that he and Patrick DeBlasio went over the
actual expenses, year to date. It looks very good. It looks
like they put together a good budget.
Councilmember Failace noted that the Mayor was with him at
the Specials event on Monday. He spoke with Joanne
Kisselman and it seems that they are having a problem because
they lost the $9,000.00 grant.
Mayor Sica said that they will look at it in January. They used
to get a grant from Trenton and with all of the cutbacks, they
will lose about $8,000.00, but they will not allow that to affect
the less advantaged people in Carteret. If necessary, every
taxpayer in town can bite the bullet and make up the
$8,000.00.
Councilmember Failace agreed and noted that the Mayor and
his wife work hard with the Specials. There are a lot of
volunteers that work with the Specials and we can't allow
them to lose the grant. He reported Progress.
FIRE: Committee Chairman Fazekas welcomed the two new
volunteer members to the Fire Department. He thanked the
Vv oodbridge Fire Department, along with the Carteret Fire
Department for participating in last weekend's basketball
game.
PARKS & RECREATION: Committee Chairman
Bialowarczuk reported that last weekend the Recreation
Commission brought back the "Little Miss CaIteret" Contest.
Commission Member Barbara Baumgartner did an excellent
job putting it together. The judges did an extremely good job.
They should be commended. The winner was Andrea Torres
who is seven years old. She was crowned by Mrs. New
Jersey who came into Carteret for the afternoon.

The Mayor promised the four runners up, Mrs. New Jersey and Little
Miss Carteret that they would participate in the Halloween Parade.
Recreation Commission Chairwoman, Beverly Hedesh is sending out all
of the forms either today or tomorrow on our Halloween Parade. It's
going to be held on October 26, 1996. If there are any new groups that
wish to participate, they can get Beverly's number at Borough Hall or at
the Park's Department.
Committee Chairman Bialowarczuk reported that in the Park's
Department they just completed a lot of new cement work on the paths.
They are going to continue with that next year. The long awaited bocci-
ball court is just about done. They are also looking into putting antique
lighting around it and Mr. Kolibas will have more information on the
grand opening of the bocci-ball court on the bulletin board.
Committee Chairman Bialowarczuk reported that beginning next week,
they will also be resurfacing the basketball court in Cornell Park in West
Carteret.
Committee Chairman Bialowarczuk told the people that they do have
more trees coming in. They are going to get the rest of the planting
finished. She told them to be patient and they will have everything done.
She reported Progress.
POLICE: Committee Chairman Feingold said that he had a one hour plus
meeting with the Chief and he reports that the mobile data terminals have
been installed in some of the police cars. They are basically computers
and our police officers are being trained in its use. Essentially, they can
check license plates randomly and make motor vehicle stops based on
what they find out as a result of their random computer check they don't
have to stop somebody and then call into headquarters. They can check
ahead of time and if the person is suspended, they can tell all of that from
the computer. It's going to be very good in policing the community and
weeding out revoked drivers, etc.
Committee Chairman Feingold reported that school is back in session and
everyone knows that the parking signs are being enforced around the
schools. Be aware of school buses that have the red lights on. You can't
go passed the school bus that is stopped, picking up students. That is a
very serious penalty if you do. Be aware of the speed limits in and around
the school areas, especially when there are children present.
Committee Chairman Feingold reported that crime is generally down in
Carteret, however, there were twelve burglaries last month. Be sure your
homes are secure and report any suspicious activities that you see going
around homes and areas of cars. Make sure your cars are secure. There
was a rash of break-ins of cars.

Committee Chairman Feingold said that he rode along with Officer
McFadden of the Traffic Bureau and he monitored the intersection, the
left turn going onto the turnpike coming down from West Carteret.

People were making left turns from the center lane and the
right lane, causing accidents and they will get stopped. Officer
McFadden is doing a fine job in the Traffic Bureau.
Committee Chairman Feingold said that he's seen the
perspective from Chrome, Middle and West Carteret,
Supervisory, traffic standpoint, foot patrol and he plans to ride
along with the radar detail in the future. The police, when
needed, are responding and helping with the First Aid Squad
and doing a fine job. They are just going along for the ride.
They are not complaining about what they have to do.
Committee Chairman Feingold commended Officer's Kitz and
Spolizino. Sometimes police have to be there and very often
are the first responders and because of their training they save
lives. He reported Progress.
PUBLIC WORKS: Committee Chairman Vesey reported that
as everybcgyknows, Mr. Surick was operated on and the
operation was called a success. Mr. Surick is out of the
hospital now and he wants to thank everybody for all of the
cards and all of the well wishes.
Committee Chairman Vesey reported that all of the leaf bags
are in. People can go to the Borough Gargage and pick them
up. They will not be picking up the leaves until November 1st.
He reported Progress.
MUNICIPAL GARAGE SERVICES: Committee Chairman
Failace reported that thereis been an electrical problem at the
garage with the pumps. They had to be fixed. An electrician
came down and fixed it but we have to do a little bit more
with it and maybe, actually replace it if we can. He reported
Progress.
Mayor Sica reported that he hopes that everybody utilizes the
bocci-ball court at the park. If they do, they have plans to put
another in there, maybe a regulation size one and maybe they
can attract some tournaments into Carteret to play bocci-ball.
They are looking into naming that bocci-ball court and he will
recommend the name ofMr. Pusillo. He was one of the first
people to come to Carteret many years ago. He raised
thirteen kids in Carteret and they are all good people. He was
there when the first bocci-ball court was built. He will
recommend to the Council at the next Council Meeting that
they dedicate that bocci-ball court in his memory.

Upon MMS&C, by Councilmembers Vesey and Failace and
unanimous affirmative vote of the full membership present, the
meeting was opened to the public.
Vincent Manetta said that he is sure that they are all aware that Saturday
is Ethnic Day. The weather is not on their side this weekend and as it
stands right now, depending on which channel you watch the weather on,
they may be able to get it in on Sunday. As of right now, it is still on.
They will call anyone and everyone probably tomorrow or Saturday
morning and let them know about the rain date. He presented the Mayor
and Council with Ethnic Day T-shirts and hats.
Mr. Manetta noted that sixty-two vendors will be there.
George Malek said that the other day there was a crash on the Industrial
Road. The Police Department, Fire Department and First Aid were there
within a few minutes and they a beautiful job.
Mayor Sica agreed.
An unidentified resident from Charles Street complained that his neighbor
has roaches.
Mayor Sica told him not to say their name, but at the end of the meeting
he should give him the name and he will have the Health Board there in
the morning.
The gentlemen said that he called the Health Board and they were very
laid back.
Mayor Sica noted that if they are laid back in the morning, they'll be way
back looking for a job.
School Guard Georgia Barran thanked the Police Department for their
help with the start of school.
School Guard Ruthann Donovan thanked Detective McFadden, Deputy
Chief Hack, Captain Barany and Willie Kolibas. They did a wonderful
job.
Mayor Sica said that he understands that it was utter chaos. He said that
he doesn't know who to lay that blame on. He is sure that it will all
straighten out.
The Mayor noted that they will have to take a look at Carteret Avenue.
During school time, the teachers just park wherever they want. We will
have to limit that parking. On Carteret Avenue, by Lincoln School which
is now Middle School, there's a whole area of head-on parking. They
won't park in there, they'll park right next to it in the middle of the street
because they don't want to walk. That has to stop.
George Barron said that it is the same thing by Columbus School.

Mayor Sica said that perhaps they can make an arrangement with St.
Joseph's School to allow them to use St. Joeph's parking lot. We're going
to make no parking on that center isle.
