A RESOLUTION OF THE CITY OF LYNWOOD CITY
COUNCIL SUPPORTING THE ENDORSEMENT OF SB169
SPONSORED BY THE LEAGUE OF CALIFORNIA CITIES
REPEALING PROVISIONS OF SB2557
WHEREAS, one of the methods used by the state of California
to balance the 1990-91 Fiscal Year budget was the adoption of
SB2557, authorizing county governments to charge local authorities
for the collection of property tax revenues and allows the levying
of gees on cities for the booking of prisoners into county jails;
and
WHEREAS, many members of the State Legislature have agreed
that this new authority is bad public policy from a number of
perspectives and have indicated gn interest in repealing this
county authority, if any revenue source can be identified to
backfill the revenue loss which counties could experience if this
authority is repealed; and
WHEREAS, The League of California Cities has developed such a
proposal which addresses the concerns of the Legislature; and
WHEREAS, SB169 has been introduced in the Legislature; and
WHEREAS, SB169 would repeal all provisions of SB2557, except
those provisions which give counties the authority to enact
business license taxes and utility user taxes in the unincorporated
areas; and
WHEREAS, SB169 would also provide new revenues to backfill the
county loss of revenue by increasing the vehicle license fee
revenues and dedicate those new revenues to county programs; and
WHEREAS, SB169 is supported unanimously by the Board of
Directors of the League of California Cities.
~~ NOW, THEREFORE, HE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LYNWOOD, that the City of Lynwood:
SECTION 1. Supports the League of California Cities introduction
of SB169, repealing provisions of SB2557.
SECTION 2. Declares that the revenue transfer provision of SB2557
is bad public policy which adversely effects the resident of
Lynwood.
SECTION 3. Makes this resolution effective immediately upon its
adoption.
