A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD SUPPORTING THE REPEAL OF
SB2557 AND THE OPPOSITION OF THE STATE
BALANCING THEIR BUDGET ON THE BACKS OF
OUR CITIES
WHEREAS, after the longest stalemate in California history,
the Governor and Legislature enacted a 1990-91 budget package
shifting state and county costs to cities, diverting city revenues
to finance state and county responsibilities; and
WHEREAS, the passage of SB2557 directed counties to charge
cities, school districts and special districts for the
administration of property taxes; charging cities for the booking
of prisoners; and permitting counties to retain property tax
revenues that should otherwise go to 90 "No and Low Tax Cities";
and
WHEREAS, the Governor and California Legislature have shifted
state and county financial responsibilities to cities; and
WHEREAS, all 457 cities in California balanced their budgets
only to find their budgets now thrown out of balance by revenue
losses and cost shifts designed to balance the budget of the state;
and
WHEREAS, the Governor and Legislature have avoided their
financial responsibilities by enacting poor public policy measures
that take from local government and provides no real solution to
the continuing financial problems facing all levels of government;
and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
- LYNWOOD, that the City of Lynwood:
SECTION 1. Does hereby support the repeal of SB2557 and the
protection of city finances from the state budget process.
SECTION 2. Supports alternatives to provide adequate long-term
funding for cities and counties.
SECTION 3. This resolution shall take effect immediately upon its
adoption.
