HomeMy Public PortalAbout1996/09/19 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Peter J. Sica at 7:30 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Deborah Bialowarczuk " James Failace " William Feingold " James O'Brien " John J. Vesey, Jr. Noted absent was Councilmember Jack Fazekas. Also noted absent was Borough Attorney Robert A. Hedesh. The meeting was opened with a minute of silent prayer and the pledge of allegiance led by Mayor Peter J. Sica. The Clerk stated that on September 12, 1996, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News & Tribune, The Star Ledger and posted on the bulletin board. ORDINANCE #96-23 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held October 3, 1996, upon MMS&C, by Councilmembers Feingold and Vesey. Upon individual roll call vote, Councilmembers Bialowarczuk, Failace, Feingold, O'Brien and Vesey voted in the affirmative. Councilmember Fazekas was noted absent. There being no comments or objections to the Resolutions, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Vesey and O'Brien and unanimous affirmative vote of the five (5) Councilmembers present. Upon MMS&C, by Councilmembers Vesey and Bialowarczuk and unanimous affirmative vote of the five (5) Councilmembers present, the agenda was amended to include Resolution #96-270. Upon individual roll call vote, Councilmembers Bialowarczuk, Failace, Feingold, O'Brien and Vesey voted in the affirmative. Councilmember Fazekas was noted absent. RESOLUTION #96-259 was introduced by the Mayor and was referred to the Council for action. Adopted At approximately 7:35 P.M., Borough Attorney Robert A. Hedesh was noted present. Borough Attorney Noted Present Councilmember Failace asked if this happens, would we be second in line? Comments Mayor Sica said that we are better than second in line. Not only do we have a lien against the property, we also have a personal guarantee on all of the loans that are given out. Councilmember Failace asked if those who are in our Urban Enterprise Zone also have first crack at it? Mayor Sica said sure. We are in the process of trying to help the guy across thee street, the old Lebow's. The difference is that this one here is direct ITom the UEZ. The other (inaudible) is direct from us. We are also attempting to get grant money. (inaudible) On top of that, we are trying to formulate a group like the various banks. If we put up a dollar, the bank puts up a dollar. It could turn out to be a beneficial thing because some where along the line, the UEZ money is going to run out. SEPTEMBER 19, 1996 RESOLUTION #96-263 Proposals to N.J.U.E.Z.A. Borough Attorney Hedesh asked the Council to table the resolution because there isn't a tax certification from the state yet. Councilmember O'Brien said that he spoke to the Clerk earlier and Ray Tobias interviewed this guy and approves of him. Upon MMS&C, by Councilmembers Vesey and O'Brien, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers Bialowarczuk, Failace, Feingold, O'Brien and Vesey voted in the affirmative. Councilmember Fazekas was noted absent. The Clerk stated that she was in receipt of an application from Tower Trailer Park concerning their 1996-1997 License Renewal. Upon MMS&C, by Councilmembers Feingold and Bialowarczuk and unanimous affirmative vote of the five (5) Councilmembers present, it was ordered to be received and sent over to the proper authorities. 6 SEPTil1BER 19, 1996 The Clerk stated that she was in receipt of an application, ITom TIKU, Inc. concerning the transfer of AB.C. License #1201-44-046-005 to RiteAid of New Jersey. Upon MMS&C, by Councilmembers Vesey and O'Brien and unanimous affirmative vote of the five (5) Councilmembers present, it was ordered to be received and turned over to the Police Department. APPLICATION A.B.C. Transfer TIKU, Inc. to RiteAid of NevJ Jersey The Clerk stated that she was in receipt of an application from Bolieb, Inc. concerning the transfer of AB.C. License #1201-33-061-005 t/a Oasis Pub to Exit 12, Inc. Upon MMS&C, by Councilmembers Vesey and O'Brien and unanimous affirmative vote of the five (5) present, it was ordered to be received and turned over to the Police Department. APPLICATION A.B.C. Transfer Bolieb, Inc. t/a Oasis Pub to Exit 12, Inc. The Clerk stated that she was in receipt of the following reports: REPORTS Departments Board of Health - June, July & August 1996 Inspection of Buildings - August 1996; Total Estimated Cost of Construction, $943,606.00; To Treasurer, $17,803.00. Treasurer - August 1996 Welfare - August 1996. All reports were ordered to be received and placed on file. BUILDINGS & GROUNDS - Committee Chairperson O'Brien reported that the carpets went down in Borough Hall over the weekend. Ray Tobias had help from the Parks Department. The electrical upgrade has (inaudible) this week. Bids should be in by Monday for the front steps at Borough Hallo. Ray Tobias is doing his usual great job around there. He reported Progress. Standing Committees FINANCE & ADMINISTRATION - Committee Chairperson Failace reported that he was supposed to sit down with Patrick DeBlasio this week, but he's at a seminar and he won't be back until Monday. They are moving forward with their strategic plan. They have some numbers and will sit down with the Mayor and the rest of the Council maybe at the next Agenda Meeting or the one after to see what we can do to move forward and look far ahead instead of going one year at a time. He reported Progress. FIRE - In the absence of Committee Chairperson Fazekas, Committee Member Vesey reported Progress. SEPTENBER 19, 1996 Standing Committees Con't. PARKS & RECREATION - Committee Chairperson Bialowarczuk reported that the trees for the Fall planting will be in the last week of September or the first week of October. This year's planting will be finished at that time. The baseball and softball leagues are completed except for the Carteret High School Girl's Softball Fall League. They will be playing on the Louis Street side and on the Carteret Avenue side. The bocci ball court is just about done. They have plans to dedicate it to Mr. Pusillo. They are hoping to do that at the end of September or the beginning of October. That date will be put up on the billboard. Committee Chairperson Bialowarczuk reported that the Recreation Commission is moving along with the Halloween Parade. If anyone needs information they should see Willie Kolibas at the Parks Department or call Borough Hall for Beverly Hedesh's phone number. She reported Progress. POLICE - Committee Chairperson Feingold reported that he continued his ride along program. He rode along with Officer Denton and he gave him a very thorough indoctrination as to how the MDT's (Mobile Data Terminals) are working. He said that he is quite amazed with all of the functions that are available on those mobile data terminals. If an officer is in need of, if he is injured or he can't get to his radio, all he has to do is press a button and that goes to Union County and they are monitoring that 24 hours a day. There they get word to the powers that be, here in Carteret, to go to his assistance. He said that he was very impressed with that function. The officers can send messages back and forth to each other, similar to E-Mail, so that if they don't have access to their radio or the radio goes down, for some reason they need to send a message, they can do that similar to computer E- Mail. Also, they can check for out of state warrants, in state warrants, out of state drivers, to see whether they're revoked in this state. They can check licenses in the state to see whether they're revoked. They can do a whole host of things on these mobile data terminals, all of which are assisting them in enforcing the traffic laws. Committee Chairperson Feingold reported that he was very impressed with how well our Traffic Bureau is doing. Officer Makwinski, Officer McFadden and Officer Huchko are doing a fine job. He reported Progress. PUBLIC WORKS - Committee Chairperson Vesey reported that everything is going fine in the Sewer Department and Streets and Roads. Mr. Surick is still out sick recovering from an operation. Mr. Carpenter is in his place, doing a good job. Committee Chairperson Vesey said that he would like to remind everybody about the leaf bag program. Leaf bags are available down at the Borough Garage, Monday to Friday, 8:00 AM. to 4:00 P.M.. Go down and see Sally Mesler. He said that if someone cannot make it down there that is handicapped or home sick, the bags could be picked up for their neighbors. Leaves will not be picked up until November 1 st, but they can be brought down before November 1 st to the Recycling Department, 349 Roosevelt Avenue. He reported Progress. 8 MUNICIPAL GARAGE SERVICES - Committee Chairperson Failace reported that they've had problems for a while with the computerized tanks. They are running so-so. He spoke with John last week on the tanks and he spoke with Vic Kazio today. He said that he didn't know it but the state mandated that we have to do something with the tanks, we have to sit down and make a decision on it. Mayor Sica said that they will probably open up the tops and fill them in. That's legal. He asked if Mr. DuPont or Mr. Gutowski called to find out? Councilmember Failace said that he wouldn't know. He reported Progress. MAYOR _ Mayor Sica congratulated Mr. Raia on doing a great job up the Hill. About three months ago there was a statement made here that they were going to bring in other contractors to do this work. He said that he welcomed that with open arms. Anybody that can help us clean up the Hill Section, the Chrome Section or any section in Carteret will be granted every opportunity to do that. The person that said that they were going to bring them haven't brought anybody here yet and that's a disgrace. The disgrace of the whole thing is that one person that they did bring in to see him about a year and a half ago or two years ago, that wanted to do something, wanted to do it a little bit differently. He wanted the city to buy the pieces of property, the city to put up the money, the city to fix it up and the city to own it. He told him at that time that it is asinine. The city is not in the position to go owning apartments then maintaining them because we can't do it as efficiently as private people can. We don't have the control over who stays there and how it's maintained and kept up as a private person would have. About two weeks ago, he got a copy of the Jersey Journal and the person they brought in to do the work in Carteret has been indicted for stealing $400,000.00 from Roselle. He wanted to do the same thing in Carteret. He said that he doesn't know if he wanted to fix up houses or steal $400,000.00. It's a shame that people have to come up at a Council Meeting who want to get their names in the paper and bring up asinine things , that they're going to bring in the Knight in Shining Armor to fix up the city of Carteret and in essence what they're doing is predicating another thief, probably like themselves. He referred to a button he was wearing that said March 10, 1976. The same person that got up here and talked all about this stuff, on March 10, 1976, was convicted of extortion. He told the newspaper reporters that if they want any information, he will give them a copy after the meeting. He said that's the kind of people those guys want to run from this town. 9 Upon MMS&C, by Councilmembers Vesey and O'Brien and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened to the public.
