HomeMy Public PortalAboutResolution 84-2289 Election: Authorization for certain members of Council to file written arguements and City Attorney to prepare impartial analysisRESOLUTION NO. 84 -2289 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, AUTHORIZING ITS MEMBERS TO FILE WRITTEN ARGUMENTS REGARDING CITY MEASURES, AND DIRECTING THE CITY ATTORNEY TO PREPARE IMPARTIAL ANALYSES. WHEREAS, a general municipal election is to be held in the City of Temple City, California, on November 6, 1984, at which there will be submitted to the qualified electors of the City the following measures: • : Measure No. 1: If Proposition 36 on the state- : wide general election ballot is adopted, does YES : : the electorate ratify and authorize the charges : heretofore levied by the Temple City City Council : • : for the purpose of maintaining street lighting : through the Citywide Lighting Maintenance Dis- • : trict for fiscal year 1984 -85, and shall the City : : Council be authorized to levy similar annual : NO : : charges in future years as necessary to maintain : : : and provide such street lighting? : Measure No. 2: If Proposition 36 on the state- : wide general election ballot is adopted, does : the electorate ratify and authorize the City : Council to continue in effect all existing : assessments, fees and taxes (as defined in : Proposition 36), and other rates and charges, : all as in effect on November 6, 1984, regard- : less of whether classified in whole or in part : as fees or taxes, provided that no increases • NO : : thereto shall be permitted except in accordance with actual cost increases? YES : NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALI- FORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That this City Council, being the legislative body of the City of Temple City, authorizes Mayor - Mayor Pro Tem - Councilman - Councilman - Councilman - Mary Lou Swain Tom D. Atkins William I. Dennis Kenneth G. Gillanders Jack R. Tyrell members of that body, to file written arguments (in favor of /against) the City measures set forth in the recitals hereof in accordance with Article 4, Chapter 3, Division 5 of the Elections Code of the State of California and to change the arguments until and including the date fixed by the City Clerk after which no arguments tor or against the City measures may be submitted to the City Clerk. SECTION 2. That the City Council directs the City Clerk to trans- mit copies of the measures to the City Attorney. The City Attorney shall prepare impartial analyses of the measures showing the effect of the measures on the existing law and the operation of the measures. The impartial analyses shall be filed by the date set by the City Clerk tor, the tiling of primary arguments. SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
