Walter Rohnen requested that road in Independence Hieghts be blacktopped as well as Ind- ependence Beach roads. Mr. McCombs explained that the project called for street restoration to original condition and that in this case the road was not even disturbed. Allen Elsenpeter inquired about having Main St, abandoned and was told that a petition should be secured from property owners and a public hearing would be held. Vacated streets could then be purchased by abutting property owners. Charles Pangier inquired as to whether or not Fern St. would be opened and was told that the Public Hearing on Tuesday October 7, 1975 would decide that. 2. NORTHREST SUBURBAN CHAMBER OF COMMERCE RE: FIRE DEPARTMENT Everett Thies, Pres. of the Chamber of Commerce presented proposal of Hamel Fire Department regarding purchas of new fire truck. If Medina were to participate in the purchase it would become the property of Medina but would have to remain housed in Hamel and also be avail- able for fire fighting in Corcoran. Explanation of cost per year to pperate and how neigh- boring departments are funded. Council discussed whether or not they would want ownership of fire truck and the fact that some day they would have to get into the fire fighting business, also, should money be put into budget for equipment. Motion by Robert Franklin, seconded by Arthur Theis to table matter until budget meeting. Motion carried unanimously 3. ANNE DORWEILER PIZZA RESTAURANT Anne Dorweiler introduced Mr. Olson and explained that he wished to reopen the pizza rest- aurant in Hamel in the building owned by Harold Pederson and rented by Jim Winkel. Mr. Olson has taken care of the building inspectors requirements with the exception of a fire door between the body shop and restaurant. The Connection charges and the parking lot bond or blacktopping have not been taken care of. Mr. Olson asked if a bond could be posted by Mr. Winkel or himself or would the blacktop need to be laid. Anne Dorweiler stated that a $2400 bond would need to be posted guaranteeing 15 parking spaces plus access to and from highway. Chief of Police Hoover stated that licenses have been checked and approved by him. Motion by Robert Franklin, seconded by Arthur Theis to table the matter until Tuesday Oct- ober 7, 1975 or such time as parking lot problem has been resolved, fire door and emergency door taken care of and the connection charges paid. Motion carried unanimously 4. AMENDMENTS TO MINUTES Mr. Schieffer recommended amendments to include resolutions to the minutes and September 2, 1975. Motion by Donald DesLauriers, seconded by Arthur Theis to adopt Resolution costs tube assessed and preparation of proposed assessment on Independence project. (Item 10 minutes of August 19 Motion carried unanimously Motion by Robert Franklin, seconded by Arthur Theis to adopt Resolution 75-36, ordering public hearing on the proposed assessment of Independence Sewer and Water project. (Item 6 of minutes of September 2nd.) Motion carried unanimously of August 19, 1975 75-35, declaring Sewer and Water 5. DETERRED ASSESSMENT Robert Franklin presented application for deferred assessments of Arthur Gertz and Adella Gertz. Council will consider at October 7th meeting. 6. FHA RE MEDINA MORNINGSIDE Robert Franklin stated he will be sending the necessary data to FHA regarding well at Medina- Morningside. Well owners are also sending information. Hopefully this will satisfy app- lications for future lcen requests. 144 6. HAMEL DAIRY QUEEN Anne Dorweiler presented plans of Bruce Luxford for remodeling and expansion of Hamel Dairy Queen. Also included was parking lot layout for 16 vehicles. Ordinance requires 7 spaces for a building that size. Motion by Robert Franklin, seconded by Arthur Theis to approve expansion plans for Hamel Dairy Queen according to plans dated September 9, 1975. Motion carried. Abstaining Donald DesLauriers 7. TOM 'iHSIS, MARTIN BENNIS GAS SERVICE Motion by Donald DesLauriers, seconded by Arthur Theis to approve request of Minneapolis Gas Co. to install facilities for Martin Bennis and Thomas Theis. Motion carried unanimously 8. MEDINA MORNINGSIDE STREET LIGHT Arthur Theis explained the request for a street light at the entrance to Morningside. Motion by Donald DesLauriers, seconded by Robert Franklin to authorize Arthur Theis to contact power company regarding street light installation. Motion carried unanimously 9. LONG LAKE BICENTENNIAL CELEBRATION Arthur Theis explained preliminary plans of Long Lake for a Bicentennial celebration next summer and their request that Medina participate. He will attend another meeting and re- port at the October 7th meeting. 10. BUDGET MEETING Motion by Robert Franklin, seconded by Arthur Theis to hold a budget meeting October 6, 1975 at 8:00 P.M. Motion carried unanimously 11. SHERIFF's PATROL Robert Franklin reported that the County Commissioners had tabled Sheriff's patrol decision until Thursday October2nd. He read letter he had writted to Commissioners and asked that it be approved for sending. Motion by Robert Franklin, seconded by Arthur Theis to send letter to Hennepin County Commissioners stating Medina's situation and contribution to policing the surrounding areas. Motion carried unanimously 12. JOHN DAY Letter from Mr. Day was read requesting he be allowed to continue to use house at 752 Hamel Rd. without oonnecting to sewer facilities. Motion by Donald DesLauriers, seconded by Robert Franklin to deny the request. Motion carried unanimously 13. WOODLAKE SANITARY LANDFILL Letter was read from Woodlake Sanitary Landfill stating that they were withdrawing their application to expand facilities. 14. SCHLADWEILER FIRE CALL Explanation by Clerk of Mrs. Schladweilers version of car fire on July 30th. Council asked that she appear to discuss the matter.
