The Regular Meeting of the Mayor and Council of the Borough of COUNOL :MEETING
Carteret was called to order by Council President Ronald G. Rios
approximately 7:00 P.M. on Thursday, August 26, 2004, Municipal
Court/police Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL

Also noted present was Borough Attorney Robert J. Bergen, Esq.
Noted absent was Mayor Daniel J. Reiman. NOTED ABSENT
The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE
Pledge of Allegiance led by Council President Ronald Rios. OF ALLEGIANCE
The Clerk stated that on January 6, 2004, the 2004 Annual Meeting STATE:MENT OF
Notice was published in The Home News Tribune, The Star-Ledger :MEETING NOTICE
and posted on the bulletin board.
Upon MMS&C, by Councilmembers Sitarz and Krum and unanimous APPROVAL OF
affirmative vote of the full membership present, the minutes of July MINUTES
22, 2004 were approved as transcribed and engrossed by the Clerk.
Council President Rios presented a commendation to Florence COMMENDATION
Wawrzynski for her twenty five years of service to the Borough. FLORENCE

.MEETING OPENED A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council and upon
PUBLIC INPUT ON MMS&C, by Councilmembers Sitarz and Sosnowski and unanimous
ALL RESOLUTIONS affirmative vote of the full membership present, the meeting was
opened for public input on all Resolutions/Agenda items and any new
business.
COMMENTS Leonard Scheno asked about Resolution #04-248, Refund of Tax
and/or Sewer User Fees.
Council President Rios explained that it was for three homeowners.
Leonard Scheno said something should be done with how the flat rate
on the sewer user fee is paid. He explained how he felt homeowners
should be charged and said he felt it should be charged on a
homeowner's water usage.
Al Such spoke about the traffic on Roosevelt Avenue in West Carteret
and the Turnpike. He said the Turnpike has been in contact with him
about this issue and explained that the Mayor and Council should be
alert to this information; then he continued to explain.
Councilmember Rios explained that the Turnpike told the Mayor and
Council that Phase I of the Turnpike will start in the fall of 2004. He
briefly explained.
Al Such said he felt the Mayor and Council should know what is going
on.
Councilmember Krum explained Phase II and said the Council has sat
down with the Turnpike concerning all phases.
Al Such said he felt there is much to be learned and planned
concerning traffic control. He said he felt that a town is judged by its
Main Street.
Councilmember Rios said the Turnpike keeps our professionals well
informed of what is going on and it is not being ignored and lower
Roosevelt Avenue is not being ignored either. He explained.
Al Such asked how the public is being informed about the traffic.
Councilmember Rios said there were public hearings on both phases
which informed the public.
:MEETING CLOSED There being no further comments or objections to the Resolutions,
Council President Rios declared the Public Hearing to be closed, upon
MMS&C, by Councilmembers Sitarz and Parisi and unanimous
affirmative vote of the full membership present.

Councilmember Joseph Sitarz presented a commendation to police COMMENDATION

to #04-272 were approved. Councilmember Parisi abstained on
Resolution #04-265 and voted in the affirmative on all other
Resolutions.

COMMUNICATIONS: The Clerk stated that she was in receipt of a Communication from the
SOUTH PLAINFIELD Borough of South Plainfield - Resolution opposing New York City
waste transport plan.
MONROE & The Clerk stated that she was in receipt of a Communication from the
TINTON FALLS Borough of Monroe and the Borough of Tinton Falls - Resolutions
supporting Financial Aid for Military Reservists and National Guard
members deployed in the Global War on Terror.
Upon MMS&C, by Councilmembers Sitarz and Krum and unanimous
affirmative vote of the full membership present all Communications
were ordered to be received and placed on file.
MOTION TO AMEND Upon MMS&C, by Councilmembers Parisi and Sitarz and unanimous
1HE BILL LIST affirmative vote of the full membership present, a motion was made to
amend the bill list to include $78.00 for Abe Radwan, umpire.
PAYMENT OF BILLS Upon MMS&C, by Councilmembers Parisi and Sitarz all bills
appearing on the prepared list properly audited and signed were
ordered to be paid as amended. Upon individual roll call vote,
Councilmembers Krum, Naples, Parisi, Rios, Sitarz and Sosnowski
voted in the affirmative.
REPORTS The Clerk stated that she was in receipt of the following reports:

Upon MMS&C, by Councilmembers Sitarz and Sosnowski and
unanimous affirmative vote of the full membership present, all reports
were ordered to be received and placed on file.
STANDING BUILDINGS & GROUNDS: Committee Chairperson Naples said the
COMMITTEES restoration of Borough Hall will take twelve to eighteen months and
all offices will be relocated; she briefly explained. She said everyone
should be out by September 30, 2004. She said bus shelters have been
upgraded and are being maintained on a daily basis. 'She said files
would be moved out of Borough Hall and old files will be reviewed
and sorted through. She reported progress.

FINANCE & ADMINISTRATION: Committee Chairperson Parisi STANDING
said all is well as far as finances. He said there is no tax increase on COMMITTEES
the Municipality side. He said the sewer bills went out and they are
due September 15,2004.
FIRE: Committee Chairperson Krum spoke about the Weapons of
Mass Destruction Class that the Fire Department attended. He said
three Volunteer Firefighters are in the fire academy and congratulated
Volunteer Firefighter Susan Bodnar on her graduation from the
academy. He spoke about the child seat inspection that was held by
the Fire Department. He said the theft proof ignition switches were
installed in the ambulances. He spoke about the Fire Department's
EMS becoming a part of the county-wide task force and briefly
explained. He said two Firefighters attended a Juvenile Fire Setter
Conference and spoke about the program. He spoke about a
defibulater that was donated to the Senior Center. He reported
progress.
pARKS & RECREATION: Committee Chairperson Rios said Ethnic
Day and the Mayor's Children's Charity Trust Fund Carnival will be
held in Carteret Park from September 2nd through September 5th and
briefly gave the details. He said the temporary workers will be
finishing up this week. He spoke about the town working with the
Department of Agriculture concerning the problem with the Asian
Longhorned Beetle. He gave their phone number and said infected
trees would be removed at no cost to homeowners. He reported
continued progress in Parks. He gave the sign up dates, fees and start
up dates for Y ogaIFlex Aerobics, Line Dancing and Salsa Classes. He
spoke about the Halloween Parade which will be held on October 30"
and the Halloween House Lighting Contest which will be judged on
October 24th and 25th. He said there will be a pumpkin and scarecrow
patch on October 30th and briefly gave the details on each program
sponsored by the Recreation Department. He said the Fall Yard Sale
will be held around town on September 11th and 1 ih. He reported
continued progress in Recreation.
POLICE: Committee Chairperson Sitarz said beginning in September,
the Carteret police Department will participate in a county-wide Child
Safety Program and gave the details. He said National Night Out was
held on August 3rd which is getting bigger every year thanks to Susan
Skoczpiec who runs the program. He spoke about the cameras that are
being installed in the three new police cars. He said the flags on
Washington A venue will be changed seasonally. He reported
progress.

STANDING PUBLIC WORKS: Committee Chairperson Sosnowski said recycling
COMMITTEES is being picked up Monday through Friday and branches must be
bundled and tied and called in for pick up. He spoke about the
handicapped parking spaces and said if a handicapped parking space is
no longer needed residents should contact Police Headquarters. He
said the old ambulance has been painted and they are looking into
converting it into a dump with a lift tailgate. He said the sweepers are
up and running and the Jet Vac truck has been repaired. He reported
progress.
BOARD OF EDUCATION: Committee Chairperson Naples wished
all students returning to school Thursday, September 2nd a safe school
year on behalf of the Mayor and Council. She said the architect hired
by the school board will be available for questions, concerns and
suggestions at a meeting September 14, 2004 at the high school. She
said some of the Crossing Guards may be relocated a little due to
elimination of some bus routes, and the bus routes will be reviewed as
well. She said the clock tower area by the high school will be sodded
by the Borough and the School Board will water the area.
There being no further business or discussion, upon MMS&C, by
ADJOURNED Councilmembers Sitarz and Parisi and unanimous affirmative vote of
the full membership present, the meeting was adjourned at
approximately 7:35 P.M.
