Leesburg Receives Distinguished Budget Presentation Award
for 30th Straight Year
Leesburg, VA (November 4, 2015) – The Government Finance Officers Association (GFOA) has
awarded the Town of Leesburg’s Finance Department its prestigious Distinguished Budget
Presentation Award for the Town’s Fiscal Year 2016 budget. Leesburg has received this award
every year since 1986.
The GFOA Distinguished Budget Presentation Award recognizes organizations that meet the
highest principles of governmental budgeting. Recipients must satisfy nationally recognized
guidelines for effective budget presentation. These guidelines are designed to assess how wel l
an organization’s budget serves the multiple roles of policy document, financial plan,
operations guide and communications device. Budget documents must be rated as “proficient”
or “outstanding” in all four categories, and in fourteen of twenty-seven mandatory criteria
within those categories, to receive the award.
The FY 2016 budget was prepared by an almost entirely new team. With the exception of
Senior Management Analyst Lisa Haley, the other major players in the development of the
Town’s budget – Town Manager Kaj Dentler, Director of Finance and Administrative Services
Clark Case and Senior Management Analyst Jason Cournoyer – were new to their positions
during the FY 2016 budget process. Major changes to the budget included the consolidation of
the departments of Finance, Human Resources and Information Technology into the
Department of Finance and Administrative Services and merging the departments of Public
Works and Capital Projects.
“With a new team, under new leadership, receiving this award is particularly gratifying,”
commented Town Manager Kaj Dentler. “It tells our residents that the Town is still doing the
quality work that they expect, in a professional and consistent manner.”
The Government Finance Officers Association is a non-profit professional association serving
over 18,000 government finance professionals in North America. The GFOA Distinguished
Budget Presentation Award is the only national awards program in governmental budgeting.
