HomeMy Public PortalAbout2020-01-211 REGULAR COUNCIL MEETING, JANUARY 21, 2020 CALL TO ORDER Mayor Carrie Tergin called the January 21, 2020 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Council Members were present for roll-call: Present: Fitzwater, Hensley, Hussey, Kemna, Prather, Mihalevich, Schreiber, and Ward Absent: Graham and Wiseman A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Kemna to amend the agenda, moving Closed Session item 18(a.)ii and iii to item 20. Councilwoman Ward seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized Judy Vansant and her art piece, “Letting Go”. The piece took first place in the Jefferson City Museum of Art, Fall High School Abstract Art Contest. Mayor Tergin purchased the piece, and it will be displayed at City Hall. Mayor Tergin then welcomed Kim Robertson with the American Heart Association to the podium. Ms. Robertson presented the Gold Workplace Health Achievement Index Award to Human Resources Director, Gail Strope and the City’s Wellness Coordinator, Cindy Bitterman. Mayor Tergin then recognized Bill Farr, Cole County’s Emergency Management Director. Mr. Farr is retiring with over 13 years of service in this position. Mayor Tergin and City Councilmembers expressed their appreciation for his service and dedication, especially after the May 2019 tornado. Mr. Farr introduced Sierra Thomas. Ms. Thomas will take over as Director after Mr. Farr’s retirement. PUBLIC HEARINGS There were no public hearings at this time. 2 REGULAR COUNCIL MEETING, JANUARY 21, 2020 APPOINTMENTS BY THE MAYOR The following appointments were recommended. Councilwoman Ward motioned to approve the recommendations. Councilman Kemna seconded the motion. The motion passed unanimously. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  All City meetings can be found on the City’s calendar at jeffersoncitymo.gov.  The next Finance Committee Meeting is scheduled for Thursday, January 23rd, 7:30 A.M. in the Boone-Bancroft Room of City Hall.  The Human Relations Committee is scheduled to meet on Friday, January 24 th, 8:00 A.M. in the Boone-Bancroft Room of City Hall.  The 2020 Census Complete Count Committee kick-off meeting was held at City Hall on January 13th. More information about the upcoming census can be found on the City’s webpage.  Mayor Tergin attended the retirement reception for Jack Pletz. Mr. Pletz was the Legal Counsel for the Jefferson City Housing Authority. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru Miss Wanjiru was not in attendance. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Carol Wieberg, owner of 202 East High Street, spoke in favor of bill 2019-084 related to the demolition of 200 East High Street. CONSENT AGENDA The following item was brought before the City Council for approval by Consent: a. Minutes of City Council Meeting: January 6, 2020 3 REGULAR COUNCIL MEETING, JANUARY 21, 2020 A motion was made by Councilman Hussey and seconded by Councilwoman Ward to approve the consent agenda item. The motion was approved unanimously. Councilman Kemna requested to suspend the rules. Aaron Grefrath, Assistant Director of Parks Programs presented the bill. Councilman Hussey asked how the Parks fund balance would be affected if the bill passed. Mr. Grefrath and Margie Mueller, Director of Finance and I.T. indicated that approximately $1.2 million would remain if the supplemental passed. Council members asked Mr. Grefrath which City and County’s first responding agencies would be responsible for emergencies at the property if it becomes City-owned. Mr. Grefrath indicated that Parks Director Todd Spalding was working on the specifics and would get back to City Councilmembers with that answer. Councilman Kemna and Mr. Grefr ath indicated the request to suspend the rules was being made so that the property could be purchased and preparations could be made for the spring sports season. Councilmembers and Staff also discussed potential annexation of the property, as well as the re being no FEMA restrictions on the property since it would not be purchased with flood buy-out funds.
