The motion passed unanimously. Approval of Minutes Ms. Deetz moved and Mr. Wheat seconded to approve the minutes from the December 10, 2019 Regular Meeting as written. The motion passed unanimously. Communication Received Ms. Senzee stated that no communications have been received. New Business A. Call for Landmark Applications Ms. Senzee explained that applications are due February 28. The Commission will review the applications at their March 10 meeting. The City Council will designate awardees at their March or April meeting. The awards will be presented to property owners during Preservation Month. B. Preservation Month Activities Ms. Abbott suggested to delay the Historic Preservation Commission's activities to coincide with the Missouri Preservation Conference being held in Jefferson City in early June. She encouraged Commission Members to suggest activities and participate in Preservation Month. Ms. Deetz moved and Mr. Hoffman seconded to form a subcommittee to be appointed from the Historic Preservation Commission to work with staff and bring back a plan for Preservation Month at the February meeting. The motion passed unanimously. C. West Main Street Historic Resources Survey Ms. Senzee explained that she will contact West School to hold a public meeting in early April that would include the Circle Drive area, Hayselton Drive, the lower blocks of Boonville Road and Forest Hill Drive. At this neighborhood meeting staff will discuss the findings from the survey and facilitate a discussion of what they want to pursue. Ashley Street; 415 Stadium Boulevard; 420 Union Street; 421 Union Street; 425 Case Avenue; 425 Union Street; 902 Jackson Street and 914 Jackson Street have been determined as dangerous by the Building Official. These properties were impacted by the May 22, 2019 EF -3 tornado. B. National Park Service Training —. Members had a brief discussion about the National Park Service Online Training — Incentives: a Guide to the Historic Preservation Tax Incentive Program. Dates to Remember A. This property is owned by the Jefferson City School District and the adopted Historic Southside/Old Munichburg District & Neighborhood Plan identifies the redeveloped land use for these areas as institutional. This property was constructed in 1910; making the structure over 100 years old. In accordance with Section 8-47(A)(1)(a) the property was posted with a public hearing sign on January 29, 2020. Exterior and interior photos, MIDMOGIS Map, and other documentation are attached. To ensure that a structure found to be a notable structure and approved for demolition clearance is properly documented for posterity. 3. To ensure that partial demolition of a structure found to be a notable structure does not result in establishment of an exterior finish that is out of character with the structure. 4. Other conditions that the Commission or City Council may deem appropriate to reduce the impact of the demolition with respect to the applicable review criteria. Conditions imposed by the Historic Preservation Commission may be appealed to the City Council in the manner provided for in Section 8-43(H) Staff Recommendation In reviewing Section 8-43(F), Review Criteria (as outlined above), 408 Case Avenue does not appear to hold significant historic value as it is not individually listed on the National Register of Historic Places or Local Landmark nor does it appear to meet the National Register criteria of eligibility. In addition, the May 2019 tornado significantly damaged/destroyed most of the Morris Subdivision. Any local historical significance to this working class neighborhood is no longer intact. At the time of completing this staff report, no comments have been received in response to the public hearing sign. Based on this information, staff recommends that this application for demolition be approved. Recommended Form of Motion Move that the demolition clearance application for 408 Case Avenue is approved by this Commission. City of Jefferson Historic Preservation Commission Application for Nomination Landmark Designation Award What is the Landmark Designation Award? The Landmark Award is an honorary designation and is made by the City of Jefferson's Historic Preservation Commission which recognizes a property's historical significance and contribution to the community. Each year since 1994, the Commission recognizes several buildings or properties as Landmark Award properties. Properties that have received the Landmark Award represent the full range of Jefferson City's heritage and architectural style. The properties include governmental properties, educational institutions, residences, retail stores, manufacturing properties, houses of worship, and freestanding monuments. Some have been restored to their original use. Others have been restored and put to new uses. Some are part of the State's park system. Others have not been restored or preserved. Whatever their condition or use, the Commission truly appreciates the willingness of the individual property owners to allow their properties to be recognized for the historic and architectural contribution they make to our community. Applications submitted by the property owner are reviewed at the Historic Preservation Commission's March regular meeting where the review process begins and evaluated by the following criteria: • The historic, architectural or cultural significance of the property, as those terms are defined under the City's preservation ordinance • The type of property involved, including its historic use and its present use • The location of the property, including the overall historical context of the area and the property's contribution to the area and surrounding properties • The historic architectural integrity of the property, including whether efforts have been made to preserve or restore the property • Whether the property is endangered Final selections of the awardees are then designated by the City Council, each by separate ordinance. In May of each year during the City's Preservation Week activities, the awards are presented to the owners along with a Designated Landmark plaque for permanent display on the building or property. After a landmark or historic district is designated by ordinance, each application for building permit within the area so designated referred to the City of Jefferson Historic Preservation Commission for review at a regularly scheduled meeting. This process is only intended as an opportunity for the Historic Preservation Commission to advise property owners with means and methods of historic preservation.
