1. Call to Order and Introduction of Members, Ex -officio Members and Staff
Chairman Chris Jordan called the meeting to order. Five regular members and three alternates
were present. A quorum was present. Mr. Jordan announced Vice Chairman Yarnell's resignation
from the Commission. After discussion, Mr. Jordan instructed staff to place election of a new
Vice Chair on the agenda for the next meeting.

The Chairman announced that all present regular members and all present alternates are eligible
to vote.

As no cases were on the agenda, the reading of procedural matters was not required.

Nature of Request
The property consists of 6.9 acres of property zoned as PUD, Planned Unit Development. The applicant is
proposing to construct a 28,000 sf single story surgery center, with possible future expansions to the
building of 3,830 sf for a total of 31,830 sf. The applicant is proposing a preliminary PUD Plan to
accommodate the request.

Staff Analysis
Building Design: The 28,000 sf single story surgery center will incorporate varied materials, colors,
textures and massing that will work to enliven the building facade and develop hierarchy of forms and
materials that reinforce the points of entry to the building. Around the building, the facade is articulated
by recessed wall planes, projecting roof and overhang elements, large glass areas and punched windows,
as well as varied visual textures of wood, natural stone, cast stone, brick and metal. The proposed site
plan also displays a possible expansion to the proposed building of 3,830 sf.
Parking: Parking lots will be constructed on 3 sides of the building totaling 145 parking spaces, with a
possible expansion of 27 spaces. The proposed parking meets the required number of parking spaces for
Hospitals/Clinics.
Sidewalks: Sidewalks will be installed along W Edgewood Drive connecting to previously installed
sidewalk to the neighboring property to the west. Sidewalks are not required to be installed on Harpers
Ferry per Jefferson City Sidewalk Plan.
Signs: Signage details are not finalized at this time, however, preliminary discussions have indicated that
a monument type sign located at the southeastern corner of the property. Staff recommends that the site
adhere to the signage allowances of the C -O zoning district.
Landscaping: Parking lot landscaping will follow the requirements of the Jefferson City Zoning Code
requirements and will provide a minimum 35% of shade for the total parking area.

Bufferyard: A prior case required the installation of a bufferyard between the properties to the North and
the proposed property. The bufferyard to the north is not to be disturbed as it has matured over time.
Lighting: No lighting details have been provided. Staff recommends that the site adhere to the lighting
allowances for the C -O zoning district.
Traffic: The proposed development does not exceed 100 peak hour vehicle trips and therefore does not
trigger the requirement for a site specific traffic study. Morning staff will be divided into shifts arriving
prior to 6:00am and departing between 3:30pm and 5:OOpm. With two points of access to the site, arrivals
and departure will be split between the two and traffic can be disbursed to local roads.
Permitted Uses: The applicant requests an underlying zoning district of C -O Office Commercial with the
following permitted uses: Commercial Office, Clinics (Outpatient), Residential Use in a Non Residential
Building.
Staff Recommendation
Staff recommends approval of the proposed Preliminary PUD Plan.
The proposed use of the property is consistent with the land use pattern found along W Edgewood Drive
with low impact commercial uses transitioning into residential neighborhoods. The existing buffer
between the residential properties to the north appears to be sufficient to buffer residences from the
proposed use.

Architecture ! interior,
Background/Purpose:
Jefferson City Medical Group, an independent, multi -specialty medical practice and long-time
provider of health services for Jefferson City and Central Missouri, is expanding its surgical
services to better accommodate the expanding outpatient surgical needs of the patients within
the region. As a stand-alone surgical center, the proposed facility will provide a state-of-the-art
surgical setting in a patient -friendly environment unique to the area. As JCMG expands its
services to a new location, it will also be expanding its surgical specialties to include a broader
spectrum of outpatient procedures. This facility will set the standard for surgical care within the
region and will allow many patients who currently travel to Columbia for outpatient surgery to
receive state-of-the-art care closer to home.
Zoning Requirements:
The underlying zoning district for the property is C -O, Office Commercial District. Within this
district, general offices and medical offices are permitted uses. As proposed, the project is
primarily an Ambulatory Surgery Center which is classified as a B occupancy (Office or Business)
under the International Building Code. Accessory uses in the facility include the business office
itself and a transitional recovery care suite for extended post-operative recovery.
As a comparison to the underlying district requirements, the following site characteristics are
proposed under the PUD:
• Floor Area Ratio (F.A.R.) maximum is 1.0. The project falls within this limit, including the
proposed additions with an F.A.R. or 0.106. The C -O maximum F.A.R. remains valid
under the PUD.
• As a PUD, the minimum parcel size is required to be no less than 10 acres, although, at
the city council's discretion, smaller infill sites can be developed as a PUD. The parcel
under consideration is such an infill site. There is no minimum parcel size in the C -O
district.
• Minimum Lot Width requirement in C -O is zero (0) feet. Proposed lot width varies but is
approximately 482' on the south frontage
• Minimum building setbacks of the underlying C -O district are satisfied.

building, including future additions, is 10.6%. Lot coverage by all impervious surfaces,
including future building additions and parking expansion, is 41.4%.
• Building Height is limited to 45 feet. Proposed building height is 34 feet +/-.
• The city's parking requirements for the proposed use, Clinic, is 1 parking stall per 200
gross square feet (5 stalls/1,000 SF). As proposed, the project includes up to 172
parking stalls, including 27 proof -of -parking stalls and 6 handicapped accessible stalls.
This satisfies the parking requirements for the full build -out of the project, including
proposed additions.

Site Plan:
Proposed improvements to the 6.9 -acre site include a single -story ambulatory surgery center
building with the required parking, drives and utility infrastructure. The initial building is
proposed to be approximately 28,000 sf with the potential to expand up to approximately
33,840 sf with two potential additions on opposite corners of the building. Parking will be
located along the south and east sides of the building with additional employee parking and a
service truck entrance along the north side of the building. The main site entrance will be
located near the southwest corner of the property with access from W. Edgewood Drive via an
existing entrance which will be reconstructed and separated from the adjacent restaurant site.
The employee and service entrance will be located near the northeast corner of the site with
access from Harpers Ferry. The design proposes a 5' wide sidewalk along the entire south side
of W. Edgewood Drive.
As part of the project development JCMG will be requesting a termination of the existing
access easement at the southwest corner of the site.

Building Design:
The single -story building incorporates varied materials, colors, textures and massing elements
that work to enliven the building facade and to develop hierarchy of forms and materials that
reinforce the points of entry to the building. The site and building are organized around an
intentional drop-off and pick-up flow for patients coming and going from the facility. As a
result, there are two prominent entry/exit features with canopy coverage over the curbside
condition for patient convenience and protection. The entry features are enhanced by
oversized masonry walls that serve as anchoring elements, increasing visibility from the street
and parking areas, as well as providing areas for building signage. Around the building, the
facade is articulated by recessed wall planes, projecting roof and overhang elements, large
glass areas and punched windows, as well as varied visual textures of wood, natural stone, cast
stone, brick and metal. By intent, the design results in a rich and attractive composition to
make patients feel comfortable and welcomed.
Stormwater:
Stormwater will be conveyed via sheet flow, swales, and inlets/pipes to existing channels.
Based on conversations with City staff, no stormwater quantity detention is proposed but water
quality treatment will be provided via an extended dry detention pond or underground
chamber system. This pond/ system will discharge into an existing channel. A box culvert is
proposed in the existing channel near the northeast corner of the site to allow the employee
and service entrance to access Harpers Ferry.
Traffic:
The proposed use will generate well below 100 vehicle trips in the peak hours. No offsite traffic
improvements are proposed as a part of this development. Typical hours of operation for an
Ambulatory Surgery Center are from 6:00 AM to 5:00 PM. Morning staff will be divided into
shifts arriving prior to 6:00 AM and departing between 3:30 and 5:00 PM, helping to minimize
the amount of traffic flow during peak times. The facility will also incorporate two transitional
Recovery Care Suites which can accommodate up to two patients for an extended recovery stay
of up to 23 -hours. With two points of access to the site, arrivals and departures will be split
between the two and traffic can be disbursed to local roads with minimal overlap.
Landscaping:
Existing vegetation is proposed to be preserved along the north property line to provide
buffering between the proposed infrastructure and existing residences to the north. An existing
rock bluff north of the proposed infrastructure will remain and provides additional buffering. A
10' minimum buffer will be maintained along the west property line and a grass area ranging
between 45' to 135' in width will separate the proposed parking areas from W. Edgewood Drive
and Harpers Ferry. Shade trees will be provided in the parking area to meet the City's 35%
parking lot shade requirement. Additional plantings will be developed around the base of the

update process. The content of the report reflects the professional perspective of staff as of the date
of the report (listed above), subject to change as the plan is developed.
Overview:
Housing is one of the most pivotal human needs. Housing systems, particularly quality and affordable
housing environments proportional to an individual's lifestyle, are a major factor in economic and social
health. As a major component of the comprehensive plan update, this summary highlights some facts
explored in city staff's analysis of Jefferson City's existing conditions, public engagement results, and
topic research.
Public engagement:
In relation to housing specific comments, the following issues and assets were consistently addressed
during the initial public engagement phase of the comprehensive plan update,

• Median Rent -Occupied Unit = $684
