I. Call to Order
Commissioner Co-Chair Stu Murphy called the first quarterly meeting to order at
Noon. He thanked those in attendance for coming to McClung Park. Lunch was
provided by the Parks and Recreation Department, catered by local restaurant, JQ’s
on High.

III. Park Facility Rental Rate Adjustments
JJ Gates presented the group with rate adjustment recommendations for park facility
rentals. Last rate adjustments were in the year 2017. Many recent improvements
have been made to parks; additional improvements are being planned. Staff
research had been done on surrounding communities and comparable populated
cities in reference to their rental hours and rate fees. Increased hourly rental rates
were recommended, with the exception of McClung Park, which was recommended
for half and full day rates, along with a weekend event rate.
Committee member, Celeste Koon made a motion to approve the adjustment
recommendations. Motion was seconded by committee member, Mark
Leesman. Discussion was had, and Commissioner Murphy called for a vote.
All voted in favor; motion passed.
IV. Community Park Improvements Updates
JJ Gates encouraged committee members to visit the Community Park site to see
the improvement process. Three (3) structures are completed: t wo shelters and an
outdoor shelter that covers a pre-fabricated restroom. The playground is over half
completed; the splash park is in the beginning stage of construction. A ribbon-cutting
ceremony is tentatively set for May 2020.
Demolition bids have been sought for the 516 E. Dunklin structure. Outside work is
being done on the house purchased from the Catholic Diocese. Utilities have been
connected and it will be currently used for storage.
V. McClung Park and Ellis-Porter Riverside Park Final Design/Construction
Update and Tentative Timeline
Representatives from Architects Alliance Inc. presented the committee with visual
compositions of the future modifications to McClung Park and Ellis-Porter Riverside
Park. Chris Neff highlighted the bid specifications and plans for the modifications of

McClung Park, which will go out for bid for construction contract, and will be
presented to the Park Commission for approval at the March 10, 2020 meeting.
Outdoor modifications at McClung include: removal of nine (9) parking spaces to
gain additional square footage of hard surface for a storm water retention area;
resurfacing of the parking lot and walking paths; multiple ADA compliant ramps; and
additional planting areas. Outdoor modifications of the pavilion include adding a
deck off the north side of the pavilion and a new metal roof. Indoor modifications
include: new doorways, acoustic accommodations, PVC sports flooring, duct work,
color schemes, lighting, replacement of the fiber reinforced plastic, and remodel of
the kitchen.
Ellis-Porter Riverside Park renovations includes several option packages. The initial
package includes an estimated 520 fixed-seat amphitheater, with an additional one
thousand, one hundred fifty (1,150) lawn and terrace seating, lighting improvements,
security cameras on parking lots, a round-about drive with power pedestals, ADA
ramps, and stage coverage. Specifications and plans for the construction bid are to
be completed in the near future.
Positive comments were received from the committee.
VI. Park Operations and Improvements Update
JJ Gates recanted the improvements to McClung and Ellis-Porter Riverside Park. 63
Diamonds Sports Complex is being purchased by Jefferson City Parks and
Recreation. Staff anticipates revenue to be gained with the ability to hold baseball
games and tournaments once in-house improvements are completed.
VII. What is being seen/heard in the community
Committee member, Celeste Koon, verbalized the complaint of the abundance of
dog feces along the Edgewood Greenway. Additional trash cans or dog waste
stations could be helpful to decrease the issue. It has been noticed that citizens are
using the greenways as an everyday path for travel. Keeping the greenways plowed
during winter season is beneficial for our community.
VIII. Other Business
Committee member, Koon, presented trail maps from another community, inquiring
whether JC Parks might be interested in having something similar for trails.
Information was received to be researched.
