Octavia Andrew Joins Town of Leesburg as Chief Purchasing
Officer
Leesburg, VA (November 13, 2015) – Octavia
Andrew recently joined the Town of
Leesburg’s Department of Finance and
Administrative Services as Chief Purchasing
Officer. Ms. Andrew will replace Kathy Elgin,
who is retiring at the end of the year.
Ms. Andrew has more than 10 years’
experience in government procurement. She
came to the Town of Leesburg from the City of
Hampton, where she was a Senior Buyer. Prior
to working for the City of Hampton, Ms.
Andrew held positions with the City of Richmond and Norfolk State University. She holds an
MBA with a concentration in Contract Acquisition from Strayer University. A Certified
Professional Public Buyer (CPPB) and Virginia Contracting Officer, Ms. Andrew is an active
member of the National Institute of Governmental Purchasing and Virginia Association of
Governmental Purchasing.
“Octavia brings a range of experience that will benefit the Town,” said Kaj Dentler, Leesburg’s
Town Manager. “In particular, her tenure with the City of Hampton, known for being
progressive and innovative, and her experience with large construction projects, will be
especially valuable. She has already hit the ground running and we expect great things from
her.”
