HomeMy Public PortalAbout2020-02-031 REGULAR COUNCIL MEETING, FEBRUARY 3, 2020 CALL TO ORDER Mayor Carrie Tergin called the February 3, 2020 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Council Members were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Prather, Mihalevich, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to amend the agenda, adding items 4. Miscellaneous Agenda items (b.), (c.), (d.), and (e.). Councilman Kemna seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized Police Lt. Dave Williams who introduced the department’s new K-9 officer, Drax and Drax’s handler, Police Officer Paul Gash. Lt. Williams then introduced the new Animal Shelter Manager, Lori Blatter and new Capitol Police Chief, Zim Schwartze. City Administrator Steve Crowell and Director of Finance and I.T. Margie Mueller then recognized Shiela Pearre and Cara Sankey of the Finance Department for their contribution to the City’s recently awarded CAFR and PAFR awards. Mayor Tergin then presented the Kansas City Chiefs Day proclamation, congratulating the team on their Superbowl LIV Championship. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. 2 REGULAR COUNCIL MEETING, FEBRUARY 3, 2020 PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  All City meetings can be found on the City’s calendar at jeffersoncitymo.gov.  The next City Council meeting will be held as scheduled on Monday, February 17th which is also President’s Day.  The Jefferson City Chamber Gala was held last Friday, January 31st. Police Lt. Dave Williams did an outstanding job as the emcee of the event.  The Committee on Administration is scheduled to meet on W ednesday, February 5th, 8:00 A.M. in the Boone-Bancroft Room of City Hall, weather permitting.  Katrina Williams updated the City Council on the 2020 Census Complete Count Committee’s work. The next committee meeting is scheduled for February 26th at 10:30 A.M., at City Hall. More information about the upcoming census can be found on the City’s webpage. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru Miss Wanjiru was not in attendance. There were no updates at this time. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meeting: January 21, 2020 b. Acceptance of $236,000 Bid from Evoqua Water Technologies LLC for Purchase of Odor Control Product c. Acceptance of $37,905 Bid from Sentinel Emergency Solutions for B3095 -Bunker Gear A motion was made by Councilwoman Ward and seconded by Councilman Graham to approve the consent agenda items. The motion was approved unanimously. BILLS INTRODUCED 2019-099 sponsored by Councilman Hussey 3 REGULAR COUNCIL MEETING, FEBRUARY 3, 2020 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH STAN MORRIS CONSTRUCTION, IN THE AMOUNT OF $24,000 FOR THE AIRPORT TERMINAL ASBESTOS REMOVAL AND DEMOLITION PROJECT, AND AUTHORIZING A SUPPLEMENTAL APPROPRIATION WITHIN THE FISCAL YEAR 2020 BUDGET . Councilman Hussey requested to suspend the rules. Britt Smith, Public Works Director of Operations presented the bill. There being no objection, Bill 2019-099 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16003: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 2019-100 sponsored by Councilman Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE FISCAL YEAR 2020 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING ADDITIONAL FUNDS WITHIN THE GENERAL FUND. 2019-101 sponsored by Councilman Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE COUNTY OF COLE, MISSOURI FOR EMERGENCY MEDICAL SERVICES. BILLS PENDING 2019-096 sponsored by Councilman Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH MODOT FOR PUBLIC TRANSIT OPERATING ASSISTANCE. There being no objection, Bill 2019-097 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16005: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None INFORMAL CALENDAR 2019-079 sponsored by Councilman Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE TIMES AT WHICH GARAGE SALES MAY NOT OCCUR. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. APPROVAL OF 1/21/2020 CLOSED SESSION MINUTES Councilman Hussey motioned and Councilman Graham seconded the motion to approve the January 21, 2020 Closed Session Minutes. The motion passed by the following roll - call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 5 REGULAR COUNCIL MEETING, FEBRUARY 3, 2020 NEW BUSINESS Councilman Graham announced the annual Lions Club Ham and Beans and Chili event on Wednesday, February 5th at St. Peter’s Selinger Center. Lunch hours are 11:00 A.M. – 1:30 P.M. Dinner hours are 4:00 P.M. – 6:30 P.M. Carry outs are available. UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilwoman W iseman, seconded by Councilman Graham, and approved unanimously at 6:34 P.M.
