Mayor Merritt called the adjourned meeting of the City Council to order at 7:17 p.m. 2. ROLL CALL: PRESENT: Councilmen- Briggs, Gilbertson, Harker, Tyrell, Merritt ABSENT: Councilmen -None ALSO PRESENT: City Manager Koski, Assistant City Manager Recupero UNFINISHED BUSINESS: 3, RESOLUTION No. 70 -1021: Re. Granting a Variance in Zone Variance Case No. 70 -314, Jay E. McGill, et. ux, 10644 E. Key West, Temple City In accordance with previous action of the Council, City Manager Koski presented Resolution No. 70 -1021 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY GRANTING A VARIANCE IN ZONE VARIANCE CASE No. 70 -314. Councilman Gilbertson moved to adopt, seconded by Councilman Briggs and carried by the following roll call vote: AYES: Councilmen - Briggs, Gilbertson, Tyrell, Merritt NOES: Councilmen -None ABSTAIN: Councilmen - Harker 4. RENEWAL OF AGREEMENT: Law Enforcement Services - Los Angeles County Sheriff's Department (1 year) This item was deferred to a study session, following completion of the other items of business. During the study session alternate proposals for law enforcement for the fiscal year 1970 -71 were presented by Inspectors John Arruda and Dick Freeman, Lieutenant Dick Foreman and Captain Robert Trask of the Sheriff's Department. Considerable discussion ensued concerning the necessity of fielding the general law cars with two men, two shifts. Night -time patrol was given as one deciding factor as well as the need for a basic level of men in the field. Also, the matter of the amount of time units under contract spent out of the city was discussed, and the Sheriff stated that the City received like service when needed. The Sheriff's representatives were questioned as to the use of reserves for a second man in the night -time units as well as eliminating the second man in the general law units. No direct response was given. The discussion concluded with the request that the Sheriff consider the proposal that the general law unit staffing of one man - -one shift; two men - -two shifts, be substituted with the one man general law cars around the clock. 5. RESOLUTION No. 70 -1022: Re. 1970 -71 Proposed Budget. This item was deferred to adjourned meeting to be held on June 30, 1970, at 7:30 p.m. NEW BUSINESS: 6. COMMUNICATIONS. There were none. Council Minutes, June 22, 1970 - Page 2 7. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: There were none. 8. MATTERS FROM CITY OFFICIALS: A. Appropriation of Funds - Live Oak Park Addition. City Manager Koski advised that costs for acquisition of pro- perties for Live Oak Park expansion under condemnation pro- ceedings initiated by Resolution No. 70 -980, adopted by the City Council on January 6, 1970, are estimated at $26,000. Councilman Briggs moved to appropriate funds in the amount of $26,000 from the General Fund to cover these costs, and to amend the adopted budget accordingly. The motion was seconded by Councilman Harker and unanimously carried. B. Appropriation of Funds - City Anniversary Celebration. City Manager Koski advised that costs for the City's 10th Anniversary Celebration have now been computed in the total amount of $2112. Councilman Gilbertson moved to authorize payment, to appropriate funds in the amount of$2112 from the General Fund, and to amend the adopted budget accordingly. The motion was seconded by Councilman Briggs and unanimously carried. C. RESOLUTION No. 70 -1023: Re. Contract for health service costs for Long Beach and Pasadena with County of Los Angeles not a proper charge. City Manager Koski presented Resolution No. 70 -1023 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY PERTAINING TO CONTRACT BETWEEN THE COUNTY OF LOS ANGELES AND CITIES FOR HEALTH SERVICES. Councilman Tyrell moved to adopt, seconded by Councilman Harker and unanimously carried. 9 ADJOURNMENT: At 8:15 p.m. Council adjourned to a study session on law enforcement problems, reported in Item 4, above. The study session on law enforcement problems terminated at approximately 10:30 p.m. and the Council reconvened to an executive personnel session, until 1:25 a.m., Tuesday, June 23, 1970. Following the personnel session, the Council reconvened to adjourn to Tuesday, June 30, 1970, at 7:30 p.m., in the Council Chambers of the City Hall.
